Trump urges Florida to welcome cruise ship with deadly coronavirus outbreak

US President Donald Trump on Tuesday urged Florida officials to open an Atlantic Coast port to a Dutch cruise ship stuck at sea with a deadly coronavirus outbreak onboard, urging the governor to drop his opposition.

Weighing in on the fate of Holland America Line’s MS Zaandam during a White House briefing, Trump said he would call Florida Governor Ron DeSantis, who has declared the vessel unwelcome to prevent its sick passengers from being “dumped” on his state.

“They’re dying on the ship,” Trump said, adding, “I’m going to do what’s right, not only for us but for humanity.”

The remarks contrast with his response in February to a different cruise ship, the Grand Princess, which he said should remain at sea instead of coming into port in California.

The Zaandam, idled off the Pacific coast of Central America after the cruise line announced that some passengers were infected with coronavirus and that four had died, was allowed to sail through the Panama Canal into the Caribbean on Sunday.

Nearly two-thirds of the passengers – those who passed a medical screening – were moved onto the Zaandam’s sister ship, the Rotterdam, before the canal transit, and both vessels are now headed to Port Everglades in Fort Lauderdale, Florida, officials said.

The Zaandam was carrying nearly 1,050 passengers and crew, and the Rotterdam almost 1,450. But it remained uncertain who would be permitted to disembark in Florida, where concerns about the spread of coronavirus were mounting.

“We cannot afford to have people who aren’t even Floridians dumped into South Florida using up those valuable resources,” DeSantis told Fox News on Monday, referring to the state’s medical facilities. He told a news conference on Monday he preferred to send medical help to the Zaandam.

But in a blog posted on the website of Holland America, a unit of world cruise leader Carnival Corp, company president Orlando Ashford urged authorities to show compassion.

“We are dealing with a ‘not my problem’ syndrome,” he said. “The international community, consistently generous and helpful in the face of human suffering, shut itself off to Zaandam.”

As of Monday, 76 passengers and 117 crew members on the Zaandam were showing influenza-like symptoms, including eight people who have tested positive for COVID-19, the respiratory disease caused by the novel coronavirus, Ashford said.


UNIFIED COMMAND DECISION

Broward County Commissioner Michael Udine said plans for the Zaandam were being formulated by a “unified command” consisting of officials from the US Coast Guard, the Broward County sheriff, port authorities, the Florida Health Department and the U.S. Centers for Disease Control and Prevention.

He suggested the governor ultimately may not have the final word on the matter.

“He might have an opinion. I don’t know if it’s up to him,” Udine told Reuters by telephone. “The unified command is going to give us a briefing in the next 24 to 48 hours.

The Zaandam and Rotterdam were still about two days away from Port Everglades, and could arrive no earlier than Thursday night, Udine said.

Florida lawmakers on Tuesday were deadlocked over whether to welcome the Zaandam, with some seeking more information.

Before the passenger transfers, guests aboard the Zaandam said the vessel was carrying more than 200 British nationals, as well as Americans, Canadians, Australians, Germans, Italians, French, Spanish, Dutch and New Zealanders.

On Tuesday afternoon, the two ships were off the Caribbean coast of Central America, headed for the Straits of Yucatan.

The Zaandam departed Argentina on March 7 and had been scheduled to end its journey in San Antonio, Chile, on March 21. Nobody has disembarked from the vessel since it stopped in Punta Arenas, Chile, about two weeks ago.

Attending corona patients a must for private hospitals: SC

Kathmandu, March 31

The Supreme Court today directed private hospitals to attend novel coronavirus patients unconditionally.

Issuing an interim order responding to a writ filed by advocates, the SC said all the private hospital should make necessary arrangements to be ready to treat COVID-19 patients.

It said the hospitals could not shrug off their responsibility on any pretext.

“Private hospitals shall make necessary arrangements of beds, ICUs and ventilators, and ensure safety of medical staff involved in the treatment of COVD-19 patients,” states the SC order.

The petitioner had also demanded that the SC direct the government to suspend the Parliament session and bring a law through an ordinance to make it mandatory for private hospitals to treat COVID-19 patients, claiming that private hospitals were returning patients suspected to have contracted COVID-19.

However, the SC did not issue any such order and set April 5 for hearing. The SC has called both the parties, petitioners and defendants, for a debate on the issue.

Petitioners include advocates Pushparaj Poudel, Saroj Krishna Ghimire, Khagendra Prasad Adhikari, Purnima Rimal, Tikaram Bhattarai and Raju Khadka, while the Office of the Prime Minister and Council of Ministers has been named the defendant.

The SC verdict comes amid reports from across the country about hospitals, both private and public, not attending patients showing symptoms matching coronavirus infection.

In a press meet this afternoon, officials of the Ministry of Health and Population said because of hospitals’ reluctance to attend patients showing COVID-19 symptoms, chances were high that individuals suffering from other diseases might lose their lives because of negligence.

They urged all the hospitals and health workers not to worry because COVID-19 had yet to spread at the community- or local-level, and that only those coming from abroad were found infected so far.

Govt adopts three-pronged approach to fight COVID-19

Kathmandu, March 31

The government has adopted three major strategies in its fight against the novel coronavirus pandemic.

Speaking at a press briefing this afternoon, spokesperson for the Ministry of Health and Population Bikash Devkota said quarantine would be strictly implemented under the supervision of security agencies, testing would be made broader, with all those coming from foreign countries to be tested, and the government would spruce up logistic arrangements by running fever clinics and setting up intensive care units.

Devkota added that the government would be adopting stricter lockdown measures.

He said the high-level committee for prevention and control of the novel coronavirus was coordinating with other executive committees to ensure stringent lockdown. “I just came from the high-level committee meeting that adopted such a measure,” said Devkota.

The government has formed other committees, besides the high-level panel led by Deputy Prime Minister and Defence Minister Ishwar Pokhrel. They include a facilitation committee led by Chief Secretary Lok Darshan Regmi, Operations Committee led by a secretary at the Office of the Prime Minister and Council of Ministers, provincial committees led by chief ministers and district committees led by district coordination committees.

“These committees are executive committees. They ensure implementation of decisions taken by the government,” said Devkota.

He added that these committees had been authorised to take decisions on quarantine, isolation, human resources and everything related to COVID-9 treatment.

Devkota said after Dharan, COVID-19 testing would start in Pokhara. He said testing in Dhangadi and Pokhara would begin soon, and the government would also dispatch necessary equipment to Butwal and Surkhet.

Migrant workers plan to walk hundreds of kilometres from Kathmandu to reach home

Hundreds of daily wage earners stranded in Kathmandu valley have started embarking on a long walk home after the government extended the lockdown, clamped to contain spread of coronavirus disease, by a week till next Tuesday. The same phenomenon is being witnessed in neighbouring India as well where hundreds of thousands of daily wage earners have taken to the streets to reach home on foot.

In Nepal also, these people will have to walk hundreds of kilometres to reach their homes, and they are resolute on completing their journey, as they have started running out of money here to buy food and cover other expenses.

Indrajit Mahato, 52, a construction worker, is one of the persons who has decided to cover 300 km on foot to reach his hometown in Siraha district.

His entourage consists of his wife, two sons and three other friends from his home district.

“We had no option but to return home as we ran out of food stock this morning. And we do not have money to survive in the city,” said Mahato, who was spotted at Gatthagar last evening. When THT met him, he and his team had already walked for more than an hour from Maharajgunj, where they were living.

Mahato and those accompanying him did not have proper shoes to wear. They did not even have Rs 2,000 in their pockets. And they did not have any plan on where to stop over at night. But they are confident about reaching home in five to six days. “We can complete the journey within that time if we sleep and take breaks on the roadsides for six to seven hours a day,” said Mahato. But none of them was carrying sleeping bags or light mattresses.

Mahato and those accompanying him knew the journey was going to be tough for them, but life has never been easy for daily wage earners like him who become early victims of any crisis that hits the country.

“The cash we are carrying will be enough to buy food for several days.

We have also carried bread, couple of kilograms of beaten rice and some dalmoth (dry snacks),” Mahato’s wife Sarita said. “Let’s see if we can hitchhike every now and then.”

Hundreds of low-wage migrant workers like Mahato, who are fast running out of money, have started walking home from the valley, as no public buses are plying the streets due to the lockdown, which started on March 24. The government had initially said the lockdown would continue till March 31 morning but it later extended it till April 7 midnight.

The one-week extension has made things difficult for many migrant workers, especially daily wage earners.

Lately, district administration offices are allowing migrant workers to be transported to their hometowns.

But many are left behind as the information has not been well disseminated.

At around 7:00pm yesterday, Krishna Thapa, 51, and his daughter Asmita, 17, were spotted at Jadibuti in Kathmandu. The father and daughter had come to Jadibuti from Basundhara as one of their close relatives had promised to book a bus ticket for them to travel to their home at Khurkot in Sindhuli.

“We were told to arrive here at five, but it’s already seven and the bus has not arrived yet. The person who had promised to book the ticket has also stopped receiving my calls,” said Krishna.

Around that time some other people, who were supposed to take the same bus to Sindhuli, had also gathered at Jadibuti. But since there was no sign of the bus coming to pick them up, they were all set to walk home.

“I hope we can reach our village by tomorrow evening if we start walking now,” said Santa Thapaliya from Sindhuli. This afternoon THT met people in Jadibuti who were planning to travel to Dolakha and Sindhupalchowk on foot.

“We are not obstructing people, who must visit home, from taking vehicles,” said Bhaktapur Chief District Officer Humakala Pandey, adding, “If people want to visit their ailing parents, have to attend to their pregnant wife or rush home because of somebody’s death or because of a newborn baby, then we allow them to do so.”

No new COVID-19 cases

Kathmandu, March 30

The government has conducted a total of 993 tests for COVID-19 infection as of this afternoon, including 76 tests today. There were no new positive results today, which means there are four active cases and one cured case in Nepal.

As far as provinces are concerned, a total of 217 samples have been collected for testing, according to Spokesperson for the Ministry of Health and Population Bikash Devkota.

A total of 93 individuals are in isolation in various provinces, while there are seven in isolation in the Kathmandu valley.

Devkota said contact tracing and testing of all four active positive cases was under way. He also said tests conducted so far of contacts of the four infected were negative. “The person who died in Butwal yesterday tested negative for COVID-19 infection,” said Devkota.

He said each of the seven provinces presently had at least 100 personal protective equipment to be used by medical professionals treating COVID-19 patients. The equipment that arrived from China yesterday has been dispatched from Kathmandu, some have already reached while others will reach soon.

Of the COVID-19 paraphernalia that arrived from China, the government has dispatched at least 1,000 PPE; 10,000 gloves; and 20,000 face masks to each of the seven provinces.

“We sent the kits to Dhangadi, Surkhet and Biratnagar via air, while in the rest of the provinces the materials were dispatched via surface transport,” said Devkota. “The consignments also include other medicines and medical equipment such as chlorine.”

The new lab set up in Dharan has started functioning in full swing, with 19 tests so far, and six additional samples being tested. Additional laboratories will be set up at Dhangadi, Surkhet, Butwal and Janakpur. The testing equipment that arrived from China yesterday will be dispatched there to set up laboratories.

“Although we’ve received demands from places such as Pokhara, Dang and Hetauda also, we will gradually address those demands in the future,” said Devkota. “Since the reagent used for testing should be kept at less than -20 degree Celsius, it should be transported very carefully. Therefore we are in the process of sending those materials. We will soon start operations there. All the testing machines have been set up, and are ready for use.”

Devkota also informed that local governments had so far maintained records of 41,100 individuals coming from various other countries during the lockdown period. He said the number was rising as the local levels continued to update the records.

Three suspected COVID-19 patients die while undergoing treatment in capital hospitals

Kathmandu, March 30

Three suspected coronavirus patients, who were undergoing treatment in Bir Hospital and Patan Hospital, died today.

Although the two hospitals declined to list the three deaths as COVID-19 deaths, they have sent throat swabs of the three deceased to National Public Health Laboratory, but the lab results have not come back to the hospitals yet.

One of the deceased was an Indian Gurkha residing in Dhading who had returned from India on February 26. He was suffering from kidney ailment and went to Dhading Hospital yesterday with fever. He was referred to Patan Hospital, where he was admitted to the ICU at 4:00pm yesterday.

Director of Patan Hospital Bishnu Prasad Sharma said the man died of multiple organ failure, but the hospital had not treated him as a COVID-19 patient. “Many media outlets wrongly reported that the man died while undergoing treatment in the COVID-19 isolation ward. He was admitted to an ICU, not in COVID-19 isolation ward,” he added.

Director of Bir Hospital Kedar Century said the two patients — a man and a woman — who died while undergoing treatment in the emergency ward of the hospital had fever when they were admitted, but the hospital did not list them as suspected COVID-19 patients. The 50-year-old man was admitted to the hospital at around 11:00am today in critical condition and died within minutes.

Century said the man, who was staying in Kalimati, was from Rautahat district and had returned from India two weeks ago. He was suffering from breathing difficulties and had fever when he was admitted to the hospital.

Another suspected COVID-19 patient was a 37-year old woman from Chandragiri Municipality who was suffering from diabetes, hypertension, urinary tract infection and had fever when she was admitted to the hospital on Saturday. Century said she could have succumbed to septicaemia.

Bir Hospital has sent their throat swabs to NPHL.

Meanwhile, the result of the swab taken from a man who died in the corona isolation hospital in Butwal yesterday tested negative today, according to Spokesperson for the Ministry of Health and Population Bikas Devkota.

Later, Khem Bahadur Karki, health adviser to the minister of health and population, told mediapersons that there was unnecessary fear about those who had returned from foreign countries and people were wrongly linking all deaths to COVID-19. As of today, there is no case of community transmission of COVID-19 in Nepal, he added.

Lockdown transport woes for cancer, kidney patients

Cancer and kidney patients have been facing difficulty after the government put Nepal under lockdown to prevent the spread of coronavirus in the country. Due to lack of transportation services, it has been difficult for them to get dialysis or chemotherapy radiation, along with regular health services.

Some of the relatives of patients suffering from cancer and kidney ailments THT spoke to said they were unable to visit hospitals.

“There are no vehicles. None of the taxi drivers are willing to take us to the hospital. There are limited ambulances. Today, after multiple requests, a taxi driver helped me bring my mother to Bhaktapur Cancer Hospital. She has been admitted to the hospital for her second cycle of chemotherapy,” said Arbindra Thapa, a resident of Sunakothi.

“Though we have admitted her, I am facing difficulty with transportation. It is difficult for me to take food to her. The canteen in the hospital is closed. We need to provide proper diet to the patient,” added Thapa.

Hospitals have also limited services in view of the coronavirus spread. After the government directed hospitals to shut out-patient department services to help prevent spread of coronavirus, chronic and immune compromised patients have not been able to get their health checked.

“My wife needs radiotherapy. Her tenth cycle has been completed. She needs 20 more cycles of radiation, but it has been halted now. Sores have developed in her mouth. I have not been able to take her to the hospital. I have been contacting the hospital so that we could get the service,” said Shivaraj Shrestha, a cancer patient’s relative.

Some patients have availed the hospital’s shuttle services, but it is not practical for everyone to do so.

Priyanka Kamatad, a resident of Jadibuti, Koteshwor, whose sister has been visiting Shahid Dharmabhakta National Transplant Centre for dialysis, is among those who avails hospital’s shuttle service. But she has other complaints. “The duration of dialysis has been decreased from four to three hours. We need to take our sister for dialysis twice a week. The shuttle bus is usually packed,” she added.

“My mother has developed allergies. Had there been no lockdown, we would have taken her immediately to the hospital. But since transportation is not available these days, I have not been able to take her to the hospital. She needs chemotherapy and the hospital we have been consulting has assured it will send an ambulance for her next cycle,” a patient’s relative told THT.

“Earlier, about 120 to 130 people used to get radiation therapy per day and 25 people used to get chemotherapy. Cancer patients are immune-compromised and need to be protected from infection. We have been providing emergency health services. Radiation and chemotherapy have been halted for those patients for whom it can be delayed. Others are being treated. Only ten per cent patients who need radiation and chemotherapy visit the hospital,” said Ujjwal Raj Chalise, head of department of Radiation at Bhaktapur Cancer Hospital.

US coronavirus death toll rises past 3,000 on deadliest day

NEW YORK: The US death toll from the coronavirus pandemic climbed past 3,000 on Monday, the deadliest day yet in the country’s mounting crisis, while New York cheered the arrival of a gleaming 1,000-bed US Navy hospital ship as a sign of hope in the city’s desperate fight.

In a grim new milestones marking the spread of the virus, total deaths across the United States hit 3,017, including at least 540 on Monday, and the reported cases climbed to more than 163,000, according to a Reuters tally.

People in New York and New Jersey lined both sides of the Hudson River to cheer the US Navy ship Comfort, a converted oil tanker painted white with giant red crosses, as it sailed past the Statue of Liberty accompanied by support ships and helicopters.

The Comfort will treat non-coronavirus patients, including those who require surgery and critical care, in an effort to free up other resources to fight the virus, the Navy said.

“It’s a wartime atmosphere and we all have to pull together,” said New York City Mayor Bill de Blasio, who was among the dignitaries to greet the ship’s arrival at the Midtown Manhattan pier.

Hospitals in the New York City area have been overrun with patients suffering from COVID-19, the respiratory illness caused by the virus. Officials have appealed for volunteer healthcare workers.

“We can’t take of you if we can’t take care of ourselves,” said Krystal Horchuck, a nurse with Virtua Memorial Hospital in New Jersey. “I think a lot of us have accepted the fact that we are probably going to get this. It’s just that we want to survive. We’re all being exposed to it at some point.”

The United States has the most confirmed cases in the world, a number that is likely to soar when tests for the virus become more widespread.

President Donald Trump told a White House briefing that more than 1 million Americans had been tested for coronavirus – less than 3% of the population. While the United States has ramped up testing after a series of setbacks, it still lags countries like Italy and South Korea on a per capita basis.

In California, another hard-hit state, Governor Gavin Newsom said the number of COVID-19 hospitalizations had nearly doubled over the past four days and the number of ICU patients had tripled. Officials there also appealed for medical volunteers.

CENTRAL PARK HOSPITALS

To ease the pressure in New York, construction of a 68-bed field hospital began on Sunday in Manhattan’s Central Park. The white tents being set up evoked a wartime feel in an island of green typically used by New Yorkers to exercise, picnic and enjoy the first signs of spring.

The makeshift facility, provided by the Mount Sinai Health System and non-profit organization Samaritan’s Purse, is expected to begin accepting patients on Tuesday, de Blasio said.

New York Governor Andrew Cuomo, one of the most prominent public figures of the coronavirus crisis, told a news conference the state might have to step in to close playgrounds in the country’s most populous city in order to enforce social distancing and slow the spread of the virus.

Cuomo and de Blasio are among a growing chorus of officials who have voiced frustration at Trump’s handling of the crisis and a shortage of ventilators and personal protective equipment.

“I am not engaging the president in politics,” Cuomo, a Democrat, said of Trump, a Republican. “My only goal is to engage the president in partnership.”

Ford Motor Co said on Monday it will produce 50,000 ventilators over the next 100 days at a Michigan plant in cooperation with General Electric’s healthcare unit, and can then manufacture 30,000 a month.

Officials in states hard hit by the pandemic have pleaded with the Trump administration and manufacturers to speed up production of ventilators to cope with a surge in patients struggling to breathe. On Friday, Trump said he would invoke powers under the Defense Production Act to direct manufacturers to produce ventilators.

CHILLING NUMBERS

US health officials are urging Americans to follow stay-at-home orders until the end of April to contain the spread of the virus, which originated in China and has infected about three-quarters of a million people around the world.

“If we do things together well – almost perfectly – we could get in the range of 100,000 to 200,000 fatalities,” Dr. Deborah Birx, coordinator of the White House’s coronavirus task force, told NBC’s “Today” show.

Dr. Anthony Fauci, the head of the National Institute of Allergy and Infectious Diseases, said at a White House briefing that he expected a coronavirus outbreak in the fall, as well, but he said the nation would be better prepared to respond.

Authorities in New Orleans were setting up a field hospital at the Ernest N. Morial Convention Center – the same site where thousands of Hurricane Katrina refugees gathered in 2005 – to handle an expected overflow of patients.

Dr. Thomas Krajewski, an emergency room doctor at St. Barnard Parish hospital in New Orleans, said he had watched patients be admitted to the hospital and seem ready to get better only to get worse.

“Many of them have passed away already in a way that … it’s not normal,” he said. “It’s not something that any of us had prepared to do. And we’re kind of writing the book as we go.”

The governors of Maryland, Virginia and Arizona issued “stay-at-home” orders as cases rose in those states, as did Washington, DC.

At the Stateville Correctional Center in Crest Hill, Illinois, 12 prisoners were hospitalized and several required ventilators, while 77 more showing symptoms were isolated at the facility, officials said.

Renowned country and folk singer John Prine was among the latest celebrities – including several members of Congress – to come down with the virus. Prine was in stable condition on Monday after being hospitalized with symptoms of the illness, his wife said on Twitter. Prine, a 73-year-old cancer survivor, lives in Nashville, Tennessee.

Private sector rues inadequate relief package

Kathmandu, March 30

Representatives of the private sector have said the relief package announced by the government yesterday was welcome but inadequate.

Though the relief packages brought by both the government and Nepal Rastra Bank are timely, they only partially address the concerns of businesses and actually do not boost the morale of entrepreneurs, especially small and medium scale entrepreneurs, according to them.

“The moratorium set on tax payment and principal as well as interest rate payment is good. However, a few sectors, including the hospitality sector and small industries, have been hit rather hard by the coronavirus pandemic. Though these relief packages have tried to address businesses’ concerns in general, the government should bring special relief packages for sectors hit badly by the spread of the virus,” opined Bhawani Rana, president of the Federation of Nepalese Chambers of Commerce and Industry.

Yesterday, the government and the central bank had introduced different measures intended to provide relief to crisis-hit businesses and the public.

As a major relief to businesses and individuals who have borrowed from banks and financial institutions, the NRB has directed BFIs to extend the deadline for payment of monthly or quarterly instalments of loans until mid-July.

Similarly, the government has deferred the deadline for tax filing, including value added tax and income tax by one-and-a-half months to May 8. The government had also decided to give 25 per cent discount on electricity tariff to customers who consume up to 150 units of electricity and not to impose any late fee on electricity, water and telephone bills of Falgun (February 13 to March 13) and Chaitra (March 14 to April 12) if they weare cleared by the end of Baisakh (May 13).

Rajendra Malla, senior vice-president of Nepal Chamber of Commerce, said the relief package had failed to properly address the plight of small and medium scale entrepreneurs and daily wage earners.

“Almost all businesses have been affected by the coronavirus. However, small enterprises working at the local level have been affected more. The government should take special care of them,” said Malla.

Satish Kumar More, president of the Confederation of Nepalese Industries, welcomed the immediate relief package of the government. However, he said the government should also plan for short-term and long-term relief packages for businesses and the public, as businesses would take months to revive from the current state.

“The government, in consultation with the private sector, should identify common problems that businesses of all types are facing and introduce measures to address them gradually,” he added.

Over 500 Nepali migrant workers stranded on border

The nationwide lockdown to contain the spread of coronavirus pandemic has left more than 500 Nepali migrant workers returning from India through Pithoragarh in the lurch, in Dharchula, on the Indian side of the border.

More than 450 workers returning from Pithoragarh, Didihat and Munsiyari have been stuck at Darchula border point, while more than 40 people are stranded at Baitadi’s Jhulaghat for the past three days, according to Darchula District Administration Office. Among the stranded, 100 are from Bajhang, 158 from Baitadi and 81 from Darchula.

The border bridge had opened between 7:00pm and 9:00pm on Friday and a total of 225 Nepalis were permitted to enter Darchula. Those who arrived at the border point after 10:00pm could not make it to Nepal. Following the lockdown imposed by both the Indian and Nepal governments, migrant workers had walked for three days to get to Darchula from Pithoragarh.

“We walked for days to reach here (Darchula) after businesses closed down in India. We’re stuck as the suspension bridge for crossing over to Nepal is closed,” said Padam Dhami of Baitadi’s Purchaudi Municipality. “SSB said they would allow us to cross over, but it’s unfortunate that the Nepali side didn’t open the bridge,” he said.

Kadilendra Mahata of Marma Rural Municipality, Darchula, complained that they had little to eat for three days. “We could not buy even noodles or biscuits,” Mahata said. “We slept on the roadside and on the banks of the Mahakali River,” he added.

Most of those stranded said they had lost their jobs and had no money to pay rent or feed their families.

Sunil Dhami of Apihimal Rural Municipality said he was late in returning as his contractor had delayed payment. “My contractor handed me just Rs 2,000. I wonder how I’ll survive even in Darchula,” said Dhami. “Indian police have asked us to maintain social distancing. So, we are living on the banks of the Mahakali River,” added Dhami.

Among those stranded, 38 are from Marma Rural Municipality, five from Apihimal Rural Municipality, 11 from Sailyasikhar Municipality of Darchula district, 164 are from Baitadi’s Purchayodi Municipality, 62 from Dilasaini Rural Municipality of Baitadi, 30 from Bajhang and three from Jajarkot district.

Stranded Nepalis have been shouting slogans, saying, ”Open the border and take back your citizens”. They demanded that they be allowed to return home as they were trapped in the lockdown imposed by both the countries. Darchula police took a person under control after he swam across the river into Nepal this morning.

Member of House of Representatives Ganesh Singh Thagunna said efforts were under way to rescue Nepali migrant workers stranded at Dharchula on the Indian side.

Darchula Chief District Officer Yadunath Poudel said Nepali workers were stranded on the border, as their employers didn’t pay them after India announced a three-week lockdown to contain the coronavirus contagion.

“Efforts are under way to set up quarantine by local levels and manage vehicles to bring them in,” said Poudel. He said a meeting of the High-level Coordination Committee to prevent coronavirus had already decided to rescue stranded Nepalis.

Youth dies in Butwal corona hospital, test report awaited

Bhairahawa, March 29

A 34-year-old youth undergoing treatment at a temporary corona isolation hospital in Butwal breathed his last today.

Corona Hospital focal person Sudarshan Thapa identified the deceased as Baburam Thapa of Palpa. Thapa had landed at Tribhuvan International Airport on March 6.

He had been living with his family in a rented apartment at Murgiya of Sainamaina Municipality, Rupandehi, since arriving from the UAE.

Thapa had fever while he was on the way home from UAE. He took medicine from a local pharmacy in Murgiya bazaar. Since the medicine didn’t have any effect, he was admitted to the Provincial Hospital, Butwal, for treatment on March 26.

The provincial hospital referred him to the corona hospital.

Thapa is survived by his parents, wife and two kids. His wife, kids and landlord have been kept in isolation. Sudarshan Thapa said the deceased’s throat swab had been sent to Kathmandu and report was yet to come. “Without medical report, we cannot say what caused his death,” Thapa added.

Thapa’s throat swab, along with that of other suspected patients of COVID-19, were sent to Kathmandu in an ambulance today.

Till now 65 samples from Province 5 have been tested. Of them, 23 had tested negative, while the report of 13 is yet to come. A total of 29 suspected patients of COVID-19 are undergoing treatment at the isolation hospital in Butwal, said Information Officer Narayan Aryal at Ministry of Internal Affairs and Law, Province 5.

West Nawalparasi, Rupandehi, Kapilvastu, Dang, Banke and Bardiya share open border with India. Thousands of people go to India for work or studies from this province.

Around 400 people, who had entered Nepal via Rupaidiya border point had fled the quarantine in Nepalgunj which authorities feared would pose high risk in the vicinity.

Madhes Human Rights House Chair Rabindranath Thakur said negligence on the part of people coming from India and their tendency not to stay in isolation was a matter of concern.

The government today announced a relief package targeting those affected by the government’s move to put the country under lockdown to slow down the spread of coronavirus.

Announcing the Cabinet decisions, government Spokesperson Yubaraj Khatiwada, who also heads finance and communications and information technology ministries, said the decision was taken to make food relief available to needy households through local level governments throughout the lockdown period.

Provincial and local level governments are required to establish a designated fund through which such relief materials will be disbursed to needy households, added Khatiwada.

The government has also decided to make contributions for the month of Chaitra for those who are registered at the Social Security Fund. However, the government has asked organised sector employers, including the ones affected by the coronavirus, such as tourism, to pay salaries of workers for the month of Chaitra.

The government has also directed the Food Management and Trading Company and Salt Trading Ltd to offer 10 per cent discount on rice, lentils, sugar, oil and salt during the crisis. Nepal Telecom has also been directed to provide 25 per cent discount on internet/data services throughout the lockdown period. Private telecom firms have also been asked to manage discounts on data and internet accordingly.

The government has also decided to give 25 per cent discount on electricity tariff to customers who consume up to 150 units of electricity. No late fee will be imposed on electricity, water and telephone bill of Falgun and Chaitra if they are cleared by the end of Baisakh.

The government has also decided to provide insurance up to Rs 2.5 million to those involved in fighting the coronavirus in Nepal.

The government has requested house owners in city areas not to take one month’s rent from those staying in their homes as tenants. The government will not take rental tax on the waived rent from house owners.

The government has also taken a few customs-related decisions.

It decided to give customs waiver facility on imports of all drugs and medical equipment related to coronavirus. The government has also extended the deadline for paying taxes for Falgun and Chaitra. The value added tax and income tax payment time has been extended till May 8.

The government has also reduced import quota of gold to 10 kg per day from 20 kg. Import of vehicles worth more than $50,000 has been banned.

The government has also decided to take loans worth approximately Rs 22 billion from the World Bank, Asian Development Bank and International Monetary Fund.

City’s squatters, homeless stare at spectre of starvation

Bhim Bahadur Rai, 44, and his wife Sumitra Giri, 44, have not eaten anything for the past two days, thanks to the coronavirus lockdown, which has brought economic activities to a standstill.

The couple used to rummage through the garbage and pick up recyclable items, such as plastic and metal, before selling them to earn a living. But the lockdown, which began on Tuesday, has threatened their livelihood, as no one is allowed to move outside.

This morning, the couple, however, defied the government’s order to stay indoors and wandered around the streets of Kaushaltar. “We came out to find food,” said Giri, as tears welled up her eyes. The mother of a six-year-old daughter was not even in a condition to stand properly, as she told THT she and her family did not even have access to clean drinking water.

Giri and Rai are homeless people who live in a squatter settlement on the banks of Hanumante River at Kaushaltar in Bhaktapur. The couple have called a hume pipe lying strewn nearby the river their home for quite some time. Around 60 households live in the settlement and most of the families are facing the same problem like Giri and Rai.

“My husband has resisted the lockdown order and gone out to find work,” said Anjali Chaudhary, 29. Chaudhary’s husband used to work as an ear cleaner. “But at this moment he is willing to do any work that comes along his way, as we will have to sleep on an empty stomach from today if he does not bring home some money,” said Chaudhary, as she tried to soothe her crying infant daughter in her lap.

Bir Bahadur Rai, 46, another person who lives in the settlement, is facing the same problem. He was given stale noodles last evening by a small eatery nearby. But whether he can find food today is a thought that has been haunting him.

“We generally survive on leftovers. But since the lockdown, restaurants have remained closed and we are struggling to find food. I don’t know how I’m going to survive,” said Bir Bahadur, who is in the same profession as Bhim Bahadur and Giri.

As THT was talking to these people, the public that had gathered in the area offered them food. But there is no guarantee that more volunteers will come to their aid in the coming days as lockdown has crippled movement of people.

The lockdown has received widespread public support as many say this is the only way a country like Nepal with a fragile healthcare system can contain the spread of COVID-19. But it is taking a toll on the urban poor.

Most of the urban poor in Kathmandu valley either live on the roadsides or in squatter settlements. It is not known how many people live in squatter settlements in the valley. But many of those living on roadsides have lately been moved to proper houses.

Kathmandu Metropolitan City with the support of philanthropic organisation, Manab Sewa Aashram, had recently initiated a campaign to rehabilitate homeless people living on the roadsides of the metropolis, transferring around 1,000 homeless people from roadsides to elderly homes, foster homes and homes of their own families.

Today, there are around 600 people living on the roadsides of the valley, according to Manab Sewa Aashram. “These people may suffer the most during lockdown as they may not find food to eat,” said the Aashram’s Chairperson Ramji Adhikari. “Timely action is a must. Otherwise, these people may die of hunger.” Lately, various local governments across the valley have started collecting data on such needy people. “We have called on individuals to inform us about such needy people. We are also formally gathering information about them,” said Madhyapur Thimi Municipality Spokesperson Ram Thapa.

Up to 200K US deaths foreseen as more cities stricken

NEW YORK: The coronavirus outbreak could kill 100,000 to 200,000 Americans, the U.S. government’s top infectious-disease expert warned on Sunday as smoldering hotspots in nursing homes and a growing list of stricken cities heightened the sense of dread across the country.

Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, made the dire prediction of fatalities on CNN’s “State of the Union,” adding that millions in the U.S. could become infected.

By midday, the U.S. had about 125,000 infections and 2,200 deaths, according to the running tally kept by Johns Hopkins University, though the true number of cases is thought to be considerably higher because of testing shortages and mild illnesses that have gone unrecognized or unreported.

Worldwide, the count approached 700,000 infections, and deaths topped 32,000. World Health Organization figures showed the daily increase in new infections was eclipsing 70,000, up from about 50,000 earlier in the week, and more than six times what it was two weeks ago.

New York State — where the death toll closed in on 1,000, up by more than 200 from the day before — remained the epicenter of the U.S. outbreak, with the vast majority of the deaths in New York City. But spikes in infections were recorded around the country, not only in metropolitan areas but in Midwestern towns and Rocky Mountain ski havens.

The virus’ spread was rampant at nursing homes, assisted living facilities and other places that house elderly or otherwise vulnerable people. Gov. Andrew Cuomo of New York said the virus is moving through such places “like fire through dry grass.”

At one Long Island retirement community, Peconic Landing near Greenport, seven have died in the past two weeks. As has happened elsewhere, loved ones were barred to keep the virus from spreading.

“I have a feeling that I very likely may never see my mother again,” said James Preller, whose 94-year-old mother, Ann Preller, is a resident.

Brian Lee of Families for Better Care, an advocacy group for those living in longterm care facilities, said in a nursing home, “when we see an outbreak that’s uncontrolled, it’s practically a death sentence.” But he also said the way residents are being walled off from the outside world is as much of a concern as the virus itself.

In New York, the virus was overwhelming some of the city’s poorest neighborhoods, with data showing high rates of infection in densely packed areas with big non-English-speaking populations.

Dr. Craig Smith, who heads the surgery department at New York-Presbyterian/Columbia University Medical Center, said the hospital will probably be forced into “apocalyptic scenarios” in the coming weeks in which ventilators and intensive care unit beds will need to be rationed.

“Yesterday tried my soul,” he wrote in an online posting.

Worry for the poorest was being echoed around the world.

In India, a lockdown covering the country’s 1.3 billion people has put untold numbers out of work and left many families struggling to feed themselves. Tens of thousands in New Delhi were forced to flee their homes, with no way to pay the rent, journeying back to their native villages. Women in saris held babies on their hips. Others toted their belongings in bags normally used for cement.

Prime Minister Narendra Modi apologized for the hardships that the lockdown brought but said, “These tough measures were needed to win this battle.”

Though the U.S. leads the world in reported cases, five other countries have higher death tolls: Italy, Spain, China, Iran and France. Spain and Italy alone accounted for more than half of the world’s deaths.

Italy reported more than 750 new fatalities Sunday, bringing the country’s total to nearly 10,800. But the number of new infections showed signs of easing, with officials expressing cautious optimism that the most severe shutdown in the industrialized West is showing results.

Italy’s civil protection agency said more than 5,200 new cases were recorded in the last 24 hours, the lowest number in four days, for a total of almost 98,000 infections.

Spain moved to tighten its lockdown and ban all nonessential work as it hit another daily record of almost 840 dead. The country’s overall official toll was more than 6,500.

Spain’s health emergencies chief, Fernando Simón, said the number of people in intensive care units keeps rising and hospitals are at their limits in several regions.

“That is why we have to strictly apply the control measures,” he said.

Egypt shut its beaches as cases in the Mideast surpassed 50,000. Police in the Philippines stepped up arrests of quarantine violators, and more tourists were evacuated from Mount Everest and the Indonesian island of Bali.

Poland is considering delaying its May 10 presidential election. Russia ordered borders to close on Monday, Moscow all but confined its 12 million residents to their homes, and the head of the Russian Orthodox called on believers to stay away from churches and pray at home instead.

A prominent French politician with the virus died, the country’s first death of a senior official.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. But for others, especially older adults and people with existing health problems, the virus can cause more severe illness, including pneumonia, and lead to death.

More than 145,000 people have recovered, according to Johns Hopkins.

President Donald Trump backtracked on a threat to quarantine New York and neighboring states amid criticism and questions about the legality of such a move. But the Centers for Disease Control and Prevention issued a travel advisory urging all residents of New York City and others in New York state, New Jersey and Connecticut to avoid all nonessential travel for 14 days.

Shocking as that is for Americans, that stopped short of the restrictions imposed in Europe or elsewhere. Parisians are fined if they try to leave the city, South Africans can’t even buy liquor, and Serbians are upset over a ban on walking their dogs. In Italy, burials are being held with only one family member.

Some U.S. states began to try to limit exposure from visitors from harder-hit areas. Rhode Island National Guard troops went door to door in coastal communities to find New Yorkers. Florida is setting up checkpoints to screen visitors from Louisiana.

“These are different times. Many people are frightened. Even governments are frightened and suggesting they’ll take abrupt actions against New York,” Cuomo said. “But listen, this is New York and we are going to make it through this.”

As others tightened controls, China continued to ease its restrictions, following the ruling Communist Party’s declaration of victory over the coronavirus. Airline flights from Hubei province at the epicenter of the country’s outbreak resumed Sunday.

NKorea says it conducted successful test of multiple rocket launchers

SEOUL: North Korea’s latest test of super-large multiple rocket launchers a day earlier was a success, state media said on Monday.

North Korea fired what appeared to be two short-range ballistic missiles off its east coast on Sunday, the latest in a flurry of launches that South Korea decried as “inappropriate” amid the coronavirus pandemic.

The North’s official KCNA news agency said the launch was aimed at examining the strategic and technical features of the “super-large multiple rocket launchers,” which has been tested multiple times since last August overseen by leader Kim Jong Un, ahead of deployment.

KCNA did not mention Kim’s attendance at the latest test, led by ruling party vice chairman Ri Pyong Chol and conducted at the Academy of National Defense Science.

“The operational deployment of the weapon system of super-large multiple rocket launchers is a crucial work of very great significance in realising the party’s new strategic intention for national defence,” Ri was quoted as saying during the test, without elaborating.

“The test-fire was conducted successfully,” KCNA added.

It marked the fourth round of tests this month since North Korea staged military drills and resumed missile launches following a three-month break.

The move indicated the progress of Pyongyang’s weapons development while denuclearisation negotiations with the United States remain in limbo.

Lockdown extended till April 7

  • All flights suspended till April 15
  • Jail for hiding exposure to COVID-19 or fleeing quarantine

Kathmandu, March 29

The government today decided to extend the nationwide lockdown till April 7 as the number of COVID-19 cases rose to five since the lockdown was announced on March 23.

A meeting of the Cabinet held in Baluwatar this evening took a decision to this effect.

“The directive issued as per the Infectious Disease Act 1963 has been extended till April 7 midnight,” said Minister of Finance, Communications and Information Technology Yubaraj Khatiwada at a televised press conference after the Cabinet meeting.

On March 23, the government had announced a weeklong nationwide lockdown from March 24 till March 31.

The Cabinet also decided that restriction of people’s movement through international borders on both northern and southern sides would be extended till April 7 midnight. Movement of vehicles carrying goods, however, will continue as usual.

The government formed a ‘Corona 2019 Crisis Management Team’ under the leadership of Deputy Prime Minister and Defence Minister Ishwor Pokhrel. The team will basically ensure implementation of the government’s decision to prevent and control novel coronavirus.

Other members of the team are Home Minister Ram Bahadur Thapa, Health Minister Bhanu Bhakta Dhakal, Finance Minister Khatiwada, Industry and Supplies Minister Lekh Raj Bhatta, Federal Affairs Minister Hridayesh Tripathi and chiefs of security agencies.

The government has decided to extend suspension of incoming international flights till April 15.

A separate meeting of the high-level coordination committee for the prevention and control of novel coronavirus took the decision earlier in the afternoon.

The government had on March 20 decided to halt international flight operations at Tribhuvan International Airport from March 22 to March 31. Domestic flights have remained suspended since the country went for a nationwide complete lockdown on March 24.

The government has also decided to take stern action against those not willing to stay in quarantine, fleeing quarantine or not informing the authorities about their possible exposure to COVID-19. The committee led by Deputy Prime Minister and Defence Minister Ishwor Pokhrel decided that such individuals would be sent to jail and the home ministry would coordinate in this regard.

The government also decided to take security agencies’ help while setting up and operating quarantine facilities across the country.

It was decided to deliver medical equipment received from China, such as personal protective equipment, to the provinces as per their need. Speaking to journalists after the meeting, the committee’s Member Secretary Ram Prasad Bidari said the government received five units of PCR (polymerase chain reaction) machines, which were used for the test of COVID-19 infection.

He said four of the machines would be delivered to Karnali, Sudurpaschim and provinces 1 and 5 immediately. One machine will be kept in Kathmandu and will be sent to places where needed. Testing has already begun in Dharan.

“As we receive more equipment, we’ll deliver it to the provinces,” said Bidari. “The government will also deliver 1,000 units of PPE to each of the seven provinces, besides other equipment and medicines.” The government has also decided to let Nepalis, who are stuck at border points on their way back home, enter Nepal showing their identity cards. However, they will be allowed in on the condition that they compulsorily undergo a 14-day quarantine at the nearest quarantine facility. All their details will also be taken. The exercise will be carried out in coordination with provincial and local governments.

In the case of Nepali students living in foreign countries, parents can send them money from Nepal and Nepal Rastra Bank will make necessary arrangements for the same. “Nepali students have been urged to stay safe wherever they are. They have been requested to return only after the situation becomes normal,” said Bidari.

The government will also seek help from security agencies to ensure smooth supply of food, medicines and daily essentials. “The government will leave no stone unturned to ensure that supply remains smooth,” said Bidari.

Coronavirus deaths fall again in Italy but lockdown extension looms

ROME: The number of deaths from coronavirus in Italy fell for the second consecutive day on Sunday but the country still looked almost certain to see an extension of stringent containment measures.

The Civil Protection department said 756 people had died in the last day, bringing the total to 10,779 – more than a third of all deaths from the virus worldwide.

There were 133 fewer deaths than the 889 deaths reported on Saturday, when the numbers fell from a record high of 919 on Friday.

While the total number of confirmed cases rose to 97,689 on Sunday from a previous 92,472, it was the lowest daily rise in new cases since Wednesday.

But despite hopes by Italian officials that the downward trend would continue, it appeared increasingly likely that restrictions on all but essential activities that were due to expire on Friday would be soon officially extended.

“The measures that were due to expire on April 3 inevitably will be extended,” Regional Affairs Minister Francesco Boccia told Sky TG24 television.

He said the timing would be decided by Prime Minister Giuseppe Conte and the government based on data from the medical and scientific community.

“I think that it would be inappropriate and irresponsible to talk of re-opening (schools and production sites),” Boccia said.

Italian media have reported that the extension could last for a further two weeks until about April 18.

Italy‘s sports minister said on Sunday he would propose banning all sports events, including soccer matches, for the whole of April.

Health Minister Roberto Speranza asked Italians not to let the guard down.

“We would erase all the efforts made so far to rein in contagion. The sacrifices of the last weeks are serious,” he told Corriere della Sera newspaper in an interview published on Sunday.

The daily deaths in the northern region of Lombardy, the area that has borne the brunt of the emergency, were down sharply from Saturday’s tally.

“There isn’t an exponential rise in the data anymore, showing that what has been done is giving results,” said Danilo Cereda, an official from the Lombardy regional government.

But Giulio Gallera, the top health official in the northern region of Lombardy, said Italians had to acknowledge that they would have to live “in a different way in the coming months”.

More than 662,700 people have been infected by the novel coronavirus across the world and 30,751 have died, according to a Reuters tally.

Plane explosion in Philippines kills eight, including two foreigners

MANILA: A medical evacuation plane exploded during take-off in the Philippine capital on Sunday, killing all eight passengers and crew, including an American and a Canadian, officials said.

The plane, owned by a Philippines-registered charter service Lionair, had been bound for Haneda, Japan, but burst into flames at the end of the runway around 8 p.m. (1200 GMT), Manila’s main airport said.

Indonesian carrier Lion Air issued a statement making clear that it is unrelated to Manila-based Lionair.

Video footage showed a huge plume of smoke rising into the night sky as fire crews doused the fuselage with foam.

The twin-jet West Wind 24 plane was carrying three medical personnel, three flight crew, a patient and a companion, Richard Gordon, a senator and head of the Philippine Red Cross, said on Twitter.

“Unfortunately, no passenger survived the accident,” the Manila International Airport Authority (MIAA) said in a statement.

An investigation by the Civil Aeronautics Authority of the Philippines was under way, MIAA said.

The runway has been closed temporarily, affecting an arriving Korean Air flight that was diverted to Clark airport in northern Philippines, said MIAA General Manager Eddie Monreal.

The aim is to reopen the runway about two hours after midnight, he said in a press briefing.

Monreal confirmed that an American national and a Canadian citizen were among those killed, but could not provide further detail. The six others were all Filipinos, he said.
