Government prioritises food security
KATHMANDU: Minister for Finance Yubaraj Khatiwada said that the government has highly prioritised the issue of food security in order to meet the target of sustainable development goals (SDGs).
The Finance Minister also expressed Nepal’s commitment to ensure food security and achieve zero hunger in a few years time.
Addressing the board meeting of World Food Programme in Rome, he said, “This meeting is important for Nepal also for the reason that the new five-year country strategic plan of WFP is being approved by the Executive Board. I am happy to note that the plan has been developed in a highly participatory way, aligning with the national priorities, UNDAF and SDGs. Government of Nepal will work together with WFP to implement it.”
According to Minister Khatiwada, Nepal — being a signatory to 2030 Agenda for Sustainable Development — is implementing SDGs and prioritising them with a focus on SDG 2 (Zero Hunger) which would be instrumental in achieving several other SDGs including No Poverty, Education, and Good Health and Well-Being.
“This prioritisation of SDG 2 is supported strongly by our commitment to ensuring human right to adequate food, now constitutionally enshrined through the Right to Food and Food Sovereignty Act 2018 — thereby enshrining Zero Hunger within the constitution,” he said.

Prez leaving for Poland to attend UN conference on climate change
Kathmandu, November 29
President Bidhya Devi Bhandari is leaving for Katowice, Poland, on December 1, leading a Nepali delegation to the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 24) scheduled to be held from December 2 to 4.
According to the Ministry of Foreign Affairs, she will address Nepali community members at a programme to be organised by the Embassy of Nepal, Berlin, which is also concurrently accredited to the Republic of Poland, and NRNA, Poland, on December 2.
She is scheduled to attend the official opening ceremony of COP 24 and will address the High-Level Segment of the conference on December 3.
In the morning of December 3, President of the UN General Assembly María Fernanda Espinosa Garcés will call on President Bhandari on the sidelines of the conference. In the evening, Bhandari will attend the official dinner to be hosted by the President of the Republic of Poland in honour of the Heads of State attending the COP 24.
The president will a hold bilateral meeting with the President of the Republic of Poland Andrzei Sebastian Duda on December 4 in Katowice. President Bhandari will be accompanied by Minister of Forests and Environment Shakti Bahadur Basnet and lawmakers Purna Kumari Subedi, Krishna Gopal Shrestha, Pushpa Bhusal Gautam, Ramshaya Prasad Yadav and Chanda Chaudhary as well as senior officials at the Office of the President, Ministry of Foreign Affairs and the MoFE as members of the delegation.
The president will return home on December 6, said the foreign ministry.

Private sector urged to invest in industries in Gandaki Province
Pokhara, November 29
Gandaki Province Chief Minister Prithivi Subba Gurung has urged the private sector to invest in industries without any hesitation.
Inaugurating Safal Expo Pokhara organised by Pokhara Chambers of Commerce and Industry in Pokhara today, CM Gurung said the provincial government would create investment-friendly environment by developing infrastructure required for establishment of industries.
“We are working to make Gandaki Province a self-sufficient province in terms of food production within five years,” CM Gurung said. He added that budget had been allocated for modernising the agriculture sector.
“The province government is preparing to establish modern laboratory to test the quality of food products,” CM Gurung said.
CM Gurung claimed corruption would be checked as the province now could have its own police force. He said implementation of the federal system had ensured development and prosperity in the country.
Former Chair of Federation of Nepali Chambers of Commerce and Industry Ananda Raj Mulmi said it was necessary to curb corruption.
Pokhara Chambers of Commerce and Industry informed that the expo would end on December 10.
It said the expo aimed to promote industry, handicraft items, information technology, education, health, tourism, and agricultural products, among other things.

District chiefs make 24-point recommendation

A two-day gathering of Nepali Congress district presidents that concluded today has recommended that the selection of candidates for local, provincial and federal elections be done by the party’s parliamentary boards of local, provincial and federal units.
Putting forth a 24-point recommendation on the draft statute, the gathering suggested having a provision for ‘honourable member’ of the party and simplifying the membership distribution process. Sixty-two district presidents have signed the document.
According to the manifesto adopted by the gathering, conventions in rural municipalities, municipalities and sub-metropolis should be held by regional representatives from ward-levels. They have recommended that provisions be made to allow appointment of office bearers in district and regional working committees from among general convention representatives and Maha Samiti members. Party members elected to local, provincial and funeral assemblies should be made accountable to respective level and district working committees.
The gathering has also recommended raising the number of party office bearers at all levels and giving the authority to nominate office bearers equally to central president and ward presidents.
The hierarchy of party members should be included in the statute’s annexure, spokesperson should be appointed at district, provincial and central levels. Party members should not get more than one chance when it comes to nomination under proportional representation system and levy should be collected from all party members who get salaries from the party.
Other recommendations include ensuring that all party bodies are inclusive and not nominating to the same position a member fighting and losing election for the same position.
NC Nuwakot district president Jagadish Narsingh KC said they would hand over the recommendations to NC President Sher Bahadur Deuba tomorrow. “What message the district presidents want to give is the statute should not be made person-centric but party-centric,” he said. “We want a statute that does not serve interest of any individual.”
Meanwhile, the NC Central Working Committee began today to hold discussions on the draft statute amendment draft. The statute drafting committee under General Secretary Purna Bahadur Khadka had submitted the draft statue in the previous meeting.

Bridge over Mechi River yet to come into operation
Jhapa, November 29
Six months after its completion, a motorable bridge built over the Mechi River in Jhapa is still awaiting inauguration, thanks to the delay in construction of roads. The bridge links Nepal and India.
While the Indian side needs to construct 400-metre road, 1.3 km road needs to be built on the Nepali side for the bridge to become operational.
The bridge was constructed at the cost of Rs 330 million.
Further, it has been learnt that the Office of the Prime Minister and the Council of Ministers is pressurising the Postal Highway Project, Regional Office, Itahari, to do the needful to facilitate the inauguration of the bridge by the first week of December.
In the first phase, the project regional office is said to be clearing structures built within 167 metres from the bridge along the proposed road.
The project has already compensated the affected households.
“Once illegal structures are removed, we will gravel the road and bring the bridge into operation,” said Chief of Itahari regional office of the Postal Highway Project Bijaya Mahato.

Social work twice a week mandatory in Gaumul RM
Bajura, November 29
Gaumul Rural Municipality, Bajura, has introduced a provision making it mandatory for residents of the rural municipality to take part in social work at least twice in a month.
A meeting of the rural municipality took a decision to this effect. As per the decision, a person from every household should engage in any social work at least twice a month.
Rural municipality chair Hari Bahadur Rokaya said the tole committee in all six wards was formed to implement the decision.
Gaumul Rural Municipality has 588 households. “We have decided to involve at least one person from each household in cleaning roads, schools and other public places,” said Rokaya.
He added that any household that did not send a family member for social work would be fined Rs 500. The rural municipality said the fine so collected would be spent on social programmes.
The rural municipality has also started distribution of alcohol cards. Rokaya said no one would be allowed to buy alcohol without producing the card,” he said. Rokaya said the card system was made mandatory to control alcohol consumption.

Locals stage sit-in, demand arrest of rape accused

Siraha, November 29
Irate locals of Sukhipur Municipality, Siraha, today staged a sit-in in front of Area Police Office, Patari, demanding that those accused in the rape of a woman in the municipality two weeks ago be arrested.
A group of four persons had allegedly raped a woman of the municipality.
Women rights activists also took part in the sit-in protest. They said although two of the accused had been arrested, police had yet to arrest the remaining two culprits.
Samasul Miya, Isharaful Miya, Salamad Miya and Jakir Miya have been accused of raping the 35 year-old woman in her house on November 27. The victim’s husband is a migrant worker and i currently works in Qatar.
The locals had taken Samasul and Isharaful under control and handed them over to the police the next day, while two others are still at large.
Meanwhile, Inspector Bhusan Yadav at Area Police Office, Patari, said a police team had been deployed to arrest the absconding culprits. Police said the absconding culprits would be arrested soon.

Mayor donates a year’s salary to welfare fund
Jhapa, November 29
Mayor Rajendra Pokharel of Jhapa’s Kanakai Municipality has donated his one year’s salary amounting to Rs 340,000 to a workers’ welfare fund.
Mayor Pokharel had set up the fund after he assumed the post. “We aim to collect around Rs 50 million for the fund within five years. So far, we have collected over two million rupees,” he said. “Every worker in the municipality contribute a day’s salary to the fund every month. The fund has been set up to provide support to any worker who dies or is injured while working,” he added.
“As our old vehicle is working properly, we used the fund allocated for purchasing vehicle to construct a road,” said Pokharel.

Top pro Shrestha closes in on Kathmandu Open title

Nepal No 1 pro Shivaram Shrestha closed in on 43rd career with a six-stroke lead after the penultimate round of the Surya Nepal Kathmandu Open here at the Royal Nepal Golf Club today.
Shrestha, who won the season-opening Surya Nepal Central Open last month, carded one-under 67 in the third round for the total score of 11-under 193. Shrestha, the most successful pro with 42 titles under his belt, had opened with an impressive round of six-under 62 and shot a 64 on the second day.
Shrestha bounced back with three-under 31 after taking the turn at two-over 36. After dropping three shots on the first three holes — a double bogey on the second and a bogey on the next, Shrestha carded two straight birdies. But he went on to face his second bogey of the front nine on the sixth. On the back nine, Shrestha faced a bogey on 15th hole against four birdies on the 10th, 13th, 14th and 16th.
Two players — Army Club pro Dhana Bahadur Thapa and national amateur team member Sukra Bahadur Rai — shared the second position, six shots behind leader Shrestha at five-under 199. Thapa moved to second position after a round of three-under 65, while Rai carded even-par 68.
Thapa took the turn at one-over 35 before firing four-under 30 on the back nine. Thapa dropped shots on the third and ninth holes against a birdie on the seventh before taking the turn. Thapa shot four birdies on the 11th, 13th, 14th and 18th in the bogey-free back nine.
Likewise, Dharan golfer Rai — who had a Hole-in-One on the eighth hole — carded one-under 33 on the front nine after bogeys on the first and seventh holes against a birdie on the fifth. He began the back nine with a birdie but went on to drop shots on the 14th and 16th holes. Rai was two strokes ahead of fellow national team member Tanka Bahadur Karki — who carded even-par 68 for the total score of 201.
Bikash Adhikari slipped to fourth after he played a round of two-over 70 for the total score of four-under 200. Rame Magar was sixth at 203 after he played three-over 71, while defending champion Bhuwan Nagarkoti carded three-under 65 to move up to seventh at even-par 204. Rajendra Thapa Magar was eighth at 209, while Deepak Magar and Jayaram Shrestha shared the ninth position at six-over 210.
A total of 41 golfers, 33 pros and eight amateurs, are taking part in the tournament organised by Nepal PGA under the sponsorship of Surya Nepal Pvt Ltd.
The event carries a total purse of Rs 551,250 and the winner will bag a cheque of Rs. 95,000, Runner up will take home Rs. 65,000 and third place will earn Rs. 55,000. Others in the top 21 will also receive their share of cash prizes.

Govt to ensure early settlement of cases

Attorney General Agni Prasad Kharel said the government was making preparations to adopt the provision of continuous hearing for early settlement of criminal cases.
“We’ve witnessed a spike in cases related to rape, sexual violence and abduction of late, and the provision aims to minimise such crimes ultimately by facilitating early settlement of such cases,” said the attorney general, inaugurating the District Attorney Office in Gaighat, Udayapur, today.
“As delay in settling such cases leaves chances of undue pressure and threat to the victim’s family, we hope prompt settlement of cases would help minimise such malpractices,” Kharel said.
The AG also asked the local and the provincial governments to be careful while chalking up laws so that they do not contradict with the federal laws.
The three-storey building was constructed at the cost of Rs 22.9 million. The building has a total of 25 rooms. Gitanjali Shaktikunda JV Gaighat had bagged the contract for construction of the building.

Nepal, Cambodia ink initial pact on bilateral air services

Nepal and Cambodia have inked the initial air services agreement (ASA) today.
The agreement was signed between Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari and Mao Havanall, minister in charge of the State Secretariat of Civil Aviation of Cambodia.
Though a final agreement to start air services between the two nations will be signed between the civil aviation authorities of both the nations in the near future, the initial agreement has paved the way for holding direct flights between Nepal and Cambodia, informed Suresh Acharya, joint secretary at the Ministry of Culture, Tourism and Civil Aviation (MoCTCA).
“Related authorities of both the nations will meet soon for the final agreement on ASA,” said Acharya.
With this, Cambodia has become 39th nation that Nepal has signed an ASA with ensuring direct flight links between the two countries for the first time. The draft of the ASA signed between the two nation states that both Nepal and Cambodia will conduct 14 flights each per week. However, the agreement provides unlimited air cargo service between the two countries.
Acharya opined that ASA with Cambodia will open up new prospects for tourism between the two countries. Similarly, direct air linkage is also expected to facilitate the movement of pilgrims from Cambodia, a Buddhist nation, to Lumbini — the birthplace of Lord Buddha.
Meanwhile, the Cambodian aviation authority has also expressed its interest to start direct flights to the Gautam Buddha International Airport in Bhairahawa, which is expected to begin operation from June.
Aviation authorities of the two nations will finalise the details regarding flight frequency, code sharing, cargo and other issues in the near future before starting commercial flights between the nations.
Nepal had recently revised the ASA with Thailand and increased the number of weekly flights from 10 to 28.

‘Democracy incomplete without personal freedom’

Former finance and external affairs minister of India Yashwant Sinha today said people should be ready to fight for democratic decentralisation and personal freedom.
Stating that democracy cannot not exist without personal freedom, he said if a person could not protect his/her personal freedom, s/he could not protect the country’s freedom.
Sinha said Gandhi’s concept of ‘Gram Swaraj’ (village self-governance) was also about democratic decentralisation at all levels — national, provincial, district and local.
“Democracy is not complete unless it is accompanied by complete democratic decentralisation,” Sinha quoted Gandhi, delivering a keynote speech at a symposium titled ‘Gandhi Today’ in the context of 150th birth anniversary of Mahatma Gandhi, leader of the Indian independence movement.
Sinha said political leaders at the centre were usually stingy when it came to sharing power, fearing they might lose their authority, but people should not lose faith and continue their struggle following Gandhi’s teaching that ‘if I am pursuing the truth, the truth shall prevail’.
According to Sinha, Gandhi was a comprehensive personality and there was no aspect of life in which he did not express his views. He also said that Gandhi did not become a leader by chance, but because there was a strong element of morality in his personal conduct, and he always implemented in him whatever he told others. “Gandhi led the only popular movement in the world that succeeded with non-violence,” he said.
On the occasion, former Indian minister and Member of Parliament Shatrughan Sinha said Gandhi was not only the father of nation of India, but a global guru.
Shatrughan Sinha remembered Gandhi’s teaching that a person should mandatorily pass through four phases — ridicule, disregard, contempt, and repression — before attaining honour. “If you have commitment, dedication, passion, conviction and devotion, you can achieve anything,” he said.
Former prime minister Baburam Bhattarai said leaders and thinkers like Buddha, Marx and Gandhi developed ideas on the basis of resources available at their times, and that they should be described in the present context.
He said Gandhi, and all other thinkers, had a common idea that people should not let their animal instinct prevail over human instinct. “We need to internalise Gandhi’s teaching rather than just describe how Gandhi was,” he said.
Nepali Congress Vice-president Bimalendra Nidhi said political movement could succeed only through non-violence taught by Gandhi. “We raised weapons at some point of time, but we have realised that non-violence is the only solution,” he said.
Nepal Communist Party (NCP) leader Ram Karki said Gandhian philosophy was under trial in India, while Marxism was under trial in Nepal. He said neither the party in power in India that claims to be Gandhi’s follower was practicing Gandhi’s philosophy, nor the party in power in Nepal that claims to be follower of Marx was following Marxism.
Indian Ambassador to Nepal Manjeev Singh Puri said the biggest honour of being an Indian ambassador was the association with Gandhi. He said Gandhi was one of the figures who evolved in his own time, and continued to be relevant today.

KATHMANDU: Mega Bank will soon have its own building to house its provincial office in Butwal.
The foundation stone for the building was jointly laid by Bhoj Bahadur Shah, chairman and Anupama Khunjeli, chief executive officer of the bank. On the occasion, Shah informed that as per its five-year plan, Mega Bank has an aim to establish provincial offices in all seven provinces so as to expand financial services across the country and increase investment in the productive sector.
In the first quarter of the current fiscal, the bank was able to increase its deposits to Rs 66.11 billion and its loans stand at Rs 62.25 billion. It also earned a net profit of over Rs 400 million in the period.

UN official concerned about delay in providing justice to Nirmala Panta

UN Special Rapporteur on violence against women, its causes and consequences Dubravka Simonovic today said Nepali women were facing big problems getting justice in VAW cases. Speaking at a press conference at UN House here today, Simonovic made special reference to 13-year old Nirmala Panta’s rape and murder case to highlight problems of access to justice.
Even after four months since Nirmala was raped and murdered, the police is clueless about the perpetrator(s). “I am gravely concerned about the number of cases related to sexual violence against women and girls, such as the case of Nirmala Panta, among others, that have been referred to the police or the courts for redress, have resulted in impunity for the perpetrators,” Simonovic said.
She said the ongoing case of the rape and murder of Nirmala Panta was a test case for the government and she would closely follow any developments in the case in the hope that it would be effectively resolved in line with the human rights standards adopted by Nepal.
Women and girls do not have adequate rights and there is no mechanism to protect whatever rights they have, she said. She said she had heard numerous complains related to sexual violence that were reported but not properly registered.
“There is the case of Nirmala Panta and others cases as well. Civil society pointed out that there are other cases where they have a problem with access to justice,” Simonovic said, adding that she would submit her final report on VAW at the UNHRC on June 19.
It will be important to see in Nirmala Panta case how at the end, the government will really apply international laws and shoulder its responsibility to provide justice to the victim and punishment for the criminal, she added.
Non- governmental organisation and people have protested seeking justice for Nirmala, Simonovic said. She said she had collected information from the government and the NHRC about Nirmala’s incident.
She said she would like to see how the government would apply international norms in Nirmala’s case. “The Government has to take total responsibility in cases like this (Nirmala case). She stressed that the Government of Nepal should implement international laws that it had signed in international fora. She said there was implementation gap in Nepali laws adding that there were laws that still discriminated against women in Nepal.
Simonovic, who came here on November 19 as an independent expert assigned by UN Human Rights Council for laws, policies and preventative services to study about VAW, finished her assignment today.
She met government officials including Minister of Women, Children and Senior Citizens Tham Maya Thapa, Supreme Court Justice Sapana Pradhan Malla, civil society members, officials of international agencies and members of the National Human Right Commission, survivors of violence to discuss VAW and challenges facing the victims.

Primary health centre sans doctors
Bajura, November 29
Kolti Primary Health Centre in Budhinanda Municipality, Bajura, is without doctors for the past one month.
The health facility is without doctors after Dr Bijaya Kumar Shah was transferred to Kathmandu-based Bir Hospital on June 3.
Public Health Inspector Keshab Raj Giri said the health facility was being operated without doctors after the contract period of Dr Satya Shahi, who had been working on temporary quota, expired on November 9.
As many as four local levels including Humla, Kalikot and Mugu have been receiving health services from Kolti Primary Health Centre. Sources said more than 100 patients visited the health facility on a daily basis. Sources added that patients were referred to Nepalgunj, Dhangadi and Kathmandu-based hospitals due to lack of doctors at the health centre.
Tajakot Rural Municipality Chair Bagdal Malla said patients in the district were compelled to travel by air to reach Nepalgunj and other health facilities for treatment. Civil Society leader Janesh Bhandari said the government was indifferent to the plight of patients.

NIBL’s 78th branch
KATHMANDU: Nepal Investment Bank Ltd (NIBL) has inaugurated its 78th branch in Hikila of Duhu rural municipality in Darchula, which is located in Province 7.
As per a statement issued by the bank, the branch was opened as per its plan to expand financial services to areas where banking facilities are still not available.
The statement adds that NIBL is the only domestic bank that has disbursed loans worth Rs 4.11 billion directly to 25,000 people under the deprived sector lending provision.

Special security in place for Asia Pacific Summit

The government today said it had put in place special security measures for State Counsellor of Myanmar Aung San Suu Kyi and Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen as they faced ‘security threat’.
The two leaders arrived in Kathmandu today to attend Asia Pacific Summit taking place from November 30 to December 3.
Deputy Prime Minister and Minister of Defence Ishwar Pokharel received Suu Kyi and Hun Sen at Tribhuvan International Airport. They were invited by Prime Minister KP Sharma Oli.
Nobel peace laureate Aung San Suu Kyi has been criticised for her inaction on the military atrocities committed against minority Muslims known as Rohingya in Rakhine state of Myanmar. “The government is providing high security to Suu Kyi and Hun Sen as they face security threat,” Minister of Communications and Information Technology Gokul Baskota told the media persons.
“The government has enforced odd-even rule for vehicles in the valley to facilitate the movement of VVIPs, but we also know that it has created difficulties for the public,” he said.
The organiser said around 1,500 delegates representing 45 nations including Cambodia, Myanmar, the Philippines, Nauru, Tuvalu, Samoa and Afghanistan will be attending the summit. “During this summit bilateral meetings will also be held between delegates of different countries,” Minister Baskota said. SuuKyi will call on President Bidhya Devi Bhandari and will also hold talks with PM Oli and Minister of Foreign Affairs Pradeep Kumar Gyawali.

KATHMANDU: Nabil Bank has announced the launch of Nabil Visa Cash Back scheme for its Visa cardholders.
Under this scheme any Nabil Bank Visa cardholder (debit/credit/pre-paid) will get cash back of 10 per cent or maximum of Rs 500 on single successful usage of his/her card at a POS or e-commerce transactions made within Nepal during the scheme period.
In the scheme there will be no restrictions of minimum purchase amount. Cash back amount earned by each cardholder shall be deposited to their account (in case of debit card) or credit/pre-paid card by next working day after verification and deducting applicable tax amount. The scheme is valid from November 30 to January 31.

PM’s office seeks details of pending work from ministries

Office of the Prime Minister and Council of Ministers today wrote letters to all ministries seeking details of pending work within 15 days.
Secretary at the PMO Kedar Bahadur Adhikari said the letter was written following PM KP Sharma Oli’s review meeting with ministers and top bureaucrats. Adhikari said the letter issued by the PMO would serve two purposes — firstly, it would help the PMO know the exact nature of the problems that slows the delivery of services and execution of projects and second, it would build pressure on the government staff to complete their task within the expected time frame without causing any delay.
“The ministries will have to give reasons for any delay in delivering services or executing any project,” he said and added that the PMO’s letter would also help the office analyse how quickly the concerned agencies and staff do their jobs. “We want to see whether or not the concerned staff do their jobs in time. Sometimes a subordinate office may seek opinion of and clearance from higher office. Sometimes, a government office may seek legal opinion of the person in charge of legal matters and we want to know whether or not these officers are doing their job in the expected time frame,” Adhikari said.
He also said that the PMO had written to all the ministries to prepare and submit all the drafts of the required bills by mid-December.

AAN condemns restrictive provisions on advertisement, liquor industry

Advertisers have condemned the proposed executive order on Control of Production, Sale and Distribution of Alcohol that incorporates restrictive provisions on advertisements related to liquor businesses.
The draft of the new executive order prepared by the Ministry of Home Affairs incorporates restrictive provisions on branding and advertisement of alcoholic beverages. Similarly, the draft of the order also bans liquor industries from sponsoring any public events, including games.
“Introducing such restrictive policies to clamp down on products of those liquor factories which have been established as per the existing laws and have been complying with all legal standards is completely illogical,” reads a press statement issued by the Advertising Association of Nepal (AAN).
Mocking the plan of the government to prevent hotels, bars and restaurants from serving alcoholic beverages
after 10:00pm, AAN said that such irresponsible steps of the government will not only have a negative impact on the growing liquor industry but also on the tourism and media industry. “Introducing restrictive provisions on advertisements will also affect people’s right to get information of goods,” AAN officials said.
Citing that the government did not hold any consultations with the private sector on the provisions of the executive
order on Control of Production, Sale and Distribution of Alcohol, AAN has urged immediate amendment of the aforementioned restrictive provisions included in the order.

Government withdraws Odd-Even rule
KATHMANDU: The odd-even rule that came into effect yesterday in a bid to ease VIP-VVIP movement during Asia Pacific Summit being held here, has been withdrawn today.
The system of vehicle operation based on their number plates will be lifted from 11:30 am today, said authorities.
According to a notice issued by Metropolitan Traffic Police Division, the Home Ministry issued a directive to lift the temporary restriction on vehicles’ movement based on the last two digits of their number plates.
Government received criticisms from all quarters with a section of public defying the temporary rule following imposition of the system yesterday.
Leaders from opposition parties too had expressed dissatisfaction over the government’s unwarranted decision to restrict movement of vehicles. Nepali Congress youth leader Gagan Thapa, Naya Shakti Parti co-ordinator Baburam Bhattarai, Rastriya Prajatantra Party chair Kamal Thapa, among others had criticised the government for re-introducing the rule.
NC leader Gagan Thapa further called for a civil-disobedience of the rule stating the public is suffering for an unjust cause.
The plan was supposed to last through November 29 till December 3.

13 hurt as car runs over pedestrians
Kathmandu, November 29
A private car swerved onto the pavement near the bus stand in front of Nepal Airlines Corporation at New Road injuring 13 people, including a foreigner.
Three persons, including Ganga Maya Rai, 20, of Kapan; Rudra Man Pati of Nepalgunj; and Kecshia Seraspe, 25, of the Philippines were critically injured in the accident. All the injured are undergoing treatment at National Trauma Centre.
The car (Ba 18 Cha 4873) was being driven by owner Raj Poudyel of Pepsicola. According to police, the driver said he had applied the brakes but could not stop the car.
Security guards at the NAC said the driver had parked his car at the NAC parking lot and had started his vehicle to pick up his
wife and sister-in-law, who were waiting at the gate of NAC.
Security guards also said that the driver stopped his car briefly at the gate but without letting his wife and sister-in-law get into the car. DSP Tekunanda Iwa Limbu of Metropolitan Police Circle, New Road, however, said the driver had not stopped at the NAC gate, but drove the car onto the pavement.

Exports of NTIS products rise 7.2pc in first quadrimester

The export of products listed under the Nepal Trade Integration Strategy (NTIS) has gone up slightly in the first four months of the current fiscal year despite the ballooning trade deficit of the country.
Trade statistics released by the Trade and Export Promotion Centre (TEPC) today show that Nepal exported goods worth Rs 29.28 billion in the first quadrimester of fiscal year 2018-19 while imports stood at Rs 483.75 billion, resulting in a trade deficit of Rs 454.47 billion. However, performance of NTIS products was encouraging in review period as export of such products rose by 7.2 per cent.
Data shows that the country exported NTIS goods worth Rs 12.28 billion in the first four months of this fiscal year against Rs 11.46 billion worth of NTIS goods exported during the same period last year.
Nepal has listed various products and services that have a niche market advantage under NTIS and the government has been providing support for the development of products and services listed under the NTIS. Such products include cardamom, ginger, tea, medicinal and aromatic plants, fabrics, textiles, yarn, leather, footwear, pashmina and carpets.
Though export of these priority products has increased overall, export of cardamom, leather and footwear fell in review period. While export of cardamom dropped by 19.6 per cent to Rs 967 million in review period, export of leather and footwear fell by 57.5 per cent to Rs 137.4 million and by 18.7 per cent to Rs 315.6 million.
The export of medicinal and aromatic plants tops the TEPC’s export chart of NTIS products in the first four months of this fiscal recording an increase in export by 46.7 per cent compared to exports in the corresponding period of the previous fiscal year. The country exported medicinal and aromatic plants worth Rs 359 million in the review period. Similarly,
export of carpets went up by 18.5 per cent to Rs 2.81 billion and the export of different types of fabrics and textiles rose by 12.1 per cent to Rs 4.95 billion.
Likewise, the export of tea, ginger and pashmina increased by 11.8 per cent, 6.9 per cent and 5.4 per cent to Rs 1.55
billion, Rs 192 million and Rs 994 million, respectively.
Officials at the Ministry of Industry, Commerce and Supplies stated that the government has been running various programmes targeting NTIS products which have boosted the export of the aforementioned priority products.

Govt to discuss order on alcohol production and sale with private sector

Minister of Communications and Information Technology Gokul Prasad Baskota today said the government would invite operators of distilleries, alcoholic beverage manufacturing firms, hotels, restaurants and bars to discuss the content of the controversial executive order that aims to control production, sale and distribution of alcohol.
The Ministry of Home Affairs had drafted the executive order stating that liquor consumption was creating health-related problems and giving rise to cases of domestic violence and crimes, such as rape. The draft of the executive order has been forwarded to the Cabinet.
“The executive order is still under discussion. Its purpose is to promote responsible drinking,” Minister Baskota told journalists, adding, “We will discuss its content with all stakeholders, including experts of the social sector.”
The proposed executive order has drawn widespread criticism as it aims to cripple the business of distilleries, alcoholic beverage manufacturing firms, hotels, restaurants and bars, and infringe on personal freedom of individuals.
The draft of the executive order proposes to allow hotels, lodges, bars and restaurants to sell alcoholic beverages between 5:00 pm and 10:00 pm. It also seeks to prevent hotels, lodges, bars and restaurants from serving alcoholic beverages outdoors.
The executive order also aims to bar manufacturers of alcoholic beverage from sponsoring sporting events, concerts and other public events, and promoting their programmes in the media. It also proposes to prohibit consumption of alcoholic beverages in world heritage sites, where people of indigenous groups organise religious ceremonies and drink alcohol, and ban the practice of giving and accepting alcohol as a gift.
Operators of distilleries, alcoholic beverage manufacturing firms, hotels, restaurants and bars have protested the government’s move to introduce these ‘stringent’ provisions.

Eight-year-old boy abducted, murdered
Kathmandu, November 29
Eight-year-old boy Prayas Kunwar of Birendra-Aishwarya Marg, Gongabu, was abducted and murdered before his body was dumped in an open drain on the banks of the Samakhusi River near Mhepi bridge, in Kathmandu.
The boy had gone missing on Tuesday evening and was murdered the same day. Police today recovered the body stuffed in a red handbag on the basis of a confessional statement about ‘abduction, murder and dumping’ of the victim by Mahendra SK (Sarki), a driver working for the boy’s father.
Senior Superintendent of Police Dhiraj Pratap Singh at Metropolitan Police Crime Division said Mahendra confessed to kidnapping and killing Prayas after luring him with a chocolate. He took the victim to Nagarjun forest in a vehicle within a few hours of abducting him. “The boy was strangulated and gagged to death inside the vehicle,” he said.
Mahanedra, a permanent resident of Bhirkot Municipality of Syangja district, was hired as driver by Prayas’ father Pravin Kunwar one-and-a-half-months ago. Pravin runs Gongabu-based Swastika Triveni Guest House where he had been living with his wife and son.
Yam Bahadur Kunwar, a close aide to Pravin and his neighbour, said the driver was not satisfied with Pravin and used to complain about ‘low salary’.
Deputy Superintendent of Police Phadindra Prasai of Metropolitan Police Circle, Maharajgunj, said the parents of Prayas lodged a ‘missing person complaint’ on Tuesday at around 7:30 pm. Mahendra tried to come clean by assisting police and neighbours in search of Prayas.
“We arrested Mahendra and four other employees of the guest house for investigation. A special team from MPCD joined us a day later. The accused finally disclosed the whereabouts of the boy’s body,” DSP Prasai said.
Prayas went missing after his parents left him alone at the guest house on Tuesday evening and went to All Nepal Hospital, Samakhusi, for medical check-up of the boy’s mother, who is seven-month pregnant. When the couple returned home, they did not see Prayas and alerted the police.
Pravin, who had called the police at around 7:30pm, said the driver was also not at the guest house. Yam Bahadur said Pravin called Mahendra at around 6:45pm, but he denied seeing the boy. Mahendra showed up at the guest house at around 7:45pm.
Yam Bahadur, also an eyewitness at the crime scene where the body was found, said, “There was blood on the boy’s face. No other injury mark was visible on the body.”
Prayas was a first grader at Belmont International School, Samakhusi.
His body has been sent to the Department of Forensic Science at TU Teaching Hospital, Maharajgunj, for post-mortem.
Meanwhile, the grieving father of the boy fell unconscious and was admitted to a local hospital.
On August 6, 11-year-old Nishan Khadka of Pepsicola was kidnapped and murdered in Bhaktapur. Police had shot dead two men suspected of abducting him the same day.

LOS ANGELES: Quentin Tarantino has married Israeli singer and model Daniella Pick.
People magazine reports that the couple was married in a small ceremony in Los Angeles on Wednesday.
The two met in 2009 and became engaged last year.
The wedding comes just days after Tarantino wrapped shooting on his next movie, “Once Upon a Time In Hollywood,” which stars Leonardo DiCaprio and Brad Pitt and is slated for 2019 release.
It’s the first marriage for the 55-year-old “Pulp Fiction” director. The 35-year-old Pick is the daughter of Israeli pop singer and composer Svika Pick.

THT 10 years ago: Land reform panel in two weeks

National Land Rights Forum Nepal today withdrew its sit-in and other protest programmes today, as the government agreed to form a Land Reform Commission within two weeks. Minister for Information and Communication Krishna Bahadur Mahara and Bal Dev Ram, Chairperson, National Land Rights Forum, signed a four-point agreement here today. NLRFN had been staging a sit-in at Tundikhel for the last two weeks. The government agreed to address all the demands put forth by the forum, ensure their representation in the land reform commission and form district-level land reform commissions in several districts. The government has pledged to implement the policy of overall land reform and repeal landlord-oriented old laws. The government has also agreed to frame a new people oriented land laws and direct the land owners not to displace the tenants unless new land reform process is complete. The land reform commission will make an effort to distribute necessary arable land to genuine tenants, landless people, fix just land-ceiling, seize land plots that exceed the ceiling and distribute them among the tillers. Complete abolition of Kamlari, Balighare, Haruwa Charua, Birta, Khali, Doli, Bethbegari and Ukhada-like feudal practices and rehabilitation of the emancipated people, including the ex-Kamaiyas, will also come under the purview of the land reform commission. “These come under the jurisdiction of the land reform commission, not the government,” Mahara told this daily.

The Finance Ministry has tried to live up to its commitments spelled out in the budget. The ministry unleashed a deluge of working manuals and directives, like Small Farmers’ Loan Waiver Manual, Controlling Government Expenditure Directives and Working Manual for the Finance Ministry for smooth functioning of customs and revenue collection. The finance ministry was successful in collecting targeted revenue, as it has exceeded its target by 105.44 per cent to Rs 32.98 billion by November 15 as against its target of Rs 31.28 billion. The ministry, to encourage customs officials, has also raised their pay and perks. It’s an indication that the ministry has taken the task of revenue collection seriously as it was rapped for setting an ambitious revenue target in the budget for the fiscal year 2008-09. But the ministry is still engaged in preparing manuals and time is running out as the budget itself was presented two months later than its usual schedule. While the ministry has only six months to implement its plans and programmes, not a single development work — promised in the budget — has been started. Contrary to popular belief, the ministry has been successful in convincing donors.

Alleged rapist held in Kaski
POKHARA: Police nabbed a man for allegedly raping a girl at Lwangghalel of Machhapuchchhre Rural Municipality-8 in Kaski.
According to Spokesperson of Kaski police, Rabindra Man Gurung, 25-year-old Suraj Gurung from Bagar in Pokhara was arrested from Prithvi Narayan Campus premises.
Police said that Gurung had raped the girl by force-entering her room as she was asleep on the night of November 24.
