Government hands over regional training centres to provinces

KATHMANDU, OCTOBER 1

The government has handed over seven regional training centres under Local Development Academy Institute to provinces concerned for capacity development of provincial and local governments.

A press release issued by the Ministry of Federal Affairs and General Administration said buildings, including other structures and goods for the regional training centres were transferred to the provincial governments as per a recent decision of the Council of Ministers.

With this move, Jhapa-based rural development training centre is now under jurisdiction of Province 1, Janakpur-based rural development training centre is under Province 2, Jawalakhel-based women development training centre is under Bagmati Province, Pokhara-based urban development Training is under Gandaki Province, Nepalgunj-based rural development training centre is under Province 5, Surkhet-based women development training centre is under Karnali Province and Doti-based rural development training centre is under Sudurpaschim Province.

The MoFAGA said Provincial and Local Governance Support Programme, currently being run by the federal government would also be handled by provinces concerned for capacity development of provincial and local level human resources.

“For short term, LDTA will depute trainers and necessary employees to the training centres until.”

The MoFAGA has urged the provincial governments to produce trained and skilled employees for the operation of the training centres in the long run.

“The training centres will conduct training and research works to facilitate service delivery and development activities of the provinces and local units by maintaining coordination among all three tiers of the government as per the spirit of the constitution,” the release stated.

The LDTA was established as an autonomous body in 1993 as per the Local Development Training Academy Act -1992.

Gold plated pinnacle installed atop Balgopaleshwor temple

KATHMANDU, OCTOBER 1

Pinnacle of historic Balgopaleshwor temple located at the centre of Rani Pokhari was successfully installed today, marking completion of the reconstruction of the cultural heritage, which was destroyed by the 2015 earthquakes.

Concerned government authorities, priests and locals installed the 123 kilogram gold coated pinnacle. Raju Man Manandhar, an expert hired by the National Reconstruction Authority, said that with pinnacle installed atop the temple, reconstruction works of the temple and the pond were now completed. “We just need to work on security issues and install some colourful lights before we go for the formal inauguration of the temple.”

Formal inauguration is likely to take place after a couple of weeks due to Malamas or the occurrence of an additional month in the lunar calendar, which is considered impure for special religious activities, according to Manandhar. “The temple will be open for the general public this Tihar.”

Before the 2015 earthquake, Balgopaleshwor temple was opened for public once in a year during the day of Bhai Tika during Tihar, where people without brothers or sisters offered their prayers.

Idols of deities were placed inside the temple a few months ago. The temple was in the Gumbaz style before the 2015 earthquake. But, after the demand of local activists and cultural conservationists the government agreed to reconstruct the temple in Granthakut style. Archaeologists had concluded that the temple was built by King Pratap Malla in 1760 in Granthakut style. The original style, however, was remodelled into Gumbaz style after it was destroyed by the 1937 earthquake.

Reconstruction of Rani Pokhari underwent various obstacles in the past five years.

The 163 metres by 126 metres emptied pond was recently replenished up to a height of 5.2 feet.

Arsenal edge past Liverpool on penalties in League Cup

LONDON: Arsenal squeezed past Liverpool 5-4 on penalties to advance to the League Cup quarter-finals on Thursday after a goalless 90 minutes.

With the Premier League champions making several changes to the team that beat Arsenal in the league 3-1 on Monday and their opponents also rotating, it was always unlikely to be a high-class encounter.

Liverpool had the better chances and should have been awarded a 44th-minute penalty when Diogo Jota was brought down in the box.

The resulting free kick eventually led to Takumi Minimino finding space and smashing his close-range shot onto the crossbar.

Arsenal keeper Bernd Leno made two consecutive saves to stop Jota and Marko Grujic and the visitors responded with a chance of their own as Rob Holding’s header was punched away by Adrian in the 70th minute. The Gunners also appealed for a penalty in stoppage time when James Milner fell and handled the ball.

The referee Kevin Friend did not point to the spot and there is no VAR in the competition.

Arsenal, however, celebrated in shootout when Joe Willock’s spot kick crept under keeper Adrian to send them through.

Living with Covid-19 stigma

A man committed suicide even after his victory over Covid-19. Sadly, he had lost the war against the social stigma that the disease brings with it.

According to media reports, there has been a steep rise in the suicide rate following the pandemic, many of them caused by extreme stigmatisation by the community.

Social stigma arises from a lack of knowledge and facts. It is the association between a person who shares certain characteristics and a specific disease.

Such stigmas affect those with the disease psychologically, as well as their caregivers, family, friends and communities. Even people showing similar characteristics of Covid-19 are being stigmatised and are in great suffering.

One victim, who was continuously nagged by the press after his test showed he had the coronavirus, shared verbally, “I am tired with the social isolation and discrimination. I have suffered so much that I am thinking of taking this up in court for privacy data theft.”

Stigma can drive people to hide the illness to avoid discrimination and prevent people from seeking healthcare immediately.

Research has clearly shown the association between stigma and fear around infectious diseases and the affected response.

The primary causes for shame surrounding Covid-19 are related to the emergence of the new virus; many are unaware of its effects. The development of Covid-19 has created a state of confusion, anxiety and fear in the public. Empathetically such factors are contributing to harmful stereotypes, leadibg to a situation where the virus can take a massive form.

Furthermore, this is escalating health problems and proving difficulty in controlling the disease. In this time of public health crisis, the government, citizens, media, key influencers and communities have an essential role to play in preventing and stopping the stigma surrounding the disease in the country. The facts should be accessible to the general public.

According to research on the mental health status of health workers in Nepal, nearly half of the participants of the study expressed a high degree of corona-related fear. During the pandemic, it’s heart aching to see the warriors of the pandemic, the health professionals, being humiliated by the society denoting them “as the virus”.

We all need to be thoughtful when communicating on the social media and other communication platforms. What works is building trust in reliable health services and advice, demonstrating empathy with those affected, understanding the disease itself, and adopting effective, practical measures so that people can help keep themselves and their loved ones safe.
