China virus death toll tops 200 as WHO declares global emergency

SHANGHAI: The death toll in China from the new coronavirus reached 213 on Friday, with overall cases worldwide rising rapidly in an outbreak that the World Health Organization (WHO) declared a global health emergency.

The death toll in Hubei, the Chinese province at the centre of the epidemic, had risen to 204 and there were 9,692 cases of infection nationally as of Thursday, Chinese health authorities said. About 100 cases have been reported in at least 18 other countries, with no deaths outside China.

Even as the WHO said cases had spread to 18 countries, Italy announced its first confirmed cases, in two Chinese tourists.

Italian Prime Minister Giuseppe Conte said the government had decided to close all air traffic between Italy and China, a more drastic measure than most countries have undertaken.

Tedros Adhanom Ghebreyesus, WHO director-general, said the organization “doesn’t recommend – and actually opposes” restrictions on travel or trade with China.

Nonetheless, foreign governments have been flying home their citizens from Hubei and holding them in quarantine, while airlines including Air France, American Airlines and British Airways have stopped flying to mainland China.

Airlines are facing mounting pressure by cabin crew to stop all flights due to unease about exposure to the virus.

Stocks around the world have tumbled on fears of the economic fallout from the outbreak in the world’s second-biggest economy.

LOCKDOWN IN WUHAN

Some 60 million people in Hubei province are living under virtual lockdown.

There had been a further 1,220 cases detected in Hubei by end of Jan. 30, taking the total for the province to close to 6,000, Hubei’s health commission said.

Tedros praised China’s response in a news conference in Geneva on Thursday evening but said the WHO was declaring a global health emergency because it was concerned about the virus spreading to countries that did not have the resources to deal with it.

“The main reason for this declaration is not because of what is happening in China but because of what is happening in other countries. Our greatest concern is the potential for the virus to spread to countries with weaker health systems,” he said.

The WHO move will trigger tighter containment and information-sharing guidelines to all countries, but may disappoint Beijing, which had expressed confidence it can beat the “devil” virus.

China’s UN ambassador, Zhang Jun, said Beijing was assessing the declaration.

“We are still at a very critical stage in fighting the coronavirus. International solidarity is extremely important and for that purpose all countries should behave in a … responsible manner,” Zhang said.

Liverpool sink West Ham to open 19-point lead

LONDON: Liverpool continued their relentless march to a first English title in 30 years, easing to a 2-0 victory at West Ham United on Wednesday to move 19 points clear at the Premier League summit.

Mohamed Salah fired them ahead from the penalty spot in the first half and Alex Oxlade-Chamberlain doubled their advantage early in the second to wrap up a remarkable 23rd win from 24 games this season and stretch their unbeaten league run to 40.

In a fixture postponed from December, when Liverpool were busy winning the Club World Cup, they never looked under much pressure and picked West Ham off at crucial moments, defending manfully when needed and looking a constant menace on the break.

Salah stroked home from the spot in the 35th minute after Divock Origi was chopped down from behind and Oxlade-Chamberlain finished off a lethal counter attack of the sort that has come to characterise Liverpool’s season in the 52nd.

The victory was achieved comfortably enough, but Liverpool manager Juergen Klopp remains a hard man to please.

“These boys have played outstanding football throughout the season. Tonight was a normal performance,” he said.

His West Ham counterpart David Moyes was more effusive in his praise of Klopp’s side.

“They are as good as there has been around at this moment in time, and it is very difficult for me as a former manager of Everton and Manchester United to say that,” Moyes said.

West Ham had glimpses of goal, with Manuel Lanzini fluffing an excellent opportunity at the start of the second half and Robert Snodgrass drawing a fine stop from Liverpool keeper Alisson, but their plight looks increasingly bleak.

While Liverpool have amassed a whopping 70 points, Moyes’s side sit 17th with 23, outside the relegation zone only on goal difference.

ATTACKING SPARK

Without Sadio Mane, missing due to a muscle injury, the visitors seemed to have lost some attacking spark in the early stages.

Still, Liverpool could have gone ahead in the 24th minute when Andy Robertson lifted a chance over Lukasz Fabianski before Issa Diop got back to clear. Robertson’s fizzing cross narrowly avoided Origi’s outstretched boot.

The Belgian striker won Liverpool’s penalty when he was sent tumbling by Diop’s challenge from behind, which was followed by the seemingly obligatory VAR check before Salah was allowed to take the kick.

The Egyptian sent Fabianski diving the wrong way, firing low into the net for his 12th league goal of the campaign.

Both teams had chances in a frenetic start to the second half with Lanzini scuffing a good opportunity that was easily saved while Roberto Firmino squirmed free to draw a better stop from Fabianski at the other end.

Yet a feature of Klopp’s side is their ability to strike with lethal force on the break.

A West Ham corner was cleared before Jordan Henderson found Salah. His superb pass picked out Oxlade-Chamberlain who finished with precision to give Liverpool a healthy cushion.

West Ham had chances, with Alisson producing an excellent save to deny Snodgrass and Trent Alexander-Arnold striking the ball forcefully against his own post with an attempted clearance.

The game, however, belonged to Liverpool with Salah hitting the woodwork before the visitors cruised through to fulltime.

Rasuwagadhi border shut over coronavirus threat

Kathmandu, January 29

Rasuwagadhi border was closed today for 15 days to prevent the spread of coronavirus after a rise in the number of infections in China.

“The border has been closed to prevent people infected with coronavirus from entering Nepal,” said Kedar Nath Sharma, spokesperson for the Ministry of Home Affairs.

China has confirmed 132 deaths due to coronavirus infection. Till today, 5,974 confirmed cases of the infection have been reported in China. Hubei province capital Wuhan, where the outbreak began, is on a lockdown.

Meanwhile, a 20-year-old student, who recently returned from China, was admitted to Sukraraj Tropical and Infectious Disease Hospital, Teku, today.

“The person has been admitted to the hospital as he is suffering from fever and respiratory illness,” said Dr Anup Bastola, a tropical medicine consultant and spokesperson for Sukraraj Tropical and Infectious Disease Hospital.

With a confirmed case of coronavirus infection in the capital and a number of people visiting Sukraraj Tropical and Infectious Disease Hospital with suspected coronavirus infection, the hospital has set aside one ward for suspected cases of coronavirus infection.

“We have set aside over 30 beds in one of our wards for coronavirus suspected patients. Those returning from China with symptoms of fever and respiratory illnesses will be kept there,” said Dr Bastola.

Private hospitals in the capital have also been receiving suspected cases of coronavirus infection. National Public Health Laboratory has received two samples of suspected coronavirus infection from private hospitals in Kathmandu, according to Mahendra Shrestha, spokesperson for the Ministry of Health and Population.

According to the health ministry, it has designated Patan Hospital, Civil Service Hospital, Birendra Military Hospital, Bir Hospital, Bhaktapur Hospital, Tribhuvan University Teaching Hospital and 13 other hospitals to help treat patients with coronavirus infection.

Cases of coronavirus infection, known as 2019-nCoV, have also been reported in Japan, Thailand, South Korea, the United States, Australia, France, Malaysia, Cambodia, Canada, Sri Lanka, Singapore, Vietnam, Hong Kong, Macau, Taiwan and Germany.

As the disease is spread through human-to-human contact, doctors have suggested that people should always clean hands with soap and water and cover nose and mouth while coughing or sneezing.

They have also advised people to avoid close contact with anyone with cold or flu-like symptoms, besides thoroughly cooking meat and eggs.

MANCHESTER: Manchester City lost 1-0 to Manchester United on Wednesday but hung on to reach the League Cup final 3-2 on aggregate and will face Aston Villa at Wembley.

Nemanja Matic’s 35th-minute strike gave United victory at the Etihad Stadium but the midfielder was later sent off and it was not enough to overturn the 3-1 deficit from the semi-final first leg at Old Trafford.

Matic struck home a thumping half volley off the post as City failed to clear Fred’s curling free kick in United’s first threatening attack of the game.

But the Serbian was shown a red card for his second bookable offence 15 minutes from time and United were unable to get the second goal which would have sent the tie to penalties.

Matic’s first goal in more than a year offered United the tantalising possibility of turning round the tie after City had made the early running and twice forced saves out of goalkeeper David de Gea.

Raheem Sterling had the ball in the net six minutes after United went ahead but was offside and 13 minutes into second half he conjured up a horror miss as he tried to round De Gea.

The goalkeeper did enough to force him a touch wide, allowing time for defenders to drop behind and when Sterling found space to strike, he was off balance and hit the ball over the crossbar.

There was another let-off for United when Harry Maguire was caught in possession, but City again dithered and allowed the defence to block the chance.

With six minutes to play, Sergio Aguero netted after a clever through ball from Joao Cancelo, but was marginally offside.

United had a rare opportunity to get the second goal with an 88th-minute free kick after Maguire was fouled just outside the penalty area, but Fred struck his shot against the wall.

It was City’s first match in 25 without scoring.

“I can’t really comprehend how we lost this game,” City midfielder Kevin de Bruyne said.

“For me, United had only one chance today. In front we were way too wasteful and we have to learn from this. But in the end it’s good that we go into the final.”

The final is on March 1 when City will seek to win the trophy for a third successive year and a fourth time in five seasons.

Defeat in the tie ended United’s hopes of winning the trophy in what has been a disappointing season, but manager Ole Gunnar Solskjaer was happy enough after a second successive win at the Etihad.

“I am so proud of these players. They have beaten City twice at their ground. They have come so far these players. They have given me absolutely everything,” the Norwegian added.

“Even though we did not create too many clearcut chances we pressed them back. It pleased me.”

Muguruza downs Pavlyuchenkova to reach Australian Open semis

MELBOURNE: Garbine Muguruza stormed back into the Grand Slam big time with a 7-5 6-3 win over Russian Anastasia Pavlyuchenkova to reach her first Australian Open semi-final on Wednesday.

The twice Grand Slam champion will meet former finalist Simona Halep on Thursday for a place in Saturday’s final after producing her most complete performance at Melbourne Park this year on a sunbathed Rod Laver Arena.

As bushfires threaten, Australian PM seeks greater federal powers

SYDNEY: Australian Prime Minister Scott Morrison said on Wednesday he wants greater federal powers during natural disasters, as authorities warned bushfires ravaging the country for months were sweeping through a national park near the capital.

Morrison said he wanted to set up a “legal framework that would allow the Commonwealth to declare a national state of emergency” before the next summer bushfire season, adding the chain of command between states and the federal government remained unclear.

Although he gave no details, the plan showed the conservative leader moving to head off criticism he was too slow to act when the seriousness of the country’s worst bushfire season in a generation became apparent late last year.

Attacked by political opponents and media commentators for holidaying in Hawaii while the fires raged, Morrison initially said the country’s eight state and territory governments had the main oversight during natural disasters.

He later mobilised about 3,000 Australian Defence Force reservists to help regional communities affected by the fires.

“It has long been the case that state and territory governments have primary responsibility for protecting the life and property within their borders,” Morrison said.

“The scale of the bushfires this season, not least their simultaneous reach across many borders, has demonstrated to me the limits of these arrangements,” Morrison said in a speech in the capital, Canberra.

Just to the south of the city, authorities warned people to stay away from some regional areas due to a 10,000 hectare (25,000 acre) forest fire, although no suburbs of Canberra itself were under threat.

Over the summer, Canberra has regularly been shrouded in bushfire smoke that has put its air quality among the lowest ranked in the world and prompted government agencies to ask employees to stay home.

A week ago, the city’s airport was closed briefly when bushfire burned near its edges.

The Bureau of Meteorology has warned Canberra will be at the centre of a heatwave that will put the city’s temperatures above 40 degrees Celsius (104 Fahrenheit) for several days.

Since September, bushfires in Australia have killed 33 people and an estimated 1 billion native animals, while 2,500 homes and a wilderness area the size of Greece have been destroyed, prompting critics to accuse Morrison of not doing enough to cut the country’s carbon emissions.

Morrison said Australia should adapt to changing weather patterns that would make bushfires more frequent, but “when it comes to practical safety of people living in bushfire zones, hazard reduction is even more important than emissions reduction”.


Here are Wednesday’s key events in the bushfire crisis:

  • New South Wales state firefighters were tackling 91 fires, none above the lowest warning level of “advice”.
  • In Victoria state, there were 15 warnings in place, none of which was deemed an immediate threat to property.
  • The Bureau of Meteorology has warned a high pressure weather pattern will move across Australia’s east coast later this week, bring soaring temperatures over the weekend including in Canberra.

Luxembourg foreign minister arriving today

Kathmandu, January 28

Luxembourg’s Minister of Foreign and European Affairs Jean Asselborn is arriving in Kathmandu tomorrow on a twoday visit to mark 45years of diplomatic relations between the two countries. Nepal and the Grand Duchy of Luxembourg established bilateral relations on 27 November 1975.

Asselborn, also the Dean of Foreign Ministers of the European Union, heads a delegation that includes, Luxembourg’s ambassador to Nepal Jean Claude Kugener and Nepal-based honorary consul Shree Ram Lamichhane.

Minister Asselbornis scheduled to hold a bilateral meeting with Foreign Minister Pradeep Kumar Gyawali shortly after his arrival, followed by a luncheon hosted by Gyawali in honour of the visiting delegation.

Also tomorrow, the Luxembourg side will organise a function to mark the 45th anniversary of the establishment of diplomatic relations between Nepal and Luxembourg.

Asselborn will be paying a courtesy call on Prime Minister KP Sharma Oli before returning home on Thursday.

Nepal and Luxembourg have nurtured friendly and close relations ever since diplomatic ties were established. Many high-level visits have taken place since then.

These exchanges have been marked by numerous royal and ministerial visits and people-to-people contacts. Former State Secretary for Environment Eugène Berger, who was the first Luxembourger to climb Mount Everest in 1992, visited Nepal on many occasions.

He sadly passed away last week at the age of 59. Late prime minister Sushil Koirala and former foreign minister Prakash Sharan Mahat had visited the Grand Duchy of Luxembourg for bilateral talks.

Foreign Minister Pradeep Gyawali visited Luxembourg in 2018 to attend the 11th European Regional Meeting of the Nepali Diaspora and held fruitful discussions with members of the Luxembourg Government.

Over the decades, the Luxembourg government and many NGOs have contributed to the deepening of these relations through sustainable development projects. In total, 10 Luxembourg NGOs are active in Nepal, some since more than two decades.

The projects supported construction of a hospital for disabled children in Banepa, Annex of the Dhulikhel Hospital, the home for underprivileged women and girls in Pokhara, and protection of children from sexual exploitation in adult entertainment and the tourism sector.

The National Federation of Scouts has supported over 110 projects throughout the country since over 30 years. Other NGOs projects support reconstruction of private houses in Sindhupalchowk district and building of five eco-villages in Salyan district.

During the disastrous earthquake in 2015, the Luxembourg Government immediately responded and deployed the “Emergency.lu”, the Luxembourg mobile, satellite-based, telecommunications platform, with Civil Protection volunteers. It immediately provided vital connectivity services in Chautara, Deurali and Charikot.

Deaths rise to 132 in China outbreak as foreigners leave

BEIJING: The US and Japan on Wednesday began evacuating their citizens from the Chinese city hardest-hit by an outbreak of a new virus that has killed 132 people and infected more than 6,000 on the mainland and abroad.

China’s latest figures cover the previous 24 hours and add 26 to the number of deaths, 25 of which were in the Hubei province and its capital, Wuhan. The 5,974 cases on the mainland were a rise of 1,459 from the previous day. Dozens of infections of the new type of coronavirus have been confirmed outside mainland China as well.

A Japanese chartered flight carrying 206 evacuees from Wuhan included some who had coughs and fever on the plane, Kyodo News reported, citing health ministry officials. They were expected to be taken by ambulances to a Tokyo hospital specializing in infectious diseases.

Takeo Aoyama, an employee at Nippon Steel Corp.’s subsidiary in Wuhan, told reporters he was so relieved to be able to return home, and thanked the government for arranging the flight.

“We were feeling increasingly uneasy as the situation developed so rapidly and we were still in the city,” Aoyama told reporters, wearing a white surgical mask that slightly muffled his voice. “My uneasiness peaked when the number of patients started to spike.”

Aoyama said more than 400 Japanese people wishing to return to Japan are in Wuhan, including those who are working for a Japanese supermarket chain that stays open to serve customers who need food.

He said it is important to step up preventive measures in Japan, but “I hope we can also provide support for the Chinese people, which I think would also help the Japanese people who are still there.”

A plane carrying Americans who had been in Wuhan left for Anchorage, Alaska, where they will be rescreened for the virus. Hospitals are prepared to treat or quarantine people who may be infected. Then the plane is scheduled to fly to Ontario, California.

The British government is warning against “all but essential travel” to mainland China amid the outbreak of the new type of coronavirus. And Hong Kong’s leader said the territory will cut all rail links to the mainland and halve the number of flights to stop the spread of the virus.

South Korea also said it will send a plane, and France, Mongolia and other governments also planned evacuations.

China has cut off access to Wuhan and 16 other cities in Hubei province to prevent people from leaving and spreading the virus further. The lockdown has trapped more than 50 million people in the most far-reaching disease control measures ever imposed.

The Japanese plane carried into China 20,000 face masks as well as protective gear, all in short supply as Chinese hospitals treat a growing number of patients. Wuhan is building two hospitals in a matter of days to add 2,500 beds for treatment of patients with the virus.

The sharp rise in infections recently suggests significant human-to-human spread of the virus, though it could also be explained by expanded monitoring efforts, said Malik Peiris, chair in virology at the University of Hong Kong.

Experts worry the new virus may spread more easily than originally thought, or may have mutated into a form that does so. It is from the coronavirus family, which also can cause the common cold as well as more serious illnesses such as SARS and MERS, which both emerged in the past two decades and are thought to have come from animals.

The new virus causes cold- and flu-like symptoms, including cough and fever, and in more severe cases, shortness of breath and pneumonia. It is thought to have spread to people from wild animals sold at a Wuhan market. China on Sunday temporarily banned trade in wild animals and urged people to stop eating meat from them.

On Tuesday, Director-General of the World Health Organization Tedros Adhanom Ghebreyesus met with Chinese leader Xi Jinping to discuss the latest information on the outbreak and reiterate their commitment to bringing it under control, WHO said in a news release.

“The National Health Commission presented China’s strong public health capacities and resources to respond and manage respiratory disease outbreaks,” the release said.

It said discussions focused on ways to cooperate to contain the virus in Wuhan and other cities and provinces and studies that could contribute to the development of medical countermeasures such as vaccines and treatments. Other WHO experts will visit China as soon as possible, it said.

“Stopping the spread of this virus both in China and globally is WHO’s highest priority,” Tedros said.

The source of the virus and the full extent of its spread are still unknown. However, WHO said most cases reported to date “have been milder, with around 20% of those infected experiencing severe illness.”

Coronavirus suspects test negative

Kathmandu, January 28

A patient suspected of coronavirus infection, admitted at Sukraraj Tropical and Infectious Disease Hospital, was discharged from the hospital today. The patient was discharged after coronavirus test reports provided by the National Public Health Laboratory turned out negative.

“From among the four samples tested for coronavirus infection in the laboratory all of them turned out negative,” said Dr Runa Jha.

NPHL had started testing coronavirus in its laboratory from Monday. The laboratory had borrowed reagents for comprehensive tests of the virus from the Centre for Molecular Dynamics Nepal.

Though the patients have been currently discharged from the hospital, there are chances of some others contacting the disease as the disease is spreading globally. Nepal has also reported a confirmed case of coronavirus on January 24.

A 32-year-old Nepali student, who had recently returned from the Chinese city of  Wuhan where it is believed the disease first originated, tested positive for coronavirus.

The doctors, therefore, have warned those who have returned from Wuhan and have symptoms of respiratory illnesses, muscle pain, fever and similar other influenza like symptoms to immediately visit the hospital. “We request people with influenza like illness and have returned from Wuhan to immediately come to our hospital,” said Dr Anup Bastola, Spokesperson and Consultant Tropical Medicine at Sukraraj Tropical and Infectious Disease Hospital.

As there is risk of a rise in the number of suspected cases of coronavirus infection, the government has asked hospitals to come up with contingency plans. “Many hospitals are yet to come up with their plans. If there is an epidemic of the disease in the country then schools too can be used. The patients can also be kept under observation,” said Mahendra Shrestha, spokesperson for the Ministry of Health and Population.

According to the health ministry, ambulances are on standby at Tribhuvan International Airport. “We have kept ambulances on standby for safely transferring suspected patients from airport to the hospital,” added Shrestha.

China had confirmed 106 deaths, including the first death in the capital, Beijing. Over 4,500 coronavirus cases have been diagnosed in China. 2019-nCoV cases have also been reported in Japan, Thailand, South Korea, the United States, Australia, France, Malaysia, Singapore, Nepal, Vietnam, Hong Kong, Macau, Taiwan and Germany.

As the disease can be transmitted from human to human through droplets, doctors have suggested to clean hands with soap and water, cover the nose and mouth when coughing and sneezing with tissue or flexed elbow. They have also advised to avoisd close contact with anyone with cold or flu-like symptoms and thoroughly cook meat and eggs.

Apparently, the market is running short of N95 grade masks, which filters at least 95 per cent airborne particles, said Nawaraj Khatri, a medicine supplier in Kathmandu.

Khatri said that in a reversal of trend, masks are being supplied to China from Nepal. “Nepal imports masks from China, but now, due to the coronavirus outbreak, masks are being rerouted to the northern neighbour,” he said. “Chinese residing in Nepal are supplying masks to China and those returning from Nepal are also taking large quantities of masks with them.”

Khatri said many are buying masks at a cheaper rate here and supplying them to China at considerable profit. “There are a few Chinese buyers who seek four to five boxes, while some want to buy the entire stock.”

The exact number of masks supplied back to China is not known as the authorities concerned lack relevant data.

Yangee Fenng, who recently returned home to Xian in China, said she had taken masks with her as her family was unable to find masks. “I took 500 pieces of N95 grade masks because my family and friends couldn’t buy masks even though some of them are doctors,” she said. “Protective clothing and masks are in shortage even at hospitals inWuhan city.”

Meanwhile, sale of masks in the domestic market has also soared. “Previously, we used to sell two to three pieces of N95 grade masks per day, but now the number has shot up to 30 to 40 per day,” said Pradip Lamsal, general secretary of Hospital Pharmacist Association of Nepal. Sale of normal masks has also doubled to 200 pieces a day.

Lamsal said soaring demand may cause shortage of both N95 and normal masks in the domestic market in the future.

Dal Bahadur Bhandari, a member of Chemical and Medical Suppliers Association of Nepal, said import of masks had declined in the last 15 days due to the Chinese New Year. “The Chinese New Year had already affected import of masks, now even the existing stock is being supplied back to China,” he said.

Bhandari informed that the association had received complaints that some pharmacies had doubled the price of masks. “We will soon hold a meeting on the price hike,” he added.

Normally an N95 mask costs Rs 95, while the price of other normal masks ranges from three rupees to Rs 10 per piece.
