9 killed, 3 injured in South Dakota plane crash: Authorities

CHAMBERLAIN: Authorities say nine people have been killed after a plane crashed in South Dakota.

Peter Knudson with the National Transportation Safety Board tells The Associated Press 12 people were aboard the Pilatus PC-12 when it crashed about 12:30 pm Saturday, shortly after taking off from Chamberlain, about 140 miles (225.3 kilometres) west of Sioux Falls.

Knudson says nine people were killed and three were injured. The single-engine plane was bound for Idaho Falls, Idaho.

Media reports say Chamberlain and central south-central South Dakota were under a winter storm warning at the time of the crash.

Knudson says weather will be among several factors NTSB investigators will review, but no cause has yet been determined. He says inclement weather is making travel to the site difficult.

No further information was immediately available.

Urine samples taken for doping test to be sent to Doha

Kathmandu, November 30

The players participating in the 13th South Asian Games are prone to injuries, muscular skeletal problems, respiratory illnesses and diarrhoea, according to doctors.

“The players are also likely to suffer from respiratory illnesses. As the weather in Kathmandu is changing it will have adverse impact on players’ heath. There is warm temperature during the afternoon but the temperature drops in the evening. Such change in weather can lead to common cold,” said Dr Ajaya Rana, coordinator of the Health Committee at the 13th South Asian Games.

“The players are at risk of suffering from injuries, sprain, fractures, cramps and similar muscular skeletal health problems,” said Dr Rana.

To provide medical support to players, a total of 350 health practitioners, including doctors, physiotherapists, health assistants and nurses, are on standby. Likewise, a total of 37 hospitals, both private and government, in Kathmandu are  ready for emergency situation.

“We have a medical team with an ambulance at the sporting venues. Mobile medical teams will be on duty for medical treatment of players at sporting venues and hotels where the players are staying. The main medical centre was set up at Dasharath Stadium two weeks ago,” added Rana.

Also a mass management disaster team has been formed under the coordination of Health Emergency Operation Centre of the Ministry of Health and Population for medical intervention in emergency situation.

“Taking care of players health is our top priority. It is our ethical and professional duty. The medical team will intervene when the referee calls for help or it can even intervene without a call from the referee when there is suspicion of sudden cardiac arrest of the player/s. It is necessary to intervene in such situation as there is very less time to save the player’s life,” added Rana.

Besides medical check-up, players will have to make themselves available for doping test. The urine samples will be sent to Anti-doping Lab Qatar, Doha.

“We don’t have such a laboratory here in Nepal for anti-doping tests. The laboratory needs to be accredited by World Anti-doping Agency,” said Dr Saroj Krishna Shrestha, anti-doping chief at SAG.

There are only 31 laboratories accredited by the World Anti-doping Agency to conduct human doping control sample analysis across the world.

Everyone, including gold medallists, silver or bronze medallists or anyone who has lost the game will have to take doping test. “These tests could be done at anytime and anywhere without prior information to the players,” said Dr Shrestha.

The players usually take steroids to enhance their performance, increase their muscle masses.

Urine is collected as test sample. These samples will be sent to Doha and the reports will be available after 10 days. “We are not collecting blood samples as they need to be tested within 24 hours which is not possible for us,” said Dr Shrestha.

The anti-doping committee will conduct anti-doping test on at least 150 players.

There are 12 Nepali doping experts along with doping experts from Maldives, Bangaladesh and Sri Lanka, Bhutan. The team also includes 22 trained chaperones and 46 volunteers.

Sugarcane famers to get subsidy

Kathmandu, November 30

Ministry of Agriculture and Livestock Development has enforced a new Sugarcane Subsidy Manual, which makes it mandatory for sugarcane farmers to register at the local level.

The manual states that the government will provide subsidy to sugarcane farmers from fiscal 2020-21 on the basis of Scheudle-1, which will contain details of farmers, area of cultivated land, plot numbers and boundaries of sugarcane land.

The manual also states that sugar mills will have to update details of farmers, cultivated land, land plots, land ownership, contract papers and other evidences. The government will fix minimum support price on the basis of domestic cultivation, cost of production and international market.

Kanchanpur sugarcane farmers harvest crops

Sugarcane farmers have to register at the local level by mid-May. The rule will come into effect from fiscal 2020-21. Local levels will publish details of registered farmers by mid-September and send them to the ministries concerned. Government subsidy will be based on details provided by local levels.

Sugar mills must also update details of purchased sugarcane, farmers’ names, addresses and bank accounts during the crushing season along with farmers’ land ownership certificates with plot number clearly mentioned. Farmers who have leased others’ land will have to show contract papers with all the details. For those who don’t own land or don’t have contract papers, the local levels will keep details of cultivated area, quantity of sugarcane produced and details of the four corners.

As per the manual, farmers will receive government subsidy directly in their bank accounts. Mill owners will also have to pay farmers through the latter’s bank account. The government will provide subsidy only to those who use the type of sugarcane the government recommends.

The CDO-led committee shall penalise sugar mills if they provide false details of sugarcane cultivation. The committee shall also recoup double amount of embezzled subsidy from mill owners.

Chair of Sugarcane Farmers Association of Nepal Raj Kumar Upreti said certain provisions should not apply to farmers who cultivated sugarcane two years ago and sold it last year. He said CDOs were making things difficult by seeking documents even for sugarcane sold last year. “Sugarcane farmers who   make profit only from government subsidy have not received subsidy for the product sold last year,” Upreti said and added that the ministry concerned should issue a circular to all CDOs telling them that farmers should not require all the documents for products sold in the previous years.

Contempt case filed against govt bodies for not following SC order

Kathmandu, November 30

A contempt of court was filed at the Supreme Court yesterday against government bodies for failing to abide by the court’s order to remove hoarding boards, advertising posters, flexes, and pamphlets that have caused visual pollution in the city.

The contempt of court case was filed against nine government bodies after the authorities failed to take initiative to control visual pollution as per the order issued by the SC on 2 September 2015.

A division bench of chief justice Kalyan Shrestha and justice Om Prakash Mishra had ordered nine government bodies and their authorities to immediately start working to control visual pollution inside Kathmandu Metropolitan City.

The court had asked the authorites to remove hoardings, sign boards from the rooftops in Kathmandu metropolis. It had also asked the government bodies to cooperate with environmentalists and stakeholders to remove the haphazardly pasted pamphlets and posters on the walls and utility poles.

The contempt of court complaint was filed against Minister of Home Affairs Ram Bahadur Thapa, Mayor of Kathmandu Metropolitan City Bidhya Sundar Shakya, Minister of Forest and Environment Shakti Bahadur Basnet, Minister of Urban Development Mohammad Istiyak Rai, Minister of Federal Affairs and General Administration Hridayesh Tripathi and Kathmandu Chief District Officer Janak Raj Dahal, among others.

Advocate Padam Bahadur Shrestha, who had filed the contempt of court complaint, said he was forced to do so after the government offices concerned did not abide by the SC’s order.

Judgment Execution Directorate had written five letters to all nine government bodies in the last five years to act as per the SC’s order. “But the government agencies concerned turned a deaf ear to the SC’s order, following which I had to file the case  against the head of nine government bodies,” he added.

Petitioner Shrestha has demanded one-year jail term and a fine up to Rs 10,000 against them, as per the Administration of Justice Act, 2017.

65.43 per cent votes cast in by-elections

Kathmandu, November 30

The Election Commission conducted by-elections in 37 districts for various posts today.

Chief Election Commissioner Dinesh Kumar Thapaliya said that except for some sporadic incidents, polls were peaceful in all 537 polling centres of 37 districts.

Of the 454,114 voters, only 297,137 — 65.43 per cent — cast their votes. “We had expected 70 per cent votes to be cast at least in one parliamentary constituency and three provincial assembly constituencies but the preliminary report shows only 65.43 per cent,” Thapaliya added. Thawang area of Rolpa district witnessed only 16.4 per cent turnout, the lowest. The highest turnout was recorded in the by-election for vice-chair in Kharpunath Rural Municipality of Humla district.

In the by-polls held for Kaski parliamentary Constituency 2, only 65 per cent cast votes. Voter turnout for provincial assembly constituency in Bhaktapur, Baglung and Dang was 70 per cent, 61 per cent and 67 per cent respectively. Thapaliya said the EC expected all ballot boxes to be assembled at the chief returning officers’ offices in the districts by 11:00pm today and vote counting to begin in all places where by-polls were held tonight. “I expect 50 per cent poll results to be out within 12 hours,” he said, adding that poll staffers had taken care of the needs of all categories of voters — the elderly, differently-abled, the pregnant and those mourning the death of their kin.

Biruwa Dhanuk, 99 of Baitadi Puchaudi Higher Secondary polling centre was the oldest voter in today’s by-polls.

As many as 337 candidates, including 253 from political parties and 84 independents, contested the by-elections for 52 vacant posts. Of the total 337 candidates, 253 were men and 84 were women. The vacant posts included one member of the House of Representatives, three provincial assembly members and 48 chiefs, deputy chiefs and ward chairs of local levels.

Eleven parties contested the HoR election, 15 contested PA elections and 20 parties contested local-level elections.

13th South Asian Games kicks off today

Kathmandu, November 30

The 13th edition of South Asian Games will officially kick off tomorrow after the opening ceremony at Dasharath Stadium.

President Bidhya Devi Bhandari will declare the Games open at the three-hour programme, which will showcase the rich culture and diversity of Nepal at the newly reconstructed stadium.

Nepal is hosting the regional sporting extravaganza for the third time from December 1 to 10 in Kathmandu, Pokhara and Janakpur. Nepal is the birthplace of the regional meet. It started under the banner of South Asian Federation Games in 1984 and returned for the second time in 1999.

According to the Secretary of Ceremony Committee Kul Bahadur Gurung, around 8,000 artistes and performers will light up the stadium in the opening ceremony, which will begin with a three-minute laser light presentation on the 13th SA Games. Athletes and officials will then take part in a march-past with Olympian weightlifter Kamal Bahadur Adhikari bearing the national flag of Nepal.

After two-minutes of torch relay, SAOC flag will be taken to the march-past before it is hoisted. Four-time South Asian gold medallist and Olympian taekwondo athlete Deepak Bista will light the flame after a torch relay from Olympians Baikuntha Manandhar, Rajendra Bhandari, Nayana Shakya, Umesh Maskey and Debu Thapa.

Taekwondo player Ayasha Shakya will then take oath on behalf of athletes, while international badminton referee Deepak Thapa will do so on behalf of all the judges and referees. The opening ceremony will also feature SA Games song from renowned singers Kunti Moktan, Ananda Karki, Satya Raj Acharya and Indira Joshi among others, while Nepal APF performers will display the names of the seven participating nations through mass callisthenics.

Apart from using lights and digital display, the Ceremony Committee will also display a show of drones over the stadium. The ceremony will end with 20 minutes of fireworks in and around the stadium

More than 5,000 delegates, including 2,715 athletes, are participating in the regional meet that features 26 sports disciplines. Nepal is fielding the highest number of athletes — 596 — in all 26 sports disciplines. According to the Technical Committee, the SA Games powerhouse, India, has sent 487 athletes in 22 disciplines, while Sri Lanka has entered 564 athletes in 26 disciplines. Likewise, Bangladesh has sent 470 athletes in 25 disciplines, while Pakistan has registered 263 athletes in 18 sports. Bhutan (116) and Maldives (216) are taking part in 18 and 12 disciplines respectively.

The Games will offer a total of 1,115 medals — 317 gold, 317 silver and 481 bronze — with swimming being at the top with 38 gold medals. Athletics is offering 36 gold medals, while taekwondo is offering 29. Out of the 27 sports disciplines included in the SA Games, paragliding was cancelled after the sport failed to get minimum of three teams.

Chairman of the main organising committee and Minister of Youth and Sports Jagat Bahadur Sunar, President of South Asian Olympic Council and Nepal Olympic Committee Jeevan Ram Shrestha and National Sports Council Member Secretary and SAG Executive Committee Chairman Ramesh Kumar Silwal will address the gathering.

Nepali shooters will have to use decades-old arms and ammunition in the 13th South Asian Games after National Sports Council failed to import new stock for the regional sporting extravaganza.

Nepal Shooting Association Secretary and former chief coach Deepak Khati said the lack of proper equipment would affect shooters’ performance. “Players were excited to give their best in a newly-built range but NSC’s inability to import arms on time has robbed shooters of that opportunity,” he added.

Khati said NSA had submitted the list of necessary equipment to NSC some eight months ago. “We had requested NSC to provide us with the equipment at least a month before the games as it takes at least 10-15 days for players to get used to the arms,” he added. “Now that the players will be using old equipment, some of which are from the 1999 SA Games, we are not sure how they will perform in the SA Games,” he added.

Nepal got modern shooting facility at the International Sports Complex in Lalitpur after the Chinese government reconstructed three well-equipped shooting ranges — 10m, 25m and 50m — at an estimated cost of Rs 200 million. But players do not have proper arms to perform at the new range. Khati said the association had to fully rely on the government to import arms and ammunition as it was a sensitive matter. “It’s not like buying other sports equipment. It takes a lot of paper work. Sadly, NSC did not take our concerns seriously,” he added.

Gold medallist in the 10m air rifle event at the eighth national games Sushmita Nepal, who has been
using the gun she received during the youth training programme in Kuwait two years ago, said their hopes of excelling in front of the home crowd had been dashed.

“Junior players use the gun which I have been using for the last two years. I was excited at the news that we would be getting modern equipment for the SA Games but that did not happen,” Sushmita told THT.

Sushmita said she had hoped to make it to the final. “I am scoring up to 616 points in training with this gun. I could have done better if I had got the chance to train with new equipment. Now making it to top eight seems really difficult,” she added.

Another shooter, Kalpana Pariyar, said they could not prove their calibre due to lack of proper equipment. “We had set ourselves a target to meet in the SA Games. But we cannot show what we are capable of simply because we do not have the right equipment,” Pariyar added.

“Still, we will try to give our best and improve on our scores with what is available,” she said.

With just four days remaining for the 13th South Asian Games, Nepali wushu players are training with makeshift equipment, thanks to National Sports Council’s inability to import necessary equipment on time.

As NSC remained indifferent to its plea for updated equipment, the Nepal Wushu Federation managed old karate mat for taulo training and taekwondo pads and guards and boxing gloves for sanshou players. “We have got nothing as of now,” said taulo coach Prakash Lama. “We had submitted a list of equipment to NSC four months ago but our plea has fallen on deaf ears,” he added.

“We are training players on karate mat, which is harder than the one meant for wushu. It’s not easy to train on this mat as players need to jump high and land on it. Players might get hurt or injured, but we have been training on it as there is no other option,” said Lama. “We are preparing on a different surface and players will face problems in performing on proper mat,” added Lama.

NWF Vice-president Ranjit Maharjan said players were provided with nothing but accommodation and food. “We have been following up with NSC for the last four months but have drawn a blank,” said Maharjan. “We could not utilise the benefit of home ground. We could have set certain strategies had we received world class equipment on time. But our players did not get the chance to familiarise with equipment and gear,” he added. “We salute players for their discipline and sportsmanspirit, since they are undergoing intense training crossing all hurdles,”
he added.

Maharjan added NSC had allocated Rs 350,000 to decorate the venue and conduct events. “The amount is not sufficient for decorating this hall for an international tournament,” he added. NSC has fixed Nepali Army Spo-rts Complex covered hall in Lalitpur to host wushu tournament.

The 12th South Asian Games gold medallist Nima Gharti Magar said players were training in trying circumstances. “We have been training on a karate mat that is past its prime. We are trying to adjust with what is there for us and give our best,” said Gharti Magar.

Coach Ganesh Aryal said he was conducting sanshou training with taekwondo and boxing equipment, apart from players’ personal equipment. “We requested for new equipment a long time ago but have yet to receive it. We have been using pads and gloves meant for taekwondo players and boxers,” said Aryal.

He too rued not cashing in on the home advantage. “Even if the equipment and gears arrive now, players won’t be able to get the feel of it,” he added.

Deepak Hamal, a taulo player,  said performance of players differed on different surfaces. “It’s not the same to perform on karate mat and real arena. Proper wushu arena is much softer than karate mat. Jumping and balancing on a totally new surface is not the same,” said Hamal, who finished ninth among 56 participants in China.

Another wushuka, Juni Rai, played down lack of facilities. “We have arrived at a stage where we should not give attention to the equipment or gear. I think we need to focus on winning gold medals, ignoring everything else,” said Rai. “We had good training and I am confident of giving my best under any circumstances,” she added.

PM to remain in hospital after surgery

Kathmandu, November 26

Prime Minister KP Sharma Oli, who has to undergo dialysis following gradual loss of kidney functioning, today underwent an appendicitis surgery at Manmohan Cardiothoracic Vascular and Transplant Centre of Tribhuvan University Teaching Hospital in Maharajgunj after his appendix burst.

The PM visited the hospital at around 9:00am after complaining of pain in the abdomen.

“He was diagnosed with appendicitis and infection in the stomach (peritonitis). He underwent laparotomy and appendectomy procedures. His health is stable,” reads a statement signed by MCVTC Executive Director Dr Uttam Krishna Shrestha.

Peritonitis is a condition in which the appendix bursts and may cause infection, according to Dr Muza Shrestha, associate professor and consultant  surgeon at Manmohan Memorial Medical College and Teaching Hospital. “When the appendix bursts, bacteria can penetrate the  abdominal cavity. This can cause serious health problems and may even be  fatal,” said Dr Shrestha.

The surgery was performed by a team of doctors, including Dr Ramesh Singh Bhandari, gastrointestinal and hepato-pancreato-biliary surgeon. The surgery was over at 12:45pm, according to the Prime Minister’s Press Adviser Surya Thapa.

“He will have to remain in the hospital for a few days,” said Dr Arun Sayami, the PM’s health adviser who was involved in the PM’s treatment. “He has  been admitted to the intensive care unit of the hospital and is under close observation.”

Appendicitis is a condition where the appendix becomes swollen and inflamed. The appendix is a small finger-shaped pouch on the right-lower abdomen connected to the colon.

The PM underwent appendicitis surgery at a time when he has been regularly visiting the hospital after his transplanted kidney failed to function properly. Oli has undergone four cycles of haemodialysis in Grande International Hospital in the last few weeks.

Haemodialysis was performed twice on the PM on October 30. He underwent another round of haemodialysis on November 16, followed by a fourth one on Sunday. In between these haemodialysis sessions, a ureteric stent —
a small tube inserted into the ureter between the kidney and the bladder — was also removed.

Oli underwent kidney transplant in India in 2007 after both his kidneys failed to function. He has been visiting hospitals abroad for health check-up ever since.

Medical colleges to reimburse students

Kathmandu, November 26

Medical colleges accused of overcharging students have relented to the government pressure and agreed to reimburse extra money that they collected beginning tomorrow.

Medical colleges reached an agreement to this extent with the Ministry of Education, Science and Technology late this night after the government warned it would round up their promoters if they failed to reimburse the extra sum collected from MBBS and Bachelor of Dental Surgery students.

The government had previously issued a 15-day deadline to medical colleges to address students’ concerns, which expired yesterday. The government then extended the deadline by 24 hours, which ended today.

After the deadline expired today, college promoters said they would not abide by the government’s instruction, as they had to pay huge amounts to universities, Nepal Medical Council and Inland Revenue Office in various fees and taxes.

The rigidity shown by medical colleges prompted Education Minister Giriraj Mani Pokharel to hold a meeting with Home Minister Ram Bahadur Thapa, Home Secretary Prem Kumar Rai, and Inspector General of Police Sarbendra Khanal. The meeting directed the police to arrest college promoters, who do not heed government instruction, beginning tomorrow. After this meeting ended, Pokharel invited college promoters to his office to find an amicable solution.

The meeting, which started at around 8:00 pm, was attended by representatives of Medical Education Commission, Tribhuvan University, Kathmandu University and Nepalgunj, Chitwan, Kathmandu, Universal, National, Nepal, Bharatpur, Kist, Nobel, Universal and Gandaki medical colleges.

After the meeting was over at around 11:45pm, medical colleges signed a five-point agreement with the government.

As per the agreement, medical colleges will start reimbursing extra funds raised from students in academic years 2017-18 and 2018-19 beginning tomorrow. The money that colleges need to reimburse can also be deducted from students’ fees or other costs payable to academic institutions.

Students, who were overcharged in academic years 2015-16 and 2016-17, however, will have to wait for some more time to get their money back, as Medical Education Commission will first conduct a study in coordination with universities before formulating a reimbursement plan.

The meeting also decided that medical colleges would collect fees for this academic year as per the decision taken by the commission. The meeting also directed the commission to initiate the process of creating a formula to determine fees for academic year 2020-21 and onwards.

A Cabinet meeting, last year, capped MBBS fees at Rs 3.85 million in Kathmandu valley and Rs 4.24 million outside the valley. Students, however, complained that colleges had collected Rs 1.2 to Rs 1.5 million extra from them. MBBS fees for this year have been set at Rs 4.02 million for the valley and Rs 4.44 million for outside the valley.

Yadav takes charge of new ministry

Kathmandu, November 25

Samajwadi Party-Nepal Chair Upendra Yadav, whose portfolio was changed by Prime Minister KP Sharma Oli in the recent Cabinet reshuffle, without consulting his party, assumed charge of Deputy Prime Minister and Minister of Law, Justice and Parliamentary Affairs today.

SP-N leaders had objected to the recent Cabinet reshuffle particularly the change in Yadav’s portfolio and sacking of SP-N State Minister Surendra Yadav from the new Cabinet. A meeting of SP-N office bearers said on Friday that the recent Cabinet reshuffle was against the norms of a coalition government, but today when Yadav took charge of the new ministry, he said reshuffling the Cabinet was the prime minister’s prerogative.

Yadav also said that he was given the new portfolio because the PM cared more about the fact that he would gain more experience by taking charge of a new ministry.

Political analysts, however, said change of Yadav’s portfolio in the recent Cabinet reshuffle was an indication that PM Oli treated him as an unwanted participant in the Cabinet. They also said that Yadav’s decision to accept humiliation was indicative of his declining political influence in the Madhes in particular, and in the country in general.

Political analyst Puranjan Acharya said Yadav’s decision not to quit PM Oli’s Cabinet after being deprived of the portfolio of Health and Population Minister, was an indication that Yadav cared more for power and prestige rather than his Madhes agenda. “Yadav’s decision to accept humiliation shows that he has abandoned the Madhes agenda and is scared of Kathmandu or state power,” he said, adding that from now on people of Madhes wouldn’t trust Yadav if he championed the cause of identity. “Yadav has gradually become a villain of politics,” he added.

Acharya said Madhes agenda was being hijacked by the two major parties- the ruling Nepal Communist Party (NCP) and the main opposition Nepali Congress in recent years.

Another political analyst Hari Bansha Jha said Yadav faced two options after the recent Cabinet reshuffle — to quit the government or accept humiliation — and he chose the latter. “Yadav’s decision to accept humiliation indicates that he is losing grip on Madhes politics and will be reflected in the next general elections.”

Jha said Yadav had given up everything that he championed in the past as he changed the name of his party removing the word ‘Madhes’ from the party’s name. “Yadav’s party joined the NCP-led government committing to play a role in amending the constitution in order to address the demands of Madhesis, but all these months, Yadav did not do anything in that regard,” he added.

Another political analyst Tula Narayan Shah said the change of Yadav’ portfolio in the recent Cabinet reshuffle brought the cold war that Yadav had with the prime minister within the Cabinet to the fore. “Yadav appears to have accepted the humiliation because he thinks that he can get a plum ministry after NCP Co-chair Pushpa Kamal Dahal, who now holds executive power in the party, becomes more active in the coming weeks and months,” he added.

Agricultural Development Bank staff booked for banking fraud

Kathmandu, November 25

The Commission for the Investigation of Abuse of Authority today filed a corruption case against eight individuals, including former section officer of the Swoyambhu branch of Agricultural Development Bank Limited Kedar Prasad Gautam and former section manager of the bank Bharat Bahadur Baniya at the Special Court, accusing them of banking fraud and revenue embezzlement.

In the chargesheet filed today, the CIAA has also sought the recovery of Rs 2.71 billion from them.

The anti-graft body also filed a chargesheet against Samjhana Pokharel Gautam, Jeni Shrestha Gautam, Suman Bhujel, Surya Bahadur Limbu, Sandip Gupta and Krishnahari Thapa.

According to CIAA, KP Gautam alone was found to have withdrawn over Rs 339 million from the bank illegally at different times.

According to a press release issued by the CIAA, Baniya, who was in charge of the bank’s financial transactions, overseeing of bank employees, management and record management, did not do his job in a responsible manner. The anti-graft body stated in its chargesheet that KP Gautam fraudulently deposited and transferred money from different branches of ADBL and other banks through electronic cheque clearing process.

According to the chargesheet, SP Gautam repaid her loan from the money illegally withdrawn from the bank. She also opened bank accounts for illegal transactions and lived in India to conceal the money earned illegally.

Jeni Shrestha, second wife of KP Gautam, played the role of an accomplice to help her husband flee from Nepal. KP Gautam made false citizenship and passport to escape and live in India. She was involved in concealing the money earned illegally. KP Gautam had purchased a vehicle from illegally earned money and was also involved in Suman Bhujel’s land purchase deal.

According to the chargesheet, Sandip Gupta used to deposit money illegally withdrawn from the bank into KP Gautam’s account and also sent him the money in India.

Surya Bahadur Limbu made a fake citizenship in the name of Basanta Rai and received money illegally withdrawn by KP Gautam and later sent him the amount in India. Krishna Hari Thapa made a fake citizenship in the name of Rajiv Thapa and colluded with KP Gautam to make fake citizenship in the name of many others.

“All these evidences show their alleged involvement in making profits illegally. A corruption case has been filed against them as per the Prevention of Corruption Act, 2002,” reads the press statement issued by the anti-graft body.

Mediciti doctor held for rape bid

Kathmandu, November 25

Police today arrested Dr Rohit Kumar Jha, a general physician at Nakkhu-based Mediciti Hospital, on the charge of attempting to rape a 30-year-old patient.

Dr Jha, 37, was arrested from the hospital premises by police officers of the Metropolitan Police Range, Lalitpur, this evening.

“He was taken into custody for trying to rape his patient who had visited the hospital for a full-body check-up,” said Senior Superintendent of Police Tek Prasad Rai. He was arrested on the basis of first information report filed yesterday by the complainant, who is an engineer.

Dr Jha, according to Deputy Superintendent of Police Santosh Tamang, allegedly groped her and unzipped the patient’s pants before asking her to lie on bed for medical check-up. “The victim also accused the doctor of forcefully putting his hand inside her panties,” said DSP Tamang.

NCP student wing cadres thrash college chief

Kathmandu, November 25

Tri-Chandra College Chief Pradeep Bahadur Neupane was mercilessly beaten up today by members of the student wing affiliated to the ruling Nepal Communist Party for raising fees of science and humanities streams.

Neupane was rushed to the National Trauma Centre after the assault, as he suffered injuries to his right shoulder. He has since been discharged.

Neupane was sitting in his office when around 30 members of the All Nepal National Free Students’ Union barged into his room at around 11:30 am by kicking the door open. One of them instantly kicked him and he fell to the ground. Others then grabbed him by his arms, threatened to punch him, shouted at him at the top of their lungs and used foul language, according to Neupane.

“Many of them were not even college students,” Neupane said. “Yet I tried to bring them to reason, but nobody listened to me. And there was no way I could get help as my colleagues were barred from entering the room while security personnel were not even allowed to enter the building.”

This ordeal, Neupane added, continued for almost 10 minutes. He was able to release himself from the grip of the angry mob after police personnel from Durbar Marg Police Circle forcefully entered the college building. Police have since rounded up ANNFSU Tri-Chandra Unit Co-ordinator Govinda Thapaliya and ANNFSU Tri-Chandra Unit member Man Raj Thapa. They have been kept at Durbar Marg police station for further investigation.

“My right arm is seriously hurt and I feel pain all over my body,” Neupane told THT. Doctors involved in his treatment said he suffered muscle cramps in his arm.

ANNFSU members launched the attack on Neupane, saying that the college administration had raised fees “without
their consent”.

The college has raised fee for Bachelor of Science students to Rs 14,020 per annum from Rs 6,815. The fee for Bachelor of Arts students was increased to Rs 12,050 per year from Rs 6,590. Members of the student union had previously warned the college administration not to revise the fees without consulting them. But the meeting of the college management committee held last Friday had decided to hike the fees.

“We had warned the college administration and college chief not to raise the fee without students’ consent. But they did not listen to our request, so we had to take action,” said Sanjeev Dhital, former chair of Tri-Chandra College’s AANFSU Unit.

But Neupane said the fee was raised after 10 years. “Tribhuvan University has given us the authority to revise the fee every year, but we have not been able to do so for a long time because of threats from student unions,” Neupane said. “We had no option this time as the subsidy provided by the university is barely enough to cover daily cost. However, we still have not implemented the decision to raise the fees.”

The college was shut down after the incident, causing inconvenience to hundreds of students, as they could not attend classes. All the departments also remained closed throughout the day and very few professors and lecturers were seen on the college premises.

Nalini Joshi was one of the few students who was present in the college after the incident. She was there to submit her Master’s thesis. “We only get to meet our professors once a month. And that day was today. I’ll now have to wait until next month,” she said.
