North Korea fires short-range ballistic missiles: South Korean military

SEOUL: North Korea fired two short-range ballistic missiles early on Wednesday, the South Korean military said, only days after it launched two other missiles intended to pressure South Korea and the United States to stop upcoming military drills.

The latest launches were from the Hodo peninsula on North Korea‘s east coast, the same area from where last week’s were conducted, SouthKorea‘s Joint Chiefs of Staff (JCS) said in a statement. It said it was monitoring in case of additional launches.

The JCS in Seoul said later the North had fired ballistic missiles that flew about 250 km (155 miles). South Korean news agency Yonhap said they appeared to be a different type to previous launches.

Colonel Lee Peters, a spokesman for US military forces in South Korea, said: “We are aware of reports of a missile launch from North Koreaand we will continue to monitor the situation.”

He did not comment when asked whether the joint South Korea-US drills, scheduled to begin next month, would continue.

Japan’s defence ministry said no missiles had reached Japanese territory or its exclusive economic zone, and the launches did not threaten Japan’s immediate security.

North Korea test-fired two new short-range ballistic missiles on July 25, its first missile tests since leader Kim Jong Un and US President Donald Trump met on June 30 and agreed to revive stalled denuclearisation talks.

The White House, the Pentagon and the US State Department did not respond immediately to requests for comment.

Trump and US Secretary of State Mike Pompeo both played down last week’s launches and Pompeo has continued to express hope for a diplomatic way forward with North Korea.

Since Trump and Kim’s June 30 meeting in the Demilitarized Zone (DMZ) between the two Koreas, Pyongyang has accused Washington of breaking a promise by planning to hold joint military exercises with South Korea next month and warned that these could derail any talks.

North Korea has also warned of a possible end to its freeze on nuclear and long-range missile tests that has been in place since 2017, which Trump has repeatedly upheld as evidence of the success of his engagement with Kim.

A top South Korean official said last month the drills would go ahead as planned but would mainly involve computer simulations and not troops in the field.

DIFFERENCES

A February summit in Vietnam between Trump and Kim collapsed after the two sides failed to reconcile differences between Washington’s demands for Pyongyang’s complete denuclearisation and North Korean demands for sanctions relief.

Trump reiterated to reporters at the White House earlier on Tuesday that he had a good relationship with Kim, but added: “We’ll see what happens. I can’t tell you what’s going to happen.”

Pompeo said on Monday he hoped working-level talks to revive denuclearisation talks could occur “very soon.”

On Tuesday, he told reporters travelling with him on a visit to Asia he did not know when this would happen but hoped US Special Representative for North Korea Stephen Biegun and his new counterpart could meet “before too long”.

Pompeo and North Korean Foreign Minister Ri Yong Ho had been expected to meet on the sidelines of a Southeast Asian security forum in Bangkok this week but Ri cancelled his trip, a diplomatic source said told Reuters last week.

Pompeo said on Tuesday he did not anticipate that the North Koreans would be in Bangkok but, if they were, he would look forward to a chance to meet Ri.

“We’ll see if they are there and, if they are, I’m confident we will meet,” he said.

A senior US administration official said earlier on Tuesday a North Korean official told a White House National Security Council (NSC) counterpart last week that working-level talks would start very soon.

The NSC official, who was in Asia for unrelated talks, travelled to the DMZ to deliver photographs commemorating the June 30 summit, the senior administration official told reporters.

Harry Kazianis, of Washington’s Center for the National Interest think tank, said the latest launches were a clear attempt by North Korea to put pressure on Washington.

“For now, it seems any working-level talks between America and North Korea are on hold until the fall, as the Kim regime won’t immediately spring back to diplomacy after this round of tests,” he said.

Other analysts have said North Korea will have been emboldened to press more aggressively for US concessions by Trump’s apparent eagerness to hold up his engagement with Pyongyang as a foreign policy success ahead of his 2020 reelection bid.

Supreme Court  blow for Sumargi

Kathmandu, July 30

The Supreme Court has refused to continue a stay order passed by it earlier in a writ petition filed by Nepal Satellite Telecom, which is owned by controversial businessman Ajeya Raj Sumargi. The telecom firm had sought a court order seeking cancellation of the amount that it had to pay to Nepal Telecommunications Authority as licence renewal fee, frequency fee and service expansion fee.

A single bench of Chief Justice Cholendra Shumsher Rana refused to continue the stay order in favour of NST today. The CJ had summoned both NST and NTA to present their arguments today.

The NTA had forwarded a letter to NST on July 18 asking the telecom service provider to pay the fees related to licence renewal, frequency and service expansion, amounting to nearly Rs 1 billion within 10 days. Sumargi had then moved the apex court seeking cancellation of the amount to be paid to the telecom regulator claiming that Nepal Satellite had been expanding telecommunication service to remote areas of the country.

Purushottam Khanal, the newly-appointed chairman of NTA, said NST had only two more days to pay the dues. “If the company fails to make the payment, we will immediately cancel its licence.”

According to Khanal, though NTA had sent the letter to NST seeking payment of dues on July 18, the telecom firm formally acknowledged the letter only on July 22. “Hence, we have to count the 10-day deadline from July 22.”

Meanwhile, Khanal said that the regulator will give an opportunity to Nepal Satellite to pay at least 25 per cent of the due amount or Rs 250 million by Thursday and the remaining money within the next 15 days. “If NST fails to abide by even this concession, we will immediately revoke its telecom licence.”

Earlier, Nepal Satellite had filed a writ petition on April 24 seeking repeal of revised capital gains tax. Cyprus-based Airbell Services Ltd had bought 75 per cent share of the company for which the government had sought Rs 4.31 billion revised tax from NST.

At the time, a joint bench of justices Sushma Lata Mathema and Manoj Kumar Sharma had refused to continue the stay order, which was earlier issued by Justice Bam Kumar Shrestha that had asked the government to put its decision to collect revised tax from NST on hold.

The division bench of the SC had observed that since a notice of revised tax had already been issued on May 14 and since written replies had already been submitted by the case parties, there was no need to issue an interim order as demanded by the petitioner.

Dolakha protests Tamakoshi III capacity reduction

Dolakha, July 28

The government’s decision to let the developer build Tamakoshi III hydropower project with reduced capacity of 200 megawatt has riled locals of Dolakha.

The Ministry of Energy, Water Resources and Irrigation recently allowed Nepali company TBI Holdings and two Chinese companies to reduce the capacity of Tamakoshi III hydropower project from 650 MW to 200 MW.

Originally, Norway’s SN Power Company had prepared a design to construct a project of 880 MW. But later the project’s capacity was reduced to 650 MW after it was concluded that a big tunnel could not be developed due to fragile topography of the region. SN Power then prepared Detailed Project Report to construct Tamakoshi III project with 650 MW capacity.

Recently, President of Non-Resident Nepali Association Bhaban Bhatta signed an MoU with China’s YEIG International and Shanghai Investigation, Design and Research Institute Co Ltd to construct the project with a reduced capacity of 200 MW.

This has raised the hackles of locals and political parties in Dolakha. Locals of Tamakoshi Rural Municipality, Bhimeshwor Municipality, Baiteshwor Rural Municipality and Melung Rural Municipality have threatened to take to the streets against reduction of the project’s capacity.

Tamakoshi III Hydropower Project Concern Committee Chairman Shiv Prasad Bhandari said they would not allow TBI Holdings to construct the project with reduced capacity at any cost.

The committee alleges that the government, Bhatta and Chinese companies had colluded to reduce the capacity of Tamakoshi III. The committee demanded that the decision be rectified.

Issuing a press statement today, Nepali Congress condemned the decision to reduce the capacity of the project. The party has sought immediate scrapping of the decision.

Vegetable prices in valley skyrocket

When Saurav Shakhakarmi of Sano Thimi went to the market this evening he was shocked to learn that prices of vegetables had gone through the roof. He bought okra for Rs 125 per kg and 100 grams of garlic for Rs 75!

“I remember last year okra cost less than Rs 100 a kg,” he said. “I have to buy even seasonal vegetables at exorbitant prices which has made life difficult, especially for students like me who have come to Kathmandu for studies.”

Suman Tamang, who runs a fast food restaurant in Jadibuti, said he recently paid Rs 120 for one kilo tomatoes and Rs 350 for one kg lemons. “The inflation has made it difficult to operate small shops like mine that cannot afford to pass on the cost to customers,” he said. “The moment we do that we lose clients.”

These are not isolated cases of how soaring prices of vegetables are affecting people, but a norm. Nor are these the only vegetables whose prices have gone up. The price rise is across the board.

Compared to last year prices of seasonal vegetables have risen sharply this year. According to Kalimati Fruits and Vegetable Market Development Board, the retail price of green beans is Rs 105 a kg while in July last year it was Rs 65 per kg; sword beans (ghiu simi) cost Rs 125 a kg, whereas last year you could have them for Rs 75 per kg; bitter gourd (karela) costs Rs 105 per kg, gourd (lauka) Rs 85 per kg and pointed gourd (parvar local) costs Rs 125 per kg, but in July last year, they could be bought for Rs 65 per kg; luffa gourd (ghiraula) costs Rs 105 per kg these days, while in July last year it cost Rs 65 per kg; price of okra in Kalimati market is Rs 105 per kg, while in July last year it cost Rs 55 per kg; local cucumber is dearer by Rs 45 kg compared to July last year when it cost Rs 65 per kg; and the retail price of tomatoes at the Kalimati Fruits and Vegetable Market stands at Rs 105 per kg, but last year you could buy them for Rs 45 a kg in July.

According to Khom Prasad Ghimire, president of Federation of Fruits and Vegetable Entrepreneurs in Nepal, late arrival of monsoon, coupled with recent floods, has affected production this year due to which vegetable prices have soared. “Due to late arrival of monsoon farmers could not plant vegetables on time. When they did plant, heavy rains damaged their produce,” he said.

“To make matters worse, vegetable supply from the Tarai has not been regular. That too has affected prices,” Ghimire said. He added that production of seasonal vegetables in vegetable pocket areas, such as Dhading, Gorkha and Kavrepalanchowk, has also declined this year.

Binaya Shrestha, information officer of KFVMDB, said shortage of local products and decline in import of vegetables from India has caused prices to significantly rise this year.

“Due to pesticide testing, most Indian exporters are sending less quantities of vegetables to Nepal. Moreover, local products were damaged in recent floods,” he said. “Hence, it is normal for prices to increase.”

A few days back, the Department of Commerce, Supplies and Consumers Protection had taken action against traders who were selling vegetables at a high price. Nonetheless, prices have been going up unchecked.

NC factions divided on forming interim structures

Opinions are sharply divided in the Nepali Congress’ Central Working Committee on whether the party should prepare for the 14th General Convention by suspending provisions related to formation of interim structures.

While the Sher Bahadur Deuba faction wants to form interim structures first, rival faction led by Ramchandra Paudel want the party to announce the date of the next GC and prepare a calendar of events.

NC leader Minednra Rijal is for suspending the party statute’s provisions related to formation of interim structures.

Deuba’s tenure ends in March next year, but there is a provision for extension of tenure.

NC leader Nabindra Raj Joshi said election for the party’s local units should be held one year before the GC.

“This means if we form the local units today, the next GC can be held only after a year,” he said, adding that the party should announce the date for the GC and prepare a work calendar. If we need to extend the date of the GC by six months or one year, then we will go for it but at present, announcing the GC date is important,” Joshi said.

Rijal said he favoured suspending the NC statute’s provisions related to formation of interim structures, or else, the party would not be able to hold the GC in the next 15 months. He said the party should invoke remove hurdle clause of the statute to suspend provisions on formation of interim structures.

He further said the party would need at least three months to distribute membership to new active members. “If we directly prepare for the next GC, elections to various bodies of the party will be held as per the new statute, which means 60 per cent seats will be elected and 40 per cent will be nominated.

Representation of the eight clusters will also be ensured,” Rijal said.

NC General Secretary Purna Bahadur Khadka said he favoured creating interim structures so that the party could renew memberships and distribute active memberships.

Khadka said the party could prepare a calendar of events for the next GC only after it created interim structures. He said there were two opinions with some leaders saying the new structures provisioned in the party statute should be created and some saying the old structures that worked during the 13th GC should be revived by merging office bearers whose geographical areas might have altered in the new federal structure.

An NC source said that Deuba talked of invoking the constitutional provision that allowed extension of his tenure by another six months in addition to one year extension.

The Ministry of Energy, Water Resources and Irrigation has secretly allowed the developer to sign an agreement to build the Tamakoshi III hydropower project with reduced capacity of 200 megawatts.

Two Chinese companies have joined hands with a Nepali company, TBI Holdings, and signed an agreement in the presence of Minister of Energy, Water Resources and Irrigation Barsha Man Pun to construct the Tamakoshi III project with an investment of around $500 million.

The government had awarded the project survey licence to TBI, which is owned by the incumbent President of Non-Resident Nepali Association Bhaban Bhatta, in October 2017.

According to Xinhua, the Chinese news agency, a joint venture development framework agreement was signed between China’s YEIG International, Shanghai Investigation, Design and Research Institute Co Ltd and Nepal’s TBI Holdings Pvt Ltd at a ceremony in Kathmandu on Thursday.

The signing ceremony was witnessed by Minister Pun and Zhang Guohua, vice-governor of southwest China’s Yunnan Province, chairman of Nepal Electricity Regulatory Commission, among other officials and stakeholders.

However, government officials say that they do not know anything about the event.

Prabin Aryal, spokesperson of the energy ministry, said that he was unaware of the event and added, “I will be able to comment on it only after studying the details.” He further said that the agreement was not the final document authorising reduction in the capacity of the project and added, “The exact capacity will be determined only after all the necessary studies are completed.”

According to Xinhua, Minister Pun, during the agreement signing ceremony, had said that the project would work as a symbol of friendship and cooperation in the hydropower sector between the two countries.

Dilli Bahadur Singh, chairman of Nepal Electricity Regulatory Commission, who was a witness to the agreement signing ceremony, said the government had agreed to reduce the project’s capacity because it was not economically viable. He further added that the project was at present in the under-study phase and whether it was viable or not could be ascertained only after the study was completed.

“I am only a witness. I got to know from the government authority that there was no market for the project with the huge installed capacity of 650MW, hence it was reduced to 200 MW,” he added.

“On the one hand, the government is planning to sell electricity to Bangladesh and India, while on the other, it is reducing the pre-determined capacity of the project. Our minister and officials need to ‘walk the talk’ if they want to attract foreign investment because we can’t keep changing our stance every now and then,” said a high-ranking official at the ministry, seeking anonymity.

As per the agreement between the two Chinese firms and TBI Holdings, construction of the 200-MW hydropower project will start in early 2020 and will be completed in three-anda-half years.

In 2007, the government and a Norwegian company named Statkraft had agreed to build the project with capacity of 650 MW.

However, Statkraft withdrew from from the agreement in 2015, stating that there was no guaranteed market for the electricity that would be produced.

The hydropower project will be developed on the Tamakoshi River, a part of the Koshi River basin, which flows through Dolakha and Ramechhap districts.

Nepal, China revise air services pact

Kathmandu, July 26

Nepal and China revised the air services agreement today without providing any assurance of allowing Nepal Airlines Corporation to fly in Chinese skies. NAC has long been requesting Chinese authorities to allow it to fly to Guangzhou. But the Chinese aviation authority has prevented the national flag carrier from doing so, citing ‘safety concerns’ raised by the European Union.

As per the Ministry of Culture, Tourism and Civil Aviation, the issue was raised during the bilateral meeting with Chinese authorities which concluded today in Beijing. And though Chinese authorities have agreed to allow NAC to operate flights on Kathmandu-Guangzhou route, the national flag carrier will first need to meet the criteria of the safety audit to be conducted by China.

“A team from Civil Aviation Administration of China will come here in October for the safety audit, which will determine whether NAC is permitted to operate flights to China,” said Ganesh Kumar Chand, spokesperson for NAC. He added that the government had opened a way for Nepali airline companies to fly to China, but all will depend on the safety audit. “If NAC fails the test, it won’t be allowed to fly to Guangzhou or any other city of China.”

Chand, however, said NAC was ready for the audit and hoped it would meet the safety audit criteria of CAAC. As the European Union has blacklisted Nepal citing safety concerns, China has been preventing Nepali airlines to operate flights to the northern neighbour.

Amidst all this, ASA has been revised allowing Chinese airline companies to further increase the number of flights to Nepal. As per the revised pact signed in Beijing today, Chinese and Nepali airline companies can operate 98 flights a week on Nepal-China route. However, not all the newly added flights are for Tribhuvan International Airport. The revised pact has also increased the number of destinations that Nepali and Chinese airlines can fly to.

According to MoCTCA, 21 flights among the total added flights have been allowed to operate to the under-construction Gautam Buddha International Airport and Pokhara Regional International Airport. Nepali airlines will now be allowed to fly to 15 airports in China from the current seven cities.

As per the previous agreement, China operates 70 flights a week to Nepal and Nepal is also allowed to conduct the same number of flights to China on a reciprocal basis. But Nepali airlines have not been able to conduct a single flight to the northern neighbour. China has permitted Nepali airlines companies to operate flights to Beijing, Shanghai, Guangzhou, Lhasa, Chengdu, Kunming and Shiyan.

Rajesh Raj Dali, former director general of Civil Aviation Authority of Nepal, said the agreement between the governments sets a policy while the remaining activities have to be carried out by the airline companies.

He said Nepali airlines should develop the capacity of taking advantage of such governmental agreements. “Due to lack of such capacity we are not being able to operate even a single flight at the moment,” Dali said.

Meanwhile, Himalaya Airlines has also received permission to operate flights to Beijing. Once the Beijing Daxing International Airport is completed by year-end, Himalaya Airlines can begin its service.

Man held with ‘16 kg gold’ from Gorkha

Police confiscated ‘16 kg gold’ from Khorlabesi bazaar in Dharche Rural Municipality in Gorkha today, following the arrest of Dhana Kamal Gurung of Dharche Rural Municipality, Gorkha, yesterday.

A police team assigned from Machhakhola Police Post found the gold today, acting on Gurung’s statement.

A trader by profession, Gurung used to supply daily essentials to remote villages of Uhiya, Sirdibas, Chumchet and Bihi from Machhakhola bazaar, Arughat and Arakhet areas. But he went missing on June 26.

“He went to Tibet for a few day on a business trip, but largely stayed in the district until June 26. We heard that local youths tried to attack him that night. He had been out of contact since then,” said a local.

His family then sought the help of police to find him.

Police found him and learnt that he had hidden gold smuggled from Tibet in Gorkha. He was then arrested.

Gurung’s interrogation revealed that he called his kin claiming he had been kidnapped. He then switched off his cell phone and disappeared after hiding gold in a den 66 km from district headquarters, as a rival group came to know what he was carrying.

“We’ve recovered 16 one-kg biscuits that look like gold. We have to verify whether the seized metal is gold,” said Gorkha Superintendent of Police Om Prasad Adhikari.

Gurung was brought to Gorkha headquarters, along with the seized metal, this evening.

Police have yet to ascertain whether Gurung is a gold smuggler or a carrier.

Last year also police had seized 10 kg gold that was smuggled to Gorkha from Ruila entry point.

Nepal Police arrested 107 persons with more than 84 kilograms of gold in 11 months of fiscal 2018-19.

Most of the smuggled gold enters Nepal from Gulf countries through TIA and Tatopani and Rasuwagadi-Kerung points via Tibet.

Ironically, only yesterday Minister of Home Affairs Ram Bahadur Thapa, while speaking at a press meet organised to make public the one-year report card of his ministry, had claimed that the government had neutralised gold smuggling rackets.

150 migrants feared dead after boats capsize off Libya coast

CAIRO: Up to 150 Europe-bound migrants, including women and children, were missing and feared drowned on Thursday after the boats they were travelling in capsized in the Mediterranean Sea off Libya, the country’s coast guard and the UN refugee agency said.

A top UN official described the shipwreck as “the worst Mediterranean tragedy” so far this year.

The International Rescue Committee said the tragedy was a stark reminder of the humanitarian crisis emerging out of Libya and of the urgent need for search and rescue missions to be resumed in the Mediterranean.

Ayoub Gassim, a spokesman for Libya’s coast guard, told The Associated Press that two boats carrying around 300 migrants capsized around 120 kilometres (75 miles) east of the capital, Tripoli.

Charlie Yaxley, a spokesman for the UN refugee agency, said 147 had been saved.

“We estimate that 150 migrants are potentially missing and died at sea,” he said. “The dead include women and children.”

Yaxley added that so far this year, one person has died on the route from Libya to Europe for every six people that reached Europe shores.

“The worst Mediterranean tragedy of this year has just occurred,” said UN High Commissioner for Refugees Filippo Grandi.

In January, some 117 died or went missing off Libya’s coast and around 65 people drowned after their boat sank off the coast of Tunisia in May.

Grandi called on European nations to resume rescue missions in the Mediterranean, halted after an EU decision, and appealed for an end to migrant detentions in Libya.

He said safe pathways out of the North African country are needed “before it is too late for many more desperate people.”

Asked about the latest boat sinking and deaths, UN deputy spokesman Farhan Haq expressed the world body’s concerns. “We’ve made clear the need for all the countries in the region to work to ensure first and foremost that the lives of those people who have placed themselves in such great risk are protected,” he said.

After the uprising that toppled and killed longtime dictator Moammar Gadhafi in 2011, Libya became a major conduit for African migrants and refugees seeking a better life in Europe.

Traffickers and armed groups have exploited Libya’s chaos since his overthrow, and have been implicated in widespread abuses of migrants, including torture and abduction for ransom.

Thomas Garofalo, director for Libya at the International Rescue Committee, which responds to global humanitarian crises, said migrants “intercepted at sea must not be returned to Libya.”

Earlier this week, the Libyan coast guard intercepted around three dozen migrants off the coast and took them to a detention centre near Tripoli where an airstrike killed more than 50 people earlier this month.

Over 200 detainees are still being held at the Tajoura detention centre, near the front lines of fighting between rival Libyan factions. The UN has voiced concern for their safety.

In recent years the European Union has partnered with the coast guard and other Libyan forces to prevent migrants from making the dangerous journey by sea to Europe. Rights groups say those efforts have left migrants at the mercy of brutal armed groups or confined in squalid detention centres that lack adequate food and water.

The UN refugee agency says 164 migrants have died travelling from Libya to Europe since the start of the year, fewer than in previous years. But the UN says the journey is becoming more dangerous for those who attempt it, with one out of four perishing at sea before reaching Europe.

The UN’s death toll did not include those reported missing at sea Thursday.
