Indecision on the part of the ruling Nepal Communist Party (NCP) today forced deferral of the meeting of the House of Representatives for the second time, with constitution experts terming the situation a ‘betrayal of the constitution’.

The HoR meeting, slated for tomorrow, was postponed till January 12 after a meeting between NCP Co-chairs KP Sharma Oli and Pushpa Kamala Dahal this morning failed to agree on the election of a new speaker. The post has remained vacant since the arrest of Krishna Bahadur Mahara on the charge of attempt to rape.

Earlier, the meeting was postponed on December 27 until January 1. The Bill Session kicked off on December 20.

With the HoR held hostage to NCP indecision, constitution expert Bhimarjun Acharya blamed the deferral on political parties treating the Parliament and the constitution as their ‘puppets’.

Acharya said the constitution had clearly put in place due procedure on vacating and appointment of speaker and deputy speaker. Once the post falls vacant, it is the House’s fundamental responsibility to make appointment at the earliest possible.

“This is the House’s mandate and power. However, the House has not been allowed to discharge its responsibility because political command has prevailed over the constitution and the Parliament,” Acharya told THT. “This is a betrayal of the constitution.”

Acharya also said the trend would ultimately put the constitution and the system in jeopardy. “The constitution not only has legal authority, but also moral authority,” he said. “The moral authority depends on the conduct of political parties. Here, the parties are treating the constitution and the Parliament as their puppets.”

Moreover, failure to elect a new speaker has affected regular House proceedings. There are more than 40 bills awaiting House approval.

There are also around five crucial bills, including the Police Personnel Adjustment Bill, that have already been approved by the House, but are awaiting the speaker’s certification to be forwarded to the president for authentication.

The House has not been able to conduct regular proceedings on the ground that the constitution does not allow the deputy speaker to discharge speaker’s duties except presiding over the House meetings.

However, constitution expert Bipin Adhikari termed it as ‘conservative interpretation of the constitution’ and said the House should not have been halted just because the speaker’s election is pending.

According to Adhikari, since the constitution allows the deputy speaker to preside over HoR proceedings in the absence of speaker, the incumbent becomes the presiding officer of the House. And as per the House norms and global trend, it is the presiding officer that takes the decision, he added.

Stating that it was not necessary for the constitution or law to mention everything explicitly, Adhikari said the charter allowing the deputy speaker to preside over the HoR proceedings was enough to empower the deputy speaker to discharge the speaker’s duties as the presiding officer of the House.

“The deputy speaker not being allowed to do so means not accepting the incumbent. If so, why do we need a deputy speaker?” questioned Adhikari. “On the one hand, we offer the deputy speaker all the facilities, remuneration and security, and on the other we say the incumbent cannot take decisions. This is not coherent.”

Adhikari argued that since the speaker’s post was not an executive post as the prime minister’s, the incumbent had to agree to what the House decided, there was nothing wrong in the deputy speaker discharging the speaker’s role in the latter’s absence.

Adhikari blamed the conservative interpretation of the constitution on parties’ narrow-minded attitude not to empower the deputy speaker, who, as per the constitutional provision, came from a party other than the ruling party.

NHRC demands justice for farmers

The National Human Rights Commission has written to the Government of Nepal, asking it to provide the rights body with information about the action taken by the Ministry of Agriculture and Livestock Development and Ministry of Industry, Commerce and Supplies for disbursement of subsidy to sugarcane farmers. A press released issued by the NHRC today said it was concerned about the inaction of the government against sugar mill operators who had not cleared dues of the farmers.

Hundreds of sugarcane farmers from Sarlahi, Rautahat and Nawalparasi, have been staging protest in Kathmandu to exert pressure to the government for recovery of their outstanding dues from the sugar mill operators.

NHRC said its team had been holding discussion with the officials of concerned ministries of Province 2, sugarcane farmers and sugar mill owners for justice to the victims.

“The farmers, who are dependent on sugarcane farming, have been denied their fundamental rights to earn and enjoy benefit through investment,” the NHRC said. It reminded the government about the provisions stipulated in the United Nations Guiding Principles on Business and Human Rights-2011, which requires the state to protect farmers from business-related human rights abuse through judicial, administrative, legislative or other appropriate measures and provide the victims access to effective remedy.

According to the guiding principles, unless the state takes appropriate steps to investigate, punish and redress business-related human rights abuses, the state’s duty to protect its citizens can be rendered weak or even meaningless.

The NHRC has urged the government, sugar mills and all concerned parties to resolve the problem facing the sugarcane farmers and protect their fundamental and human rights.

World welcomes 2020, but celebrations shadowed by wildfires, protests, Korea tensions

SYDNEY/HONG KONG/LONDON: The world celebrated the New Year on Wednesday with fireworks displays from Sydney to London, although celebrations were clouded by deadly wildfires in Australia, protests in Hong Kong and India and new nuclear tensions with North Korea.

Large crowds gathered in European capitals for spectacular fireworks displays that lit up the skies over landmarks like Big Ben in London, the Arc de Triomphe in Paris, the Parthenon in Athens and the Kremlin in Moscow.

In Australia, a million revellers thronged Sydney harbour and nearby districts to watch more than 100,000 fireworks explode above the city, even as thousands of people along the country’s eastern seaboard sought refuge from the bushfires on beaches.

Thousands in Hong Kong welcomed 2020 on neon-lit promenades in the picturesque Victoria Harbour, breaking into pro-democracy chants shortly after the countdown to midnight.

Hong Kong authorities cancelled the main midnight fireworks display for the first time in a decade, citing security concerns. A “Symphony of Lights” took place instead, involving projections on the city’s tallest skyscrapers, while smaller-scale pyrotechnics were launched from waterfront rooftops.

Sydney decided to press ahead with its fireworks despite calls by some members of the public for the display to be cancelled in solidarity with fire-hit areas in New South Wales, of which the city is the capital.

Sydney Mayor Clover Moore said planning had begun 15 months ago and that the event also gave a boost to the economy.

Some towns in eastern Australia cancelled their New Year’s celebrations as naval vessels and military helicopters helped firefighters rescue people fleeing the fires, which have turned swathes of New South Wales into a raging furnace.

The fires have killed at least 11 people since October, two of them overnight into Tuesday, destroyed more than 4 million hectares (10 million acres) and left many towns and rural areas without electricity or mobile coverage.

Elsewhere, revellers from Auckland, New Zealand, to Pyongyang, the capital of isolated North Korea, welcomed the new year with fireworks displays.

But amid the celebrations of a new year and decade, old tensions threatened to flare up. North Korean leader Kim Jong Un said on Wednesday his country would keep developing nuclear programmes and introduce a “new strategic weapon” in the near future, after the United States missed a year-end deadline to restart denuclearisation talks.

PROTESTS, BREXIT

In Hong Kong, rocked by months of sometimes violent pro-democracy demonstrations, protesters were urged to wear masks at a New Year rally called “Don’t forget 2019 – Persist in 2020,” according to social media posts.

Some 6,000 police were deployed and Hong Kong’s chief executive, Carrie Lam, appealed for calm and reconciliation in her New Year’s Eve video message.

The protests began in June in response to a now-withdrawn bill that would have allowed extraditions to mainland China, where courts are controlled by the Communist Party, and have evolved into a broader pro-democracy movement.

Thousands of Indians ushered in the year by demonstrating against a citizenship law they say will discriminate against Muslims and chip away at India’s secular constitution.

The demonstrations came despite Prime Minister Narendra Modi’s attempts to dampen protests that have run for nearly three weeks.

Irshad Alam, a 25-year-old resident of the Shaheen Bagh area of New Delhi, stood with his 1-year-old child in his arms and his wife by his side. He said he had been participating in the protest every day.

“It’s freezing here,” he said. “But we are still here because we care about this movement.”

More than three years after the UK voted to leave the European Union, British Prime Minister Boris Johnson, fresh from winning a parliamentary majority in last month’s election, promised in his New Year’s message to “get Brexit done before the end of this month.”

“As we say goodbye to 2019, we can also turn the page on the division, rancour and uncertainty which has dominated public life and held us back for far too long,” Johnson added.

In New York, large crowds were gathering ahead of the annual New Year’s Eve ball drop over Times Square.

Admission delays force Nepalis to study abroad

Kathmandu, December 30

Delay in admission for MBBS and BDS courses in Nepal is forcing students to go abroad to study. This year over 700 students have gone abroad to study MBBS and BDS as Nepali medical institutions, which were supposed to finish enrolment process by October, did not do so.

Educationists and students say the number of Nepali students going abroad to study MBBS and BDS is likely to increase this year. According to a report of Nepal Medical Council, only 478 students had gone abroad in 2016 and the number didn’t exceed 500 in 2017 and 2018.

“More students are going abroad for medical education this year, as there has been a delay in admissions for medical studies,” an NMC member told THT on the condition of anonymity.

The authorities, however, said the admissions were likely to start soon. “Open house counselling for students will start next week. Admissions will be done immediately after completion of counselling,” said Dr Shree Krishna Giri, vice-chair of Medical Education Commission.

A student is normally given 35 days for admission after the open house counselling. “It took some time to decide on scholarships as provision of 75 per cent scholarships for medical students was included this year,” said Dr Giri.

The students who have passed their medical entrance tests have gone to Bangladesh, China, Pakistan, Philippines and many other countries for their medical studies, according to Nepal Medical Council.

Aagya Shree Aryal, a student who has passed her entrance tests opted to go to Bangladesh for her medical studies after admissions didn’t begin in Nepal.

“Instead of sitting here and waiting, I am going to Bangladesh. Even if I wait here, enrolment in a good college is not guaranteed. Deadline for admissions abroad will be over if I wait more,” Aryal said.

Many Nepali students who drop out after Plus Two to prepare for medical entrance tests do not want to wait more for fear of losing another academic year.

Since the admissions have not started yet, many students fear that they could lose another academic year.

A student who is going to Bangladesh this week told THT, “I have already spent a year for MBBS entrance examination. I don’t want to wait for another year.”

Another student said, “It is risky to stay here as you are unsure of getting admission quickly. I am already behind by one year, I don’t want to miss another year. Everything is so uncertain here. Even if I wait I can’t say what will happen tomorrow,” she said.

Even foreigners who have applied for admission in Nepali medical colleges share the same fate.

“It is stressful to live in such a condition when one can’t be sure of his/her studies. Being an Indian national I can apply in Indian medical colleges. Since I cleared the test here I am waiting for the admission here. I am in a dilemma whether I should go to India or keep waiting here,” said Tejal Kore, an Indian student.

For students who have decided to stay here they too feel that a lot of time has been wasted.

“A delay in admission will affect the completion of our courses on time. It adversely impacts our career later,” said another student.

Controversial Mane goal gets Liverpool past battling Wolves

LIVERPOOL: A controversial Sadio Mane goal was enough for Premier League leaders Liverpool to secure a nervy 1-0 victory over Wolverhampton Wanderers and open up a 13-point cushion over their nearest challengers on Sunday.

Mane, in his 150th game for the club, netted three minutes before the break only for Adam Lallana to be penalised for handball in the build-up. However, a lengthy VAR review deemed the ball hit the midfielder’s shoulder and the goal stood.

Victory means Liverpool have become only the third team to go unbeaten in 50 consecutive home games in the English top flight, while they also closed out 2019 unbeaten at Anfield in all competitions for the fifth time in their history.

Liverpool have 55 points from 19 games, while Wolves are seventh in the table five points behind Chelsea in fourth.

Wolves, who had lost 15 of their previous 17 league visits to Anfield, made four changes from the side that stunned Manchester City 3-2 less than 48 hours previously.

They were the better side for large parts of the contest and might have taken something from the game had Joao Moutinho and Romain Saiss not blasted over presentable opportunities late on.

Liverpool, sporting gold World Champions badges on their shirts after their Club World Cup triumph, were rarely at their brilliant best but showed once again that they appear to have the mettle to claim a first domestic league title in 30 years.

The only goal of the game caused a flurry of controversy.

Referee Anthony Taylor had blown for handball as Lallana brought down Virgil van Dijk’s long ball before Mane swept in a half-volley. A lengthy VAR stoppage ensued before the decision was overturned much to the fury of the Wolves players and bench.

The visitors were then left seething when denied an immediate riposte after Pedro Neto’s effort was disallowed – again following a VAR review – following the most marginal of offside decisions against Jonny Otto.

Wolves coach Nuno Espirito Santo was booked in the aftermath after protesting with fourth official Mike Dean, but following the match he refused to be drawn into a discussion on VAR.

“These decisions are being taken by a referee miles away and he doesn’t have the feel for the game,” he said.

“What we don’t want is (what happened), to come to Anfield, Liverpool, a fantastic team, fantastic fans, fantastic stadium and we are left celebrating a non-goal.

“We had to manage our players. We played 45 hours ago, the way the players coped, a lot of them played 90 minutes in both, it’s amazing and it tells you a lot about their character.”

Call Province 3 Bagmati, moots NCP

Kathmandu, December 29

A meeting of the central secretariat of the ruling Nepal Communist Party (NCP) today decided to propose to the NCP-led Province 3 government to carry forward the process of naming the province Bagmati and designating Hetauda as its permanent headquarters.

Talking to THT, former prime minister and NCP secretariat member Jhalanath Khanal confirmed the decision.

The NCP decision comes amid differing opinions among NCP’s Province 3 lawmakers regarding the provincial headquarters, although the name of the province is ‘not that debatable’. NCP Province 3 lawmakers are divided between Dhulikhel and Hetauda as province HQ.

While some Province 3 lawmakers, including Chief Minister Dormani Poudel, have long been lobbying for Hetauda as the provincial headquarters, others have opposed the idea stating that Hetauda’s location is inconvenient. This is also one of the main reasons for the delay in convening the winter session of the provincial assembly.

Province 3 Minister of Internal Affairs and Law Shalik Ram Jammarkattel said the province’s failure to get a permanent headquarters and name even after two years of the assembly election was due to lack of uniformity in views among the NCP’s provincial lawmakers.

“It has become a contentious issue, with majority of lawmakers in favour of Dhulikhel as permanent headquarters,” Jammarkattel told THT. “Let’s see how the party’s decision will help bring uniformity in the views of provincial lawmakers,” Jammarkattel told THT.

However, provincial lawmakers representing both ruling and opposition parties criticised the NCP decision, terming it ‘encroachment upon sovereignty of the provincial assembly’. They said the party leadership could not impose its decision about something that was to be decided by two-thirds majority of the provincial assembly as per the constitutional provision.

Although the NCP has two-thirds majority in Province 3 assembly (80 out of 110 seats), the indecision is because of differing opinions among the ruling party lawmakers.

NCP Province 3 lawmaker Ratna Prasad Dhakal said the party’s decision was not only against the conditional provision, but would also have negative effect on the implementation of federalism. “This is not something that parties decide, it’s the sovereign provincial assembly that decides,” Dhakal told THT.

He added that they would not agree to whatever the party decided at the centre. “The decision should be taken following due process — voting in the provincial assembly. The permanent headquarters will be decided by two-thirds lawmakers,” said Dhakal.

Nepali Congress parliamentary party of the provincial assembly has decided not to issue whip on the issue, as it was something to be decided by the people’s representatives respecting the people’s aspirations, according to NC Whip Tsering Dorje Lama.

He said the NC parliamentary party had decided that they would agree to whatever the people’s representatives decided rising above partisan interests. “However, the ruling party deciding at the centre about the province’s name and headquarters means controlling provincial lawmakers,” Lama told THT. “No matter what our personal views are, the provincial assembly must be independent and it should be the one that decides.”

HoR panel passes ‘restrictive’ IT Bill

The Development and Technology Committee of the House of Representatives today passed the Information Technology Bill ignoring the opposition of Nepali Congress lawmakers in the panel. The bill proposes severe penalty for offence against state and computer hacking.

The bill also provisions a fine not exceeding  Rs 1.5 million or jail term not exceeding five years, or both, for posting content on social networking sites that may pose a threat to the country’s sovereignty, security, unity or harmony. The committee proposed to impose a fine of up to Rs 50,000 or six months jail term or both on those found guilty of cyber bullying. The original bill had proposed to punish people guilty of cyber bullying with a fine not exceeding Rs 1 million or jail term not exceeding five years or both.

The original bill had only stated that those found guilty of the above mentioned crimes shall be prosecuted under offence against state laws.

For those responsible for deleting or interfering with information stored in somebody’s computer, the committee proposed to increase the jail term from one year to three years.

NC lawmaker Ram Bahadur Bista said his party lawmakers wanted amendment to clauses of the bill that unreasonably curtailed people’s freedom of expression but the committee passed the bill ignoring the opposition lawmakers’ voice. “We are preparing to fight against the restrictive provisions of the bill in the full House,” he said.

Bista said the bill was bad for democracy as it proposed stiff penalty for cyber bullying and dissent expressed on social networking sites.

He added that the bill was against the spirit of the constitution as it curtailed the fundamental right of the people to freedom of expression and opinion.

The bill makes it mandatory for social networking sites to register with the Department of Information.

Executive Director of Freedom Forum Taranath Dahal said although the parliamentary panel put the bill on hold for four-five years taking suggestions from stakeholders, no substantial change was made in the bill when it was finally passed today. Dahal said there were 10-12 clauses that curtailed people’s freedom of expression but instead of removing the restrictive provisions, the committee increased punishment for some offences.

“What is worrying is that this bill criminalises electronic communication. This means if a person’s message communicated through email violates the provision of the bill, then the
person can be punished under this bill,” he said.

He added that the parliamentary panel’s decision might have been influenced by the government which wanted to bring restrictive bills one after another. “My fear is that the ruling party will move other restrictive bills forward and try to pass those bills soon,” he added.

Dahal said the IT bill would give unfair advantage to the government to silence those who used social networking sites to express their dissatisfaction.

Chelsea earn late comeback win over Arsenal after Leno blunder

LONDON: Chelsea produced a stunning late comeback to beat Arsenal 2-1 in the Premier League on Sunday, consigning Mikel Arteta to defeat on his home debut as coach of the north London side.

Pierre-Emerick Aubameyang gave the hosts the lead in the 13th minute but Arsenal goalkeeper Bernd Leno’s howler handed Jorginho an equaliser on a plate after 83 minutes.

Four minutes later, Tammy Abraham settled a bad-tempered London derby when he turned in the box and drilled through the hapless Leno’s legs.

Arsenal, 12th, started with great intensity, forcing Frank Lampard’s tired-looking Chelsea back, until Aubameyang broke the deadlock after 13 minutes with an acrobatic header.

Lampard brought on Jorginho after 34 minutes and changed from a 3-4-3 formation to 4-3-3, as he did on Boxing Day against Southampton, and it helped the visitors find a foothold at a fired-up Emirates Stadium.

Fourth-place Chelsea, who lost five of their previous seven league games, had the better of the second half and when Leno blundered they quickly turned the screw to leave Arteta still hunting for his first win, following a draw at Bournemouth.

After Aubameyang’s opener, Alexandre Lacazette came close to adding a second but N’Golo Kante made a vital interception in front of goal.

The hosts showed more spark than in recent weeks but could not capitalise and Jorginho’s presence helped Chelsea turn the game around after the break.

“I give credit to the boys, credit to Jorginho,” said Chelsea striker Abraham. “In the first 30 minutes they dominated the ball… then this man (Jorginho) comes on and it’s a whole different ball game. Him coming on lifted us as a team.”

Abraham saw one effort blocked and another saved by Leno in the second half, while Arsenal substitute Joe Willock fired narrowly wide.

Arsenal complained when Jorginho, already booked, brought down Lucas Torreira, but referee Craig Pawson did not issue a second yellow card.

Then with the clock ticking down Leno missed his punch as he tried to reach Mason Mount’s free kick, allowing Jorginho a simple tap-in at the far post.

Abraham and Willian broke at lightning pace and combined for the English striker to net the second against a shell-shocked Arsenal, his 12th league goal of the campaign.

For the first time since 1959, Arsenal suffered a fourth consecutive home defeat, across all competitions.

“I’m really disappointed with the result and the way we conceded the goals and the timing of it as well,” said Arteta.

“I’m pleased with a lot of things we trained on and saw in the game, but disappointed with the result. We have to move on.”

Nepal’s mountain guides demand social security

KATHMANDU: Nepali mountain guides have asked the government to ensure social security for them.

As the mountain guides are the backbone of the climbing industry, the government must work for the betterment of their profession, the guides said, while marking the 14th National Mountain Guide Day here today.

President of Nepal National Mountain Guide Association Ang Norbu Sherpa said that mountain guides are often low-paid and there is no guarantee of social security. “The guides always risk their lives to support the expedition members on different mountains so their contribution to the climbing industry must be honoured,” he added.

Mountain guides worked for the welfare and safety of climbing members but the concerned stakeholders have not increased their investment in them, he said.

On the occasion,  NNMGA also awarded certificates to five new IFMGA mountain guides and four aspirant guides who successfully completed the 11th batch of NNMGA course in 2019.

Secretary at the Ministry of Culture, Tourism and Civil Aviation Kedar Bahadur Adhikari, Director General at the Department of Tourism Dandu Raj Ghimire and NNMGA President Sherpa jointly also awarded certificates to 11 guides who completed the level IV of the National Skill Testing Board exams under CTEVT.

“The NNMGA is committed to providing necessary trainings to produce trained manpower, provide quality service and minimise risks relating to mountaineering,” Sherpa said.

NNMGA has also inked a memorandum of understanding with Nepal Mountaineering Association for five years to jointly conduct mountain and aspirant guides training courses, he added.

According to him, Aspirant Guide Course, which consists of three components spread over a span of 10 months, incorporates a total of 47 training days. It is the first step to pursue advanced International Mountain Guide – IFMGA.

After completing two years in the guiding field, aspirant guides can take IFMGA exam by fulfilling additional criteria. Two trekking peak ascents, one expedition style ascent with at least two camps in altitude and eight days of ascents (without clients) on all type of terrain are other criteria for aspirant guides to take part in IFMGA course.

NNMGA had launched aspirant guide training in 2007 while the first batch of international mountain guide graduated in 2009. NNMGA graduates were highly capable of providing safe and quality guide services in climbing and mountaineering activities, NMA President Santa Bir Lama said.

According to Sobit Kuwar, Chief Administrative Officer at NNMGA, there are now 63 IFMGA-accredited Nepali mountain guides in the country while NNMGA has eight more trained aspirant mountain guides who are working in the field of mountaineering till date.

One dead, more than 2,500 evacuated as Cyclone Sarai lashes Fiji

MELBOURNE: One person was killed in Fiji and one is missing as tropical cyclone Sarai battered the South Pacific nation with strong wind and heavy rain, authorities said on Sunday.

The Fiji National Disaster Management Office said one person was in intensive care and more than 2,500 people had moved to 70 evacuation centres.

The category two tropical cyclone is not expected to make landfall in Fiji, though its weather service has issued storm and flood warnings for parts of the country.

“Close to its centre the cyclone is expected to have average winds of up to 110km/hr with momentary gusts to 150km/hr,” the Fiji Meteorological Service said in a statement.

Cyclone Sarai is moving east at nearly 10 kmh (6 mph) and is expected to move into Tongan waters on Tuesday.

Tonga’s Meteorological Service has issued a heavy rain and flash flood warning for the entire country.

Paudel faction rejects decision to extend leadership’s tenure

Kathmandu, December 28

The rival faction of the Nepali Congress led by Ramchandra Paudel organised a press conference today saying it would not accept the establishment faction’s decision to extend the tenure of the party’s leadership by one year.

A meeting of the NC’s Central Working Committee, which the Paudel faction boycotted, had decided yesterday to extend the tenure of the current leadership by one year from 3 March 2020 when the tenure of office bearers would end.

NC CWC had yesterday prepared the calendar of events for the next national convention proposing to hold it from February 19 to 22 in 2021. Paudel said his faction wanted the party to hold its next national convention by mid-December next year, not beyond that.

Flanked by party General Secretary Shashank Koirala and another leader Prakash Man Singh, Paudel said while his party opposed the Nepal Communist Party (NCP)-led government’s unilateral move of making appointments in constitutional bodies in the name of majority, it was now witnessing a similar practice within the party as party President Sher Bahadur Deuba had unilaterally decided to extend his tenure and prepare the calendar of events for the next National Convention.

Paudel said he would not accept the CWC’s decision extending the tenure of party office bearers and Deuba had to correct the decision. Deuba’s decision to extend his tenure is against the spirit of the party’s statute, its tradition and democratic norms, Paudel argued.

Asked what he would do if the party president did not correct the decision as per his faction’s demand, Paudel said his faction would consult all the cadres of the party and party wings on the next course of action. He said the establishment faction had amended the party’s statute to give active membership to party cadres immediately. “We are seriously concerned about the party’s decision to amend sensitive clauses of the party’s statute,” he added.

Paudel said Deuba’s decision had invited crisis in the NC, which was supposed to fight unitedly against the ‘undemocratic’ moves of the incumbent government.

Paudel said the CWC’s decision to increase the party’s departments from 28 to 47 was also wrong. It is a norm in democracy to avoid making new appointments during elections, but the establishment faction had decided to make appointments in the party’s departments soon, he argued.

Paudel said the establishment faction had failed to resolve the problems facing the NC’s student wing —Nepal Students Union.

Party General Secretary Shashank Koirala also opposed the establishment faction’s decision to extend the tenure saying the party’s decision failed to unite the party and had given rise to factionalism. “NC is plagued by factionalism. Man United up to fifth with 2-0 win at Burnley

BURNLEY: Manchester United climbed to fifth place in the Premier League after goals from Anthony Martial and Marcus Rashford gave them a 2-0 win at Burnley on Saturday which leaves them a point outside the Champions League spots.

For all the question marks over Ole Gunnar Solskjaer and his side, United head into the New Year battling for a top-four place thanks in part to rivals’ inconsistency but also due to the emergence of Martial and Rashford as real attacking threats.

The win also ended a run of 14 matches without a clean sheet for United and was their first away since February, although Burnley’s shot-shy attack certainly made that task easier.

United’s midfield was weakened by the absence of midfielder Paul Pogba, still in recovery phase and rested after two recent substitute appearances, and Scott McTominay who Solskjaer says faces up to four weeks out with a knee injury.

The Norwegian coach was forced to hand a rare start to Nemanja Matic and, despite the absentees, United had little trouble gaining the upper hand against a cautious Burnley.

Rashford forced goalkeeper Nick Pope into action with a long-range free-kick and then hit the post at the end of a swift break while Martial had a shot cleared off the line by Phil Bardsley in the 33rd minute.

The French forward got the breakthrough a minute before halftime with a simple finish after Andreas Pereira robbed defender Charlie Taylor and slipped the ball across to Martial.

Sean Dyche’s Burnley side struggled to create any openings but were more positive after the break and David de Gea had to pull off a fine save in the 68th minute to keep out a low drive from Bardsley.

But after a spell of late pressure from the hosts, United wrapped up the win in stoppage time with Dan James breaking and finding Rashford, who rounded Pope and slotted home.

United end the year with back-to-back wins, following a 4-1 victory over Newcastle United on Boxing Day and the concerns raised by Solskjaer after the recent loss at Watford seem to have had the desired impact.

“We want to get (in the top four) and we’re not far away. We did (challenge) towards the end of last season as well, we were close to the top four, but then we dropped off,” he said.

“Now they’ve responded to the defeat against Watford, I put a challenge to them and they’ve put my words to shame so I’m very happy with them”.

Rashford is developing an impressive understanding with Martial and took time to praise the Frenchman, who scored twice in the win over Newcastle.

“He was brilliant again today. For a forward, there’s nothing better than scoring goals. Hopefully, it keeps his confidence high and this can continue until the end of the season,” he said.

NC extends Deuba’s tenure as party prez

Kathmandu, December 27

The establishment faction of the Nepali Congress today decided to extend the tenure of the current leadership by one year. The tenure of Sher Bahadur Deuba’s leadership was to end on March 3.

The rival faction led by senior NC leader Ramchandra Paudel, which had boycotted today’s central working committee meeting, refused to accept the party’s decision. Paudel told THT that Deuba had put the party into crisis by unfairly extending his tenure. “We’ll not accept this decision. We are going to organise a press conference tomorrow to tell the public what we think about today’s decision.”

He said he was surprised by the party’s decision as party leadership had assured him that everything would be on the basis of consensus.

NC issued a press release stating that the decision to extend the tenure of the current leadership was taken as preparation for the next national convention would take time.   The party also termed the situation extra-ordinary to justify the extension of the tenure of current leadership. The party added that preparation for the next national convention should be done as per the new structure of the party.

The party also decided to endorse the Tarun Dal’s decision to extend the tenure of the office bearers for six months. The Tarun Dal had recently taken a decision to extend its tenure for six months. Deuba will issue directives to Tarun Dal to hold its convention within six months.

The CWC also decided to increase the number of party’s departments to 47 which was opposed by the Paudel faction. The NC stated that office bearers of the party’s departments would be appointed soon.

The Parliament Secretariat postponed the second meeting of the House of Representatives scheduled for today till January 1 as Prime Minister KP Sharma Oli and Co-chair of the ruling Nepal Communist Party (NCP) Pushpa Kamal Dahal failed to pick their common candidate for the speaker.

The post of speaker remains vacant after Krishna Bahadur Mahara resigned from the post after he was accused of attempting to rape a female staffer of the Parliament Secretariat. Mahara is in judicial custody.

Spokesperson for the Parliament Secretariat Dasharath Dhamala said the secretariat postponed the House meeting till January 1 as the ruling NCP demanded more time for picking its candidate for the speaker.

Dhamala said the next meeting of the HoR would publish the timetable for speaker election which will end in two days. The Parliament Secretariat will give one day to the members of the HoR to file their nominations for speaker and another to elect the new speaker.

Dahal wants somebody from the former CPN-MC faction to become the new speaker, according to a source close to Dahal. The source said although former Maoist leaders Agni Prasad Sapkota, Dev Prasad Gurung and Pampha Bhusal had shown keen interest for the post of speaker, there would be no dissent within the former Maoist camp if Dahal chose any leader from his camp.  “Dahal’s nomination will not be opposed by anybody within the former Maoist camp,” the source said.

The source added that there was lack of unanimity among former UML leaders about who should be their candidate for the speaker. Prime Minister KP Sharma Oli, however, wants Subas Chandra Nembang to become the speaker again. The source said that Dahal, who was supposed to hold formal talks with Oli yesterday about  the party’s candidate for the speaker,  could not do so as he did not return to the capital from Chitwan for some reasons.

Dahal returned to Kathmandu today but could not hold talks with Oli again as the PM underwent dialysis.

Asked why the ruling NCP was taking time to pick its candidate for the speaker, a senior leader close to Oli said the two leaders also had to decide which party the ruling NCP should support for the post of deputy speaker. Deputy Speaker Shiva Maya Tumbahamphe, who represented the former CPN-UML at the time of filing her candidacy, will have to resign if the NCP fielded its candidate for speaker as the constitution stipulates that the posts of speaker and deputy speaker should go to two different parties and genders.

Tumbahamphe could not be contacted for comments.

As NCP commands nearly two-thirds majority in the House of Representatives, it can easily ensure victory of its candidate for speaker.

Nembang, who is former speaker, told THT that the parties should go for a candidate who could effectively run the House as the implementation of the constitution entered the final phase.
