Hindu priest sets date for temple construction at disputed site in India

PRAYAGRAJ: A powerful Hindu priest said on Wednesday he would lead a group of followers to start building a Hindu temple on the ruins of a 16th-century mosque, which could violate a court order and raise religious tensions in an election year.

A Hindu mob levelled the mosque in 1992, sparking communal riots that killed about 2,000 people across India. The site, in the northern town of Ayodhya, has been the focus of dispute between majority Hindus and minority Muslims for many years.

Hindu groups believe the site to be the birthplace of Lord Ram, one of the religion’s most revered deities. They also point to evidence there was a temple there before the mosque was built in 1528.

The place where the Babri Mosque once stood is now under court control, guarded by armed state and federal police and surrounded by walls and watchtowers.

“We’ll lay the foundation stone there on Feb. 21,” Swami Swaroopanand Saraswati said after meeting Hindu monks and priests at the world’s biggest religious gathering, Kumbh Mela, in the northern state of Uttar Pradesh where Ayodhya is located.

“Lord Ram resides there and that’s his birthplace.”

But Zafaryab Jilani, a secretary of the All-India Muslim Personal Law Board and an advocate in the mosque case, said his community would not be provoked by such calls to disturb the status quo and that any attempt to breach the site would amount to a contempt of court.

“We have full faith in the Supreme Court,” he told Reuters.

Saraswati’s aides said they were ready to be arrested if their attempts are resisted.

His statement to Reuters partner ANI and others comes a day after Prime Minister Narendra Modi’s Hindu nationalist government petitioned the Supreme Court to return land around the site seized by various court orders over the years.

Building the temple is a key demand of the conservative Hindu allies of Modi’s Bharatiya Janata Party (BJP) and has gained fresh impetus ahead of a general election due by May.

The BJP said in its 2014 general election manifesto it would “explore all possibilities within the framework of the constitution” to facilitate the construction of a Ram temple at the disputed site.

The BJP government in Uttar Pradesh state, whose chief minister Yogi Adityanath is a robe-wearing Hindu priest, has already organised a large eight-week Kumbh Mela gathering at Prayagraj city. Up to 150 million people, including a million foreign visitors, are expected to bathe at the confluence of the Ganges, the Yamuna, and a mythical third river, the Saraswati.

Programmes organised to celebrate Martyrs’ Day

Kathmandu, January 30

Martyrs’ Day was marked across the country today by organising various programmes.

Magh 16 in the Nepali calendar is marked as the National Martyrs’ Day, commemorating the four Martyrs who were executed by the autocratic Rana rulers, and all known and unknown persons who lost their lives in various democratic movements.

Prime Minister KP Sharma Oli paid homage to the martyrs at a programme organised at  Martyrs’ Memorial Park, Lainchaur. Speaking at the programme, PM Oli said since the country had transformed into a federal democratic republic, no one would have to lose their lives fighting for their rights now.

PM Oli said, “Earlier, the state made people fight against the army and police. Now the scenario has changed and no one will have to sacrifice his/her life fighting for rights.”  He also urged everyone to work hard to make the country prosperous. “Nature has made the country rich, we people must not make it poor,”   he said and urged everyone to discourage corruption.

Similarly, Kathmandu Metropolitan City Mayor Bidya Sundar Shakya said, “We must carry out our duties with honesty, keeping in mind the sacrifices made by the great martyrs.” He also said that constant criticism of elected leaders had diminished the efficiency of local levels.

A contingent of the Nepali Army offered a guard of honour to the martyrs.

Earlier today, Kathmandu Metropolitan City had taken out a rally from Ratna Park to Lainchaur. The rally was attended by distinguished personalities, including Minister of Home Affairs Ram Bahadur Thapa, Minister of Federal Affairs and General Administration Lal Babu Pandit and civilians.

Shukraraj Shastri, Dharma Bhakta Mathema, Dasharath Chand and Gangalal Shrestha are the four martyrs who sacrificed their lives to free the country from the tyranny of Rana rulers.

The then prime minister Judddha Sumsher had announced death penalty for the four martyrs on January 19, 1941. Four days later, martyr Sukraraj was hanged from a tree at Teku. Dharma Bhakta was hanged at Sigal height after seven days. Similarly, Gangalal Shrestha and Dashrath Chand were shot dead on the banks of the Bishnumati River at Sobhabhagwati nine days after the death penalty was announced.

Snowfall brings happiness to farmers

Local farmers in Manang are very happy because of continuous snowfall, which they believe bodes well for seasonal crops.

Upper Manang, Tanki Manang, Bhraka, Dhayaru, Khangsar, Pisang and the district headquarters Chame have witnessed incessant snowfall for a week.

Kul Bahadur Ghale, a local of Chame Rural Municipality, said snowfall was best for apple farming. He said melting snow was making the soil wet and crops would grow better. “The rain dries immediately on the land, but when the snow melts gradually, it helps crops grow better,” he added. He said snowfall would provide enough irrigation for crops.

Similarly, another farmer Tsehring Gurung at Nisyang Rural Municipality said the roots of saplings would be wet due to snowfall. “The snow will provide sufficient water to plants,” he added. Gurung further said farming would be easier and production would also increase with snowfall.

Meanwhile, Prime Minister Agriculture Modern Project Implementation Unit (Apple Zone), Manang Officer Rajeshwor Silwal said the snow would help he apple, potato and wheat among other seasonal crops. He added that farmers looked happy after it snowed.

Cure for cancer? Israeli scientists think they’ve found one

Jerusalem, January 30

A small team of Israeli scientists think they might have found the first complete cure for cancer.

“We believe we will offer in a year’s time a complete cure for cancer,” said Dan Aridor, of a new treatment being developed by his company, Accelerated Evolution Biotechnologies Ltd, which was founded in 2000.

“Our cancer cure will be effective from day one, will last a duration of a few weeks and will have no or minimal side-effects at a much lower
cost than most other treatments in the market,” Aridor said. “Our solution will be both generic and personal.”

It sounds fantastical, especially considering that an estimated 18.1 million new cancer cases are diagnosed worldwide each year, according to reports by the International Agency for Research on Cancer. Further, every sixth death in the world is due to cancer, making it the second leading cause of death (second only to cardiovascular disease).

Aridor, chairman of the board of AEBi and CEO Dr Ilan Morad, say their treatment, which they call MuTaTo (multi-target toxin) is essentially on the scale of a cancer antibiotic – a disruption technology of the highest order.

The potentially game-changing anti-cancer drug involves the introduction of DNA coding for a protein, such as an antibody, into a bacteriophage — a virus that infects bacteria. That protein is then
displayed on the surface of the phage. Researchers can use these protein-displaying phages to screen for interactions with other proteins, DNA sequences and small molecules.

In 2018, a team of scientists won the Nobel Prize for their work on phage display in the directed evolution of new proteins – in particular, for the production of antibody therapeutics.

AEBi is doing something similar but with peptides, compounds of two or more amino acids linked in a chain. According to Morad, peptides have several advantages over antibodies, including that they are smaller, cheaper, and easier to produce and regulate.

To get started, Morad said they had to identify why other cancer-killing drugs and treatments don’t work or eventually fail. Then, they found a way to counter that effect.

For starters, most anti-cancer drugs attack a specific target on or in the cancer cell, he explained. Inhibiting the target usually affects a physiological pathway that promotes cancer. Mutations in the targets – or downstream in their physiological pathways – could make the targets not relevant to the cancer nature of the cell, and hence the drug attacking it is rendered ineffective.

In contrast, MuTaTo is using a combination of several cancer-targeting peptides for each cancer cell at the same time, combined with a strong peptide toxin that would kill cancer cells specifically. By using at least three targeting peptides on the same structure with a strong toxin, Morad said, “we made sure that the treatment will not be affected by mutations; cancer cells can mutate in such a way that targeted receptors are dropped by the cancer.”

“The probability of having multiple mutations that would modify all targeted receptors simultaneously decreases dramatically with the number of targets used,” Morad continued. “Instead of attacking receptors one at a time, we attack receptors three at a time — not even cancer can mutate three receptors at the same time.”

Furthermore, many cancer cells activate detoxification mechanisms when in stress from drugs. The cells pump out the drugs or modify them to be non-functional. But Morad said detoxification takes time. When the toxin is strong, it has a high probability of killing the cancer cell before detoxification occurs, which is what he is banking on.

Many cytotoxic anti-cancer treatments aim at fast-growing cells. But cancer stem cells are not fast growing, and they can escape these treatments. Then, when the treatment is over, they can generate cancer again.

“If it does not completely annihilate cancer, the remaining cells can start to get mutations again, and then cancer comes back, but this time it is drug resistant,” Morad said.

He explained that because cancer cells are born out of mutations that occur in cancer stem cells, most of the over-expressed proteins which are targeted on the cancer cell exist in the cancer stem cells. MuTaTo’s multiple-target attack ensures that they will be destroyed as well.

Finally, some cancer tumours erect shields which create access problems to large molecules, such as antibodies. MuTaTo acts like an octopus or a piece of spaghetti and can sneak into places where other large molecules cannot reach. Morad said the peptide parts of MuTaTo are very small (12 amino acids long) and lack a rigid structure.

“This should make the whole molecule non-immunogenic in most cases and would enable repeated administration of the drug,” he said.

Morad said their discovery could also reduce the sickening side-effects of most cancer treatments, which stem from drug treatments interacting with the wrong or additional targets, or the correct targets but on non-cancerous cells. He said MuTaTo’s having a combination of several highly specific cancer-targeting peptides on one scaffold for each type of cancer cell would increase the specificity to the cancer cell due to the avidity effect. In addition, in most cases, the non-cancer cells that have a protein in common with the cancer cells do not overexpress it.

“This makes a great difference between the two kinds of cells and should decrease the side effects dramatically,” Morad said.

Nepal Citizenship Bill faces hurdles to passage in HoR

Speaker Krishna Bahadur Mahara today said that the Nepal Citizenship Bill may not be passed during ongoing session of the Parliament in its current form. The bill is under consideration in the House of Representatives.

If the government withdraws the bill in the face of opposition, it cannot be reintroduced in the winter session of the Parliament.

The  State Affairs and Good Governance Committee of the House has been holding  clause-wise discussion on the bill, but has not reached a conclusion  due vertical split between male and female lawmakers, competing arguments between parties and concerns expressed by
stakeholders, including rights activists.

Female lawmakers, including Binda Pandey, have argued that women should not face any difficulty in transmitting nationality to their children irrespective of who they are married to, but other male members of the ruling party have said that the bill’s provision cannot alter the constitutional provisions that stipulates that children of Nepali women married to foreign men would only qualify for naturalised citizenship.

A pressure group led by Suryanath Upadhyay today met Mahara and urged him to withdraw the Nepal Citizenship Bill, arguing that it would enable foreigners to obtain Nepali citizenship.

They said that any children who wanted to obtain citizenship by descent must prove that their fathers are Nepali citizens, an argument opposed by some female lawmakers.

“It will be difficult to pass the bill. Some lawmakers are for the bill and others are opposed to it. Those lawmakers that are against the bill are not weak in the House. I do not think that the bill will be passed easily,” Mahara told the group.

Mahara suggested to Upadhyay-led group to discuss the issue with Prime Minister KP Sharma Oli and Minister of Home Affairs Ram Bahadur Thapa. “The government can withdraw the bill if it wants. It can be postponed if the debate prolongs in the panel meeting,” Mahara said, adding, “As a speaker I can hold discussion on the issue in the Parliament.” Mahara also said that he would discuss the issue with chairperson of the parliamentary panel.

“It is a sensitive issue. It is also a matter of nationality and country,” Mahara said.

According to Advocate Dipendra Jha, there are around 170,042 citizens by birth and children of citizens by birth who are unable to get citizenship certificate due to non-enactment of new citizenship act.

Nepali mothers married to foreigners and Nepali mothers who did not want to name the fathers of their children, were unable to get citizenship despite constitutional guarantee of their rights.

Low demand for blood in Udayapur

The demand for blood is disproportionate with the blood collected by the blood bank in Udayapur.

It is said the demand for blood is very low due to lack of surgery service in government and private health facilities in the district.

On average, 60 to 100 pints of blood is collected in the district on a daily basis. But the demand is only 10 to 12 pints.

Nepal Red-cross Society Udayapur Branch Officer Khila Raj Guragain said that the demand for blood was low due to lack of surgery service in the health facilities. He said that the demand for blood was high in the district when District Hospital,Udayapur, used to provide parturition service.

The district hospital stopped providing parturition service and gynaecologists were transferred to other hospitals. The hospital now does not even conduct minor surgeries. The hospital refers patients to other health facilities.

Meanwhile, Blood Bank, Udayapur, said as the demand dropped in the district, the remaining blood was sent to Dharan, Lahan and Biratnagar-based blood banks.

Tottenham Hotspur forwards Son Heung-min and Fernando Llorente scored late goals to secure a barely deserved come-from-behind 2-1 win over Watford in the Premier League at a half-empty Wembley Stadium on Wednesday.

Spurs had struggled to shine on a freezing night after going out of the League Cup and FA Cup last week but Son provided a ray of sunshine when he blasted home 10 minutes from time and Llorente got the winner with a trademark header in the 87th.

The win in front of 29,164 at a stadium that holds 90,000 — the lowest to watch Tottenham at Wembley — moves the hosts within two points of second-placed Manchester City and seven ahead of Arsenal and Chelsea in the battle for the top four.

“The second half was completely different,” said Spurs boss Mauricio Pochettino, whose side fell behind to Craig Cathcart’s first-half goal. “We started to create chances and played the way we can play. It paid off at the end with the two late goals.”

Watford were good value for their lead which came in the 38th minute when Cathcart got his head to the ball in a crowded area from a corner and bundled it home via a deflection with goalkeeper Hugo Lloris stranded inside the six-yard box.

Spurs should have been level seven minutes after the break when Llorente managed to put the ball over the bar from in front of goal and spurned another chance in the 64th when he headed wide. Danny Rose and Harry Winks also went close for the hosts.

Just as the home fans were losing faith South Korean Son, who only returned from the Asian Cup on Saturday, equalised to claim his 13th goal of the season in all competitions when he pounced on a loose ball after Llorente tried to turn in the box.

Spaniard Llorente then made amends for his earlier glaring misses by guiding a header past Ben Foster for the winner to delight the hardy fans who had braved the cold at the national stadium and provide some relief for Pochettino after a tough week.

“(The win) was important for us after a difficult week,” said the Argentine. “To smile again after 90 minutes is so important. After a victory like today we are more optimistic. The three points is massive to keep our position in the table.”

Finnish ambassador hands over water supply project to Gorkha locals

GORKHA: A water supply project constructed in cooperation with United Nations International Children’s Emergency Fund (UNICEF) has been handed over to the locals of  Rangrung in Barpak Sulikot Rural Municipality-2 of Gorkha district.

Finnish Ambassador to Nepal, Pertti Anttinen, on Tuesday, handed over the project to the local water users’ committee.

The project was constructed at a cost of Rs 815,000 with support from UNICEF, president of the water users’ committee, Ram Bahadur Gurung, said.

The locals have been benefitted with the water supply project constructed to address the shortage of water in the aftermath of April 25 Gorkha earthquake. It was built in partnership with Shree Swara Saghan Village Development Centre, Gorkha.

KATHMANDU: Prime Minister KP Sharma Oli has paid homage to martyrs on the occasion of the Martyr’s Day today.

At a programme organised at the Martyrs Memorial Park in Lainchaur today, PM Oli asserted that no one needed to become martyrs in the fight for rights from now onward as the democratic regime has been already set up in the country.

Stressing the need of entire unity within the country to propel the agenda of good governance and economic development in line with the dream of martyrs, he said it was the time to usher the country to economic transformation through ‘Prosperous Nepal and Happy Nepali’ campaign.

“Let us all come up with the resolution today again to end corruption by maintaining good governance. Let us hand over the country with equality of rights, people’s respect and rule of law to the generation to come”, the PM said.

On the occasion, a contingent of Nepal Army had offered a guard of honour to the martyrs. Kathmandu Metropolis Mayor Bidhya Sundar Shakya highlighted the need to work to cherish the dream of martyrs.

Also, present on the occasion were ministers, chiefs of constitutional bodies and security agencies, high-ranking government officials and people’s representatives.

Earlier today, Kathmandu Metropolis had organised a morning rally from Ratna Park to Lainchaur on the same occasion. The rally was attended by distinguished personalities including Home Minister Ram Bahadur Thapa and civilians.

The Martyr’s day is celebrated in Nepal every year in memory of Shukraraj Shastri, Dharmabhakta Mathema, Dasharath Chand Thakur and Ganga Lal Shrestha, who obtained martyrdom in the fight for freedom against Rana regime in 1997 BS.

Kanchanpur bandh cripples life

BHIMDATTANAGAR: Normal life has been affected due to shutdown enforced by youth and student organisations based in Bhimdattanagar of Kanchanpur district.

The youth organisations resorted to enforce Kanchanpur shutdown since Tuesday when the authorities concerned did not heed their demand to demolish unlawful structures constructed on the public land. With this, the long and short route vehicles from Bhimdattanagar have come to a halt since early this morning. Likewise, educational institutions, Bhimdattanagar bazaar and other industrial operations here have also been closed down.

Hundreds of passengers have been stranded on the highway owing to vehicular shutdown. The student and youth organisations have protested the move of Mahendranagar Town Development Committee for constructing new structures in the name of raising rent by breaching the master plan of Bhimdattanagar.

Nepal Tarun Dal Kanchanpur President Mahesh Chand said they were compelled to hit the street with obduracy from the authorities concerned to remove the illegal structures. He added, “There has been misuse of public land on the influence of power. The structures have been constructed by violating the process”.

The protesting sides have demanded to scrap illegal land lease, remove illegally constructed structures and book the office-bearers of the town development committee for carrying out unlawful works.

The District Administration Office has started removing the illegal structures from the public land.

Surya Nepal Western Open tees off today

Pokhara, January 29

The Surya Nepal Western Open, the fifth event under the Surya Nepal Golf Tour 2018-19, is beginning here at the par-70 Himalayan Golf Course on Wednesday.

A total of 57 golfers — 33 pros and 24 amateurs — will take part in the 54-hole tournament at the one of the toughest courses of the region, informed Nepal PGA in a release today. The tournament will conclude with the Pro-Am event on Saturday.

“All the professional and top amateur golfers of the country have already arrived in Pokhara and got acclimatised to the playing condition of the most adventurous Himalayan Golf Course. The course set in the backdrops of majestic Mt Machhapuchre and rested in the ravine alongside Bijayapur River is certainly going to test the skills of all the top notch golfers,” said the NPGA.

The tournament carries a total cash purse of Rs 661,500 and the winner will be richer by Rs 120,000. The second and third places pros will earn Rs 77,000 and Rs 55,000 respectively. Other pros in top 21 will also get their share of cash prizes.

Dhana Thapa will be looking to defend the title, while No 1 pro Shivaram Shrestha aims at taking the revenge of last year’s loss in playoff. Shrestha has already won three titles in the current season, while he finished at the top among the pros in another event —Surya Nepal Eastern Open which was won by amateur golfer Sukra Bahadur Rai in Dharan.

No 2 ranked Bhuwan Nagarkoti, Sanjay Lama and Rame Magar are expected to give a tough fight. National team members Sukra Bahadur Rai and Tanka Bahadur Karki along with young Subash Tamang will also be contesting for the title. Local amateurs Ajit BK and Suresh Tamang will also be in fray.

“Himalayan Golf course — rated as one of the most adventurous golf courses in the world by Golf Digest — has been tweaked to its best standard and awaiting to punish the best players of the game,” the NPGA added.

Nepal APF Club defeated Himalayan Sherpa Club 2-1 in the opening match of the Manakamana Cable Car Pokhara Cup Football Tournament here today.

Ashish Lama and skipper Sudip Shikhrakar scored one goal each for APF, while Amar Dangol netted for Himalayan Sherpa. APF opened the scoring in the 26th minute when Himalayan Sherpa goalkeeper KishorGiri failed to judge Lama’s shot from the edge of the penalty box. Lama was lated named the man of the match.

Himalayan Sherpa levelled the scores in the 54th minute. Dangol find the back of the nets from close range following a cross from Ravi Thapa. APF restored the lead in the 78th minute when Shikhrakar converted the spot kick. APF earned the penalty after Himalayan Sherpa defender Ulrich Siwie handled the ball inside the d-box.

APF coach Rajendra Tamang was satisfied with his team’s performance. “It’s not easy to play in knockout tournament and the players put in their hard efforts in the match,” Tamang said. Himalayan Sherpa manager Bijendra Pudasaini rued the missed opportunities and also blamed the biased referring. “APF were awarded with the penalty while we were turned down in similar situations,” he added.

On Wednesday, Chyasal Youth Club will take on Dauphins Family Club of Cameroon.  A total of 12 teams — including one each from Japan and Cameroon — are taking part in the tournament organised by Kaski district FA.

National table tennis champions Nabita Shrestha and Santoo Shrestha were announced as the brand ambassadors of Stag International, the leading manufacturer, exporter and supplier of sports accessories in India, for two years here at a programme today.

Nepal Table Tennis Association President Chatura Nanda Baidhya thanked Stag International for choosing table tennis players as its brand ambassadors. “I am happy that two of our players have become the brand ambassadors of Stag International,” said Baidhya.

The two players will get Rs 200,000 to Rs 300,000 each in cash and kinds per year. This is the first time any multinational company has signed Nepali table tennis players as the brand ambassadors. Nepal No 1 player Nabita Shrestha described the opportunity as pride. “It’s a matter of pride to become the brand ambassador of a popular company. It will definitely inspire other athletes to do well in the field,” she added.

MoLESS mulls over fund for migrant workers

Kathmandu, January 29

The government is preparing to introduce either Social Security Fund or Foreign Employment Provident Fund for migrant workers. The Ministry of Labour, Employment and Social Security (MoLESS) has conducted a study on providing social security scheme for migrant workers, people who have businesses abroad and non-resident Nepalis.

After receiving the study report at the ministry today, Labour Minister Gokarna Bista, said that if migrant workers want to join the scheme they will need to regularly contribute for three years. After returning to Nepal, they can choose whether they want to be associated with the Foreign Employment Provident Fund, Pension Fund or Social Security Fund.

Earlier, ministry had formed a study committee led by its Secretary Mahesh Prasad Dahal to see if there were any possibilities to start social security scheme for migrant workers.

The committee has recommended a template of implementation mechanism of the plan, responsibility of different stakeholders and when to start the plan.

According to the report, if a migrant worker is unable to contribute regularly to the fund for three years then the government will revoke the individual’s security plan and refund the amount that has been deposited. Similarly, if a worker dies abroad their beneficiary will get the deposited amount.

The committee has recommended the government to apply this scheme from next fiscal year. As per the report, if any migrant worker wants to join the scheme, they will have to deposit a minimum of Rs 24,000 to a maximum of
Rs 300,000 annually to the fund. The report also reads that the government should include all migrant workers in this scheme mandatorily.

The report further says that the government needs to amend bilateral labour pacts that it has signed with various nations and include a provision whereby the employer will have to deposit premium on behalf of the migrant worker.

“If a migrant worker’s family needs money from the fund for business or other purposes then the fund will provide the needed loan,” the report states.

Minister Bista said the government will launch the scheme as per the recommendations of the committee.

Police arrest six in India over murder of ‘witch’ and her children

BHUBANESWAR: Six men in India have been arrested for killing a woman and her four children, including a 10-month-old baby, over suspicion that she was a witch who killed a girl, police said on Tuesday.

Angry villagers broke into the woman’s home in eastern Odisha state and hacked her and her children to death with farm tools before dumping their bodies in a well, said investigating officer Sushant Dash.

Dash said the six, including a local witch doctor, were charged with murder and other offences under Odisha’s Prevention of Witch Hunting Act on Sunday.

“They have confessed that they committed the murders for witchcraft,” Dash told the Thomson Reuters Foundation, adding that a complaint by the woman’s husband, who was away on the day of the killings, prompted them to hunt for the suspects.

“Two or three more people might be arrested in the coming days.”

Men and women are often branded as witches and assaulted or killed in parts of India, particularly among poor and tribal communities.

According to the National Crime Records Bureau, there were 134 cases of murders linked to witch hunts in 2016, with Odisha recording the most incidents after neighbouring Jharkhand state.

Odisha state is part of India‘s “red corridor”, where a Maoist insurgency and marginalisation have contributed to some of the worst literacy, child malnutrition and maternal mortality rates in the country.

Dash said the villagers blamed the woman for the illness and death of a 12-year-old girl after the witch doctor – a traditional healer who treats ailments believed to be caused by witchcraft – told them she had cast a spell on the child.

Campaign groups say superstition and occult beliefs are prevalent among people living on the margins of society with limited access to healthcare, education and development.

Villagers often consult local quacks who blame witchcraft for illness and prescribe ‘cures’ like burning sick children with hot clay or iron, experts say.

“It is a form of violence against women and strict law alone cannot stop such crimes, we need to educate them,” said Anuradha Mohanty, head of the People’s Cultural Centre, a local child and women’s rights group.

A 50-year-old man killed another woman in Odisha earlier this month, accusing her of using sorcery to make his son sick.

Govt to scrap licence of telcos not clearing dues

Kathmandu, January 29

The government is preparing to scrap the licence of different telecommunication service providers that have not paid their dues to the government despite government’s repeated calls.

Nepal Telecommunications Authority (NTA) had recently revealed that different telecommunication service providers in the country have not paid dues worth Rs 2.96 billion under different headings like frequency fee, royalty fee, renewal fee and fee for Rural Telecommunications Development Fund (RTDF).

Subsequently, the Finance Committee of the Legislature Parliament had directed the government to take necessary steps to collect dues from telecommunication service providers citing that failure to collect dues from such firms will affect the government’s revenue.

Mahendra Man Gurung, secretary at Ministry of Communications and Information Technology, informed that preparations are underway to scrap the telecommunication licence of seven different service providers including Smart Telecom and Nepal Satellite Telecom, among others.

Meanwhile, NTA — the telecommunication sector regulator — is also preparing to blacklist telecommunication service providers not paying dues to the government.

“Few telecommunication firms have not approached the government to pay their dues despite repeated calls from both the NTA and government. Thus, the government should now take action against such firms,” said Gurung.

There are 153 telecommunication service providers in the country. Those telecommunication service providers that have not cleared their dues to the government include United Telecom Ltd (UTL), Smart Telecom, Nepal Satellite Telecom, Unilever Nepal Ltd, Tasi Communication Centre, I-4 Technologies, BroadLink Network and Communications, Itel Communications and Web Surfer, among others.

Smart Telecom tops the chart of service providers that have not cleared dues to the government. As per NTA, the telecom firm is yet to pay Rs 1.4 billion tax to the government under frequency fee, royalty fee and renewal fee. Similarly, UTL has not paid taxes worth Rs 795 million to the government that it should pay under the aforementioned headings.

Addressing a parliamentary committee meeting two weeks back, Minister for Communications and Information Technology GokulBaskota, had said that though the government had repeatedly asked telecommunication firms to clear their dues, the government has not been able to collect the dues due to legal hassles and ambiguity in law.

NTA has said that it will soon publish a notice blacklisting those firms that have not paid necessary dues.

Electricity generated by Upper Tamakoshi hydro project could go to waste

Kathmandu, January 29

Though the Upper Tamakoshi hydropower project will start production of electricity from next fiscal year, its production is likely to go to waste following the failure of the government to construct the transmission line that will connect the project to the national grid on time.

Construction of the Hetauda-Dhalkebar-Duhabi section of the high-voltage 220 kVA double circuit transmission line has been halted since the last two-and-a-half years due to issues related to deforestation along the path of the transmission line.

According to Nepal Electricity Authority (NEA), construction works of the transmission line has been intentionally halted by DhirendraPratap Singh, head of the District Forest Office (DFO) in Saptari, who asked the project not to cut down trees along the transmission line’s path that falls in the district.

“We have been in touch many times and are trying to coordinate with the DFO but they have refused to address our concerns. If we are unable to complete the transmission line project on time the electricity generated by the 456-megawatt Upper Tamakoshi hydropower project will go to waste,” said Kul Man Ghising, managing director of NEA.

Ghising added that they are facing such problems in various places where DFOs have been obstructing the construction of high-voltage transmission lines. “We are trying to strengthen the country’s transmission system but it is the government authorities themselves that are obstructing our works,” he lamented. “In such a situation how can we expect to develop the electricity sector of the country.”

As per NEA, Hetauda-Dhalkebar-Duhabi 220 kVA double circuit transmission line needs to be completed within a year.

If everything goes as planned, Upper Tamakoshi will start commissioning power from September-October. NEA plans to supply electricity generated by the project from Gongar of Dolakha where the project is located to New Khimti substation in Ramechhap and further to Dhalkebar substation in Dhanusa.

According to NEA, the transmission line on the eastern and western sides of Dhalkebar needs to be upgraded from 132 kVA to 220 kVA for proper supply of energy generated by Upper Tamakoshi project.

Dinesh Kumar Ghimire, secretary of Ministry of Energy, Water Resources and Irrigation, informed the ministry is working to eliminate such problems related to forest areas and other issues for timely construction of projects. “We are in touch with National Planning Commission (NPC) for needed support to resolve issues related to our ministry.”

Ghimire added that NPC member Krishna Prasad Oli and a team from the energy ministry are holding discussions to resolve the aforementioned issues.

Ganesh Neupane, spokesperson for Upper Tamakoshihydel project, said that they are going to finish the construction of New Khimti substation within this fiscal.  “We have planned to operate all six units of the project simultaneously to start generation, however if the transmission line is not completed on time then we will have to operate only three units.”

CoAS taekwondoKATHMANDU: Hosts Bijeshwori Gyan Mandir Sainik Mahavidhyalaya won the team championship of the second CoAS Girls Taekwondo Tournament here on Tuesday.

Bijeshwori won six gold medals along with four silvers and one bronze to finish first. Koteshwor Taekwondo Dozang came second with three each gold and bronze, while United Taekwondo Dozang were third with three gold and two silver medals.

SaritaRuwali of Bijeshwori and PushpaBadi of ECDC were named the best players in senior and junior sections respectively. A total of 201 players from 28 schools and dojangs took part in the three-day tournament.

Chief of the Army Staff Gen Purna Chandra Thapa handed over the prizes to the winners.

Bansbari Youth Club and Spark Health Home Hospital today signed the sponsorship deal ahead of the Martyrs Memorial B Division League.

Bansbari, who are preparing to participate in the B Division League starting on February 8, got the main sponsors in Spark Hospital for one year. Bansbari Club President Prem Thapa and Spark Hospital Director Rupesh Adhikari signed the memorandum of understanding at a programme.

As per the agreement, Spark Hospital will provide the club with Rs 800,000 in cash and kinds and
also provide the players with discount in treatment. “We are happy to get the support from Spark Hospital as it
is a huge relief for us in our participation in the B Division League,” said Thapa. He informed the club had prepared an estimated budget of Rs 2.2 million. “As the league does not have promotion and relation provisions, we have prepared the team accordingly,” he added.

Spark Director Adhikari said the hospital management was happy to get associated the club with rich history. “We wanted to be associated with Nepali football and we chose Bansbari as it was a perfect proposal as per our budget,” said Adhikari. “We had planned to sponsor A division outfit but we could not do that due to the budget constraint,” he added.

President of All Nepal Football Association Karma Tsering Sherpa said the agreement was the beginning of professionalism. “I am happy that B division clubs are also getting sponsors and it will ultimately help in the development of Nepali football,” he added.

10pc service charge in restaurants scrapped

There is something to cheer for diners as restaurants and bars in the country will not levy 10 per cent service charge in their bills starting today.

Following pressure and criticism from customers, the Restaurant and Bar Association of Nepal (REBAN) has decided to scrap 10 per cent service charge that is being levied by eateries.

Currently, customers are obliged to pay additional 23 per cent charge for what they eat in restaurants and other eateries —13 per cent value added tax (VAT) and 10 per cent service charge. Scrapping the 10 per cent service charge means that diners will now have some financial relief at restaurants.

Pramod Kumar Jaiswal, president of REBAN, said that the service charge provision has been scrapped keeping in view the financial pressure at eateries for the customers. “We expect that this decision will not only benefit customers but will also help the restaurant business to grow further,” he said.

Moreover, this decision will also help the growth of tourism in the country, basically among primary tourist destinations like Kathmandu, Pokhara and Sauraha, among others, opined REBAN officials.

The long-standing dispute regarding service charge between hoteliers and trade unions of hotel and restaurant workers had been sorted out in June last year with a revision in the ‘sharing structure’ of the 10 per cent service charge being levied on customers.

The new sharing structure of the 10 per cent service charge had not only increased workers’ share but has also made the three trade unions its shareholders. As per the new service charge sharing structure, workers had been getting 72 per cent of the 10 per cent service charge and the three trade unions had been getting one per cent each. Of the remaining 25 per cent, hoteliers had been getting 23 per cent of the service charge while Hotel Association Nepal had been getting two per cent.

Meanwhile, trade unions are against this decision of REBAN to cancel the 10 per cent service charge citing that the decision was made without consulting the trade unions.

US intel heads list North Korea, not border, as threat to US

WASHINGTON: Directly contradicting President Donald Trump, US intelligence agencies told Congress on Tuesday that North Korea is unlikely to dismantle its nuclear arsenal, that the Islamic State group remains a threat and that the Iran nuclear deal is working.

The chiefs made no mention of a crisis at the US-Mexican border for which Trump has considered declaring a national emergency.

Their analysis stands in sharp contrast to Trump’s almost singular focus on security gaps at the border as the biggest threat facing the United States.

Top security officials including FBI Director Christopher Wray, CIA Director Gina Haspel and Director of National Intelligence Dan Coats presented an update to the Senate intelligence committee on Tuesday on their annual assessment of global threats. They warned of an increasingly diverse range of security dangers around the globe, from North Korean nuclear weapons to Chinese cyberespionage to Russian campaigns to undermine Western democracies.

Coats said intelligence information does not support the idea that North Korean leader Kim Jong Un will eliminate his nuclear weapons and the capacity for building more — a notion that is the basis of the US negotiating strategy.

“We currently assess that North Korea will seek to retain its WMD (weapons of mass destruction) capabilities and is unlikely to completely give up its nuclear weapons and production capability because its leaders ultimately view nuclear weapons as critical to regime survival,” Coats told the committee.

Coats did note that North Korean leader Kim Jong Un has expressed support for ridding the Korean Peninsula of nuclear weapons and over the past year has not test-fired a nuclear-capable missile or conducted a nuclear test.

The “Worldwide Threat Assessment” report on which Coats based his testimony said US intelligence continues to “observe activity inconsistent with” full nuclear disarmament by the North. “In addition, North Korea has for years underscored its commitment to nuclear arms, including through an order in 2018 to mass-produce weapons and an earlier law — and constitutional change — affirming the country’s nuclear status,” it said.

The report said Kim’s support at his June 2018 Singapore summit with Trump for “complete denuclearization of the Korean peninsula” is a formulation linked to an end to American military deployments and exercises involving nuclear weapons.

Trump asserted after the Singapore summit that North Korea no longer poses a nuclear threat. However, Coats and other intelligence officials made clear they see it differently.

“The capabilities and threat that existed a year ago are still there,” said Lt. Gen. Robert Ashley, the director of the Defense Intelligence Agency.

Plans for a follow-up Trump-Kim summit are in the works, but no agenda, venue or date has been announced.

More broadly, the intelligence report on which Coats and the heads of other intelligence agencies based their testimony predicted that security threats to the United States and its allies this year will expand and diversify, driven in part by China and Russia. It says Moscow and Beijing are more aligned than at any other point since the mid-1950s and their global influence is rising even as US relations with traditional allies are in flux.

“Some US allies and partners are seeking greater independence from Washington in response to their perception of changing US policies on security and trade,” the report said, without providing examples or further explanation.

The report also said the Islamic State group “remains a terrorist and insurgent threat” inside Iraq, where the government faces “an increasingly disenchanted public.”

The intelligence assessment, which is provided annually to Congress, made no mention of a crisis at the US-Mexico border, which Trump has asserted as the basis for his demand that Congress finance a border wall. The report predicted additional US-bound migration from El Salvador, Guatemala and Honduras, with migrants preferring to travel in caravans in hopes of a safer journey.

In Syria, where Trump has ordered a full withdrawal of US troops, the government of Bashar Assad is likely to consolidate control, with Russia and Iran attempting to further entrench themselves in Syria, the report said. Asked for her assessment, Haspel said of the IS group: “They’re still dangerous.” She added that they still command “thousands of fighters in Iraq and Syria.”

The intelligence agencies said Iran continues to work with other parties to the nuclear deal it reached with the US and other Western nations. In doing so, they said, it has at least temporarily lessened the nuclear threat. In May 2018, Trump withdrew the US from that accord, which he called a terrible deal that would not stop Iran from going nuclear.

The intelligence assessment of Afghanistan, more than 17 years into a conflict that began after the 9/11 attacks on the US, projected a continued military stalemate. Without mentioning prospects for a peace deal, which appear to have improved only in recent days, the report said, “neither the Afghan government nor the Taliban will be able to gain a strategic military advantage in the Afghan war in the coming year” if the US maintains its current levels of support. Trump has ordered a partial pullback of US forces this year, although no firm plan is in place.

Coats told the committee that Russia and perhaps other countries are likely to attempt to use social media and other means to influence the 2020 US presidential election.

“We expect our adversaries and strategic competitors to refine their capabilities and add new tactics as they learn from each other’s experiences, suggesting the threat landscape could look very different in 2020 and future elections,” the intelligence report said.

The report specifically warned about Russia’s cyberattack capabilities.

“Moscow is now staging cyberattack assets to allow it to disrupt or damage US civilian and military infrastructure during a crisis,” it said.
